Foreword
Welcome to this year's Training Directory for Social Services staff.
Courses are arranged in sections relevant to the care groups. This will enable you and your manager to identify which courses best meet your own developmental needs during Performance Development Reviews and supervision.
More detailed information about course content and objectives can be found on the Social Services website at www.hants.gov.uk/training/socialservices/index.html. You will notice that for 05/06 the Directory does not show dates and venues. All of this information will be available on the website. This will enable us to provide more accurate and timely information as to when and where training events will take place.
Please read the accompanying notes in the introduction and for every section well, so that you get a flavour of what is going on nationally and locally in the field of training and development. This continues to be an exciting time, and our department is at the forefront of the drive to have a competent and qualified social care workforce.
Whatever your role within the department, with children, adults or older people, in a residential, day care or domiciliary setting, or in support services, I am sure you will find that many of the opportunities in this Directory will be right for you.

1 - Your Personal Induction Programme
Introduction
This booklet is aimed at all Social Services staff, and intended to be used by both managers and employees when considering training. It provides details of learning and development in Hampshire Social Services and includes a listing of the short courses available for 2005/06.
To help you find what you're looking for, the courses are arranged alphabetically in sections. The index is listed by category and course title, for example, courses relating to Autism will be listed under Autism as well as under the course title e.g. Understanding Autism.
Details of dates and venues are not shown in this booklet. All this information can be found on the website or by contacting the Learning & Development Team. This will allow us to provide more accurate and up-to-date information.
Information relating to Management Development, Vocational Training, and Professional, Qualifying and Post Qualifying Training can be found later in this booklet. Contact details for more information on these areas are included and it is planned that additional booklets covering training for these areas will be available later this year.
Details of the nomination process for courses, including a nomination form that can be filled in and returned to the Learning & Development Team, are in the Appendices of this booklet. Please make sure you take time to read these sections.

Hampshire County Council Social Services Department is committed to providing equal access to all learning, training and development events.
We encourage all our staff to take advantage of the training opportunities available in this directory. We have experience of providing specialist equipment, interpretation and other forms of assistance to course participants where this is needed. We are able to arrange, for example:

Learning and Development in Hampshire Social Services
The Learning & Development Team (Social Services)
The Learning and Development team, headed by Ann Schefer (hrsshqas/01962 847288), looks after all of the learning and development needs of the Social Services Department. Among other things, they are responsible for creating the programme contained in this Directory.
The team underwent a period of restructuring during 2004 to meet the changing needs of the department. Members of the team are now responsible for leading and managing different aspects of the service. Look on our website www.hants.gov.uk/training/socialservices/index.html for our guide to learning and development, including contact details.
The Learning & Development Management Team works alongside personnel colleagues to develop and implement the overall HR strategy for the Department. Individually we work closely with the care groups and support services to help develop training programmes to support the strategic initiatives necessary to achieve national and organisational outcomes. We are also actively involved in many multi agency and partnership relationships including exciting new developments with health, education, the independent sector and academic institutions.
Other Training
In addition to the courses in this Directory, we organise bespoke training to meet Departmental objectives, usually in response to requests from the strategic management teams. This training is often linked to performance development reviews and team plans. If you want to discuss such training, you should contact the member of the Learning & Development Team responsible for your care group.

Information about corporate and more general training courses can be found in the Learning Zone hantsnet2000.hants.gov.uk/learningzone/. Most of these courses are provided by Hampshire Learning Centre. They usually fit into three categories; management, health and safety and core county council courses.

Feedback and Evaluation of Training
All training events are evaluated through the use of evaluation forms that will be distributed to participants. Your comments and views are important and influence future training events. The Learning & Development Team will also liaise with line managers to gather feedback to determine if training has been effective in the workplace. Should you attend a training event and wish to provide further feedback please contact a member of the Learning & Development Team.
Building a Portfolio of your Personal Learning and Development
Your Performance Development Portfolio is a great way to keep a record of your personal learning and development activity. You can use this to build evidence of your knowledge and skills development which will be useful when you become involved in a qualification programme. You can also use your portfolio to keep track of and evidence your continuous professional development (CPD). This will be essential to those staff required to register with the General Social Care Council (GSCC) or who have to meet the requirements for registered managers.
Your line manager should have already given you a performance development portfolio, if not please ask them about it.

National Induction and Foundation Standards
These were introduced in April 2002 for new social care staff. They are a core element of the Commission for Social Care Inspection. The standards provide a consistent national baseline description of what new workers need to understand about the social care role.
The Induction standards must be met within the first six weeks of employment and the Foundation standards within the first six months.
To achieve these standards a wide range of learning opportunities will be available through induction programmes in your workplace as well as specific short courses which are listed in this directory.
There are five units in the Induction standards:
Understanding the principles of care
Understanding the organisation and the role of the worker
Understanding the experiences and particular needs of service user groups
Maintaining safety at work
Understanding the effects of the setting on providing services.
There are five units in the Foundation standards:
Understanding how to apply the value base of care
Communicating effectively
Developing yourself as a worker
Recognising and responding to abuse and neglect
Understanding the experiences and particular needs of the individuals using a service.
Equalities Training
Equality of opportunity and anti-discriminatory practice are incorporated into in all Social Services training. These are a fundamental element of the induction and foundation standards and are incorporated into all qualification programmes for care staff and managers.

