Adult Services Department Structure

The Adult Services Department aims to improve the lives of vulnerable adults through promoting independence and choice and enabling people to live their lives as they wish.

Hampshire County Council’s model of care and support aims to provide and commission good quality services that offer:

  • To local communities: advice, information, early intervention and prevention
  • To those in crisis: reablement and recovery, in partnership with Health
  • To those with long term needs: care and support, personal budgets for social care and personalised support plans

Departmental Management Team:

  • Policy and Strategic Development Deputy Director: Richard Ellis

    The directorate focuses on policy & strategy development, prevention & early intervention, working with communities, performance management and business support. Business support includes the relationship with the integrated service centre, procurement, property, risk and information services.

  • Community Care Services and Commissioning Deputy Director: Ruth Dixon

    The directorate is responsible for all care group community teams, individual, local and county wide commissioning of community care services and partnership working with Southern Health and Surrey Borders to deliver mental health and learning disability services. The lead for developing collaborative commissioning and integrated care teams for older people and people with long term conditions with the new CCGs falls within this directorate's remit. In addition, Ruth will manage the safeguarding team as well as being the senior professional lead for social work across the county.
