Armed Forces Community Covenant Grant scheme

The Community Covenant Grant scheme has been set up to fund local projects which strengthen the ties or the mutual understanding between members of the Armed Forces Community and the wider community in which they live.

About the fund

The Covenant Fund is one of many funds available through government, trusts, lottery distributors, European funding and other sources.

£10 million is made available each year, and this year the funding is available for four main priorities for 2016-17:

  1. Veterans' Gateway
  2. Families in Stress
  3. Improving Local Covenant Delivery
  4. Community Integration / Delivery of local services

Who can apply?

The lead organisation can either be a registered charity or a statutory body, such as a local authority. If the application is not lead by an armed forces charity, it must have an armed forces charity as a key partner. Other types of organisation can be partners in applications. All project work must be done on a not for profit basis.

Timetable 2016 - 2017

Veterans Gateway Fund

The Veterans’ Gateway will be funded as a two year project, with the aim that it became self-financing within those two years.

Bid size: up to £2 million.
Who can apply? Applicants can apply either individually or on behalf of a consortium. The successful applicant will have to work closely with all current major helpline providers and ensure that the provision of a gateway to all their services is of value to them.

Application process: This will be an open grant process - not a procurement process - with initial Expressions of Interest and accompanying guidance notes. A full application stage will then lead to the selection of the successful provider.

Families in Stress

Bid size: £20,001 - £300,000
Who can apply?
Applications should be from local charities or community interest companies that provide specialist services, working in close partnership with military bases.

Application process: A two stage application process, with an expression of interest stage followed by a full application stage.

Improving Local Covenant delivery

Bid size: £20,000 - £500,000

Who can apply? Local Authorities (working in clusters)

Application process: This will be a detailed single stage application with a decision at the end.

No capital costs will be eligible.

There will be a bespoke MOD application form for the small grants and an MOD form for expressions of interest for larger grants. Do not use the standard HCC application form as these will not be accepted.