Additional Sources of Learning Materia

The SSD Library and Information Service has a comprehensive collection of books, professional journals, pamphlets, reports, government documents, Acts of Parliament etc. The library can lend many books that are on course reading lists and will consider purchasing (for the library) any titles that are not in stock, but are recommended by staff. You can borrow items from the Departmental Library, from the County Library and other specialist libraries on request.

Core Courses
The courses in this section may be of interest to staff in all care groups. They will help develop some of the core skills that underpin the work of Social Services as a whole.
You will also find relevant training in other sections of this directory, such as information technology and health and safety. There is a useful index at the back giving details of every course.
Some of our management courses are organised corporately, including the Manager's Induction, Interviewing and Feedback Skills. You will find details of these events at the Learning Zone website http://hantsnet2000.hants.gov.uk/learningzone/ where they can also be booked. Please make sure you complete the nomination form for Social Services staff, and submit it as instructed.
Adult Protection Minute Taking
This course is aimed at all administrative staff who are required to take notes and minutes at adult protection case conferences.
You will have had attended the Hampshire Learning Centre Notes and Minute Taking course or had extensive experience of minute taking prior to joining this course.
You will learn how to take notes or minutes of adult protection case conferences in a way that is required to support the adult protection process.
You will also understand the importance of notes and minutes, practise good listening and communication skills, learn how to write notes and minutes that can be clearly understood and find out about the support available to you.
Advanced Communication Skills
This course is aimed at all staff who work with service users and carers.
You will learn, develop and practice skills in empathy, communication and self awareness at a basic and advanced level.
This course involves skill development and experiential learning - you will be required to share personal material in a confidential setting. The nature of this course is such that you may inevitably touch on unresolved issues from your past. If you are in doubt about your suitability for this course, please contact the trainer.
An Introduction to Occupational Therapy
This course is for all staff who would like to increase their understanding of our occupational therapy services.
You will learn about occupational therapy and how the service is provided to service users, including the referral process.
Applying the Value Base of Care
Aimed at all staff in provider services, this course will build on the learning from the Induction into Social Care course.
You will learn about the empowerment of service users, achievement and fulfilment, recognising and working with constraints and conflicts, and promoting anti-discriminatory practice.
Appropriate Adult Role
Aimed at staff whose role requires them to offer support to vulnerable people during police interviews, this course will enable you to gain the knowledge necessary to carry out this function within the legal and moral frameworks.
You will learn about the legislative background to the appropriate adult role, as well as the formalities of what you are expected and allowed to do in such circumstances.
Much of the course will involve you in practical role-play situations.
Awareness of Dual Sensory Loss
Aimed at staff in all care groups, this course will give you a basic understanding of deaf blindness.
You will learn about the causes and effects of deaf blindness and your role in supporting people who have dual sensory loss to access relevant information and services. In particular, you will learn about their communication and guiding needs.
The course will be delivered by a combination of distance learning and direct training. It is an externally examined course under the auspices of the Council for the Advancement of Communication with Deaf People. A written exam will take place at the end of the practical course.
You will be expected to undertake between 6 and 10 hours private study and complete the course workbook before attending the direct training session.
Awareness of Sensory Loss
Aimed at staff in all care groups, this course will give you a basic understanding of deafness and visual impairment.
You will learn about the causes and effects of sensory loss as well as issues relevant to people who are deaf or hard of hearing or who have a visual impairment. You will also learn how to improve social and physical environments in order to respond to individual needs.
In addition, you will find out how to support individuals to access appropriate information, technology and human resources.
Basic Communication Skills
Aimed at new residential, day and home care staff, these courses will begin the process of developing your effective communication skills with service users and carers.
You will learn about factors that motivate people to communicate, effective listening, the barriers to communication and promoting communication with service users.
British Sign Language
Stage 1 and 2

