Changes to the Adult Services Department


The Adult Services Department is currently in the process of restructuring. The original catalyst for these changes was the Children Act 2004 which required the creation of a Children’s Services Department, combining education and children’s social care.

Drivers for change

Since the formation of the Adult Services Department in August 2005 there have been multiple drivers for change including:

  • Legislative - The Green Paper – Independence, Wellbeing and Choice and the White Papers – Our health, our care, our say and the more recent - Strong and prosperous communities. All three papers set out a vision for joined up social care and health services, defined by the needs, priorities and choices of service users.
  • Delivery of the wellbeing agenda
  • Introduction of the Hampshire County Council Contact Centre
  • Health modernisation and PCT restructure
  • Managing our limited resources more efficiently through more effective partnership working

New area structure

We are moving towards a three area structure with 11 districts sitting within these areas. This structure will be common to ourselves, Children’s Services and our PCT colleagues.

The Areas will be referred to as West Hampshire, North and East Hampshire and South East Hampshire. The 11 districts will match District Council boundaries within these areas. The areas are evidently different in terms of size and population, but this structure provides the best balance between areas in terms of caseload, needs and deprivation.

Departmental Management Team

With less emphasis on differentiating between adults based on their age, the directorates have a much stronger focus on developing partnership working.

  • Older Persons and Physical Disability - Assistant Director, Gill Duncan
    This directorate covers service provision for long-term conditions and re-ablement services across care groups. The Older Persons and Physical Disability directorate works to ensure that we bring together targeted and wellbeing services focused in the community, working in partnership with our health colleagues.

  • Personalisation and Mental Health – Head of Personalisation and Mental Health, Lucy Butler
    The Personalisation and Mental Health directorate will ensure a crucial focus on integration with Health for both Learning Disability and Mental Health services, enabling us to progress the modernisation programme to better meet the holistic needs of service users.

  • Commissioning and Partnerships – Assistant Director, Richard Ellis
    The Commissioning and Partnerships directorate works to ensure that we manage and develop services jointly with our health colleagues and plan for the future needs of our community.

  • Performance and Business Management – Assistant Director, Adrian Thorne
    The function of the Performance and Business Management directorate is to ensure that the Department is providing the right services, for the right people at the right standard. The unit measures the use and performance of care at home and residential services, both for evaluation and quality assurance purposes but also so future requirements may be forecast and budgeted for accordingly. It handles communications with service users and deals with any complaints about services there may be. It is also responsible for facilities and infrastructure to enable the rest of the department to function effectively.