British Sign Language Refresher Training
A half day workshop for staff who have already completed B.S.L. stages 1 and/or 2.
You will have the opportunity to update your skills and share best practice with colleagues within the Department.
Caring for People who are Dying
Aimed at all staff whose work involves them with people who are dying, this course will enable you to develop a greater understanding of the feelings and needs of people who are dying and their relatives and carers.
You will learn about what typically happens when a person knows they are dying, and how we as practitioners can communicate with and help them.
You will also find out about the support structures that exist to help people deal with death and bereavement.
Clear Communication - hearing loss
This course is aimed at all staff who work with people who have a hearing impairment. It will enable you to develop communication skills which can be used to work effectively with all service users who have hearing loss.
You will learn about clear communication techniques that support verbal communication and the effective use of lip reading.
You will also have a chance to find out about technological aids to communication.
Communication and Guiding Skills with Deaf Blind People
This course is aimed at all staff working alongside people with dual sensory loss.
You will improve your production and use of the deaf blind manual alphabet and develop competence in a variety of guiding techniques. You will also learn the principles of professional practice in the role of a communicator-guide. In addition, you will find out about relevant policies and guidelines, language modification, the factors influencing communication and good practice in working alongside elderly deaf blind people.
This is a five day course which will be split into two separate periods. You will be expected to undertake private study in addition to attending the training sessions in preparation for the Council for the Advancement of Communication with Deaf People written and practical examinations.
Complaints Awareness
Aimed at all staff, this half day course will provide a general overview of the complaints procedure.
You will learn about the stages of the process and the value of conciliation and mediation, and develop the skills necessary to advise service users of their right to complain and how to access the procedure.
Continuous Professional Development Workshop
This course is for practitioners who are registered with the General Social Care Council.
You will identify appropriate learning activities that will help you provide evidence of your own professional development, and learn how to present this in a portfolio.
Customer Care Skills
This course is aimed at all administration staff as part of their induction.
It covers the underlying principals of reception and assessment, customer care, communication, equal opportunities and confidentiality, and relevant legislation (Freedom of Information Act 2000 and Data Protection Act 1998).
Effective Complaints Handling
This course aims to enable all staff to acknowledge and address disputes and dissatisfaction within the framework of the Department's complaints procedure.
You will learn about the components and process of conciliation and mediation, the exacerbation and diffusion of conflict and the practicalities of conciliation and mediation.
By the end of the course you will have developed your skills in early intervention in disputes and their reconciliation.
Effective Reporting and Recording
This course is aimed at all staff involved in reporting and recording.
This generic introduction to appropriate writing styles and techniques will enable you to record information appropriately.
You will learn about writing in a way that is clear and concise, factual and relevant to its purpose, in ways that service users and colleagues can access easily.
Getting the most out of your Performance Development Review
This course is aimed at all staff, and will enable you to make sure that the department's performance development process provides you with what you need for your own development.
You will have the opportunity to reflect on your practice and to consider how you can participate most effectively in the review process.
HIV and AIDS Awareness
This course is aimed at all staff who would like to increase their awareness of HIV and related issues.
It will be tailored to meet the needs of different care groups.

Independent Persons
Aimed at all people fulfilling the role of Independent Person, this course will be organised by the Department's Complaints Manager, Irene Unwin, who will send details to all those involved nearer the time.

Introduction to Hampshire Social Services Department
Aimed at all new staff, who should be nominated for this course as soon as they begin working in the Department.
You will gain a general understanding of the structure and values of the Department and its position within Hampshire County Council.
This course is intended to complement the local induction programme which will be organised by your manager.
This course will help you meet the Induction standards and has been incorporated as a module into the new Induction into Social Care course. However, it can still be accessed as a single module.
More information about your personal induction programme and the induction to social care course can be found in appendix 1.
Major Incident Training - ASSIST
A modular training programme has been designed to ensure that Hampshire Social Services Department have a team of trained volunteers who can be called upon in the event of a major civil emergency.
The team is called ASSIST (Area Social Services Incident Support Team). If you wish to join the team, you should contact one of the following Lead Service Managers:

The modular training programme ensures that volunteers are suitably equipped to deal with both specific and generic roles should the need arise.
Each module is run twice within the training year.
Module 1: An Introduction to Emergency Planning. All new ASSIST members must attend this module. They will then be able to choose to attend two of the following specialist modules:

MIDAS Training
MIDAS training (Mini Bus Driver Assessment and Training) is paid for from the central training budget.
If you have staff who require this training please contact Louise Herring, Training Coordinator, Community Transport on 01962 846983, to discuss your requirements and book the training.
Personal Safety Awareness Raising
Aimed at all employees who have contact with members of the public, both face to face and via the telephone. This three hour course will provide a basic overview of personal safety.
You will learn about why people become aggressive, how this can be triggered, how incidents can be minimised and how your own actions can resolve a situation.
Please discuss with your line manager whether this course will meet your needs, or whether you may need to attend the full day course which includes information on breakaway techniques.
Personal Safety Training and Breakaway Techniques
This course is aimed at all staff who have been identified as being at a high risk of experiencing a violent incident as part of their work.
You will learn about the most appropriate way to deal with difficult situations, by understanding the assault cycle, identifying trigger factors and ways of defusing situations. The afternoon focuses on breakaway techniques and other skills to assist you in your role.
Your line manager will need to complete a form to support your need for training in breakaway techniques.
Sexual Health and Sexuality
This course is a one day workshop looking at the issues surrounding sexual health and sexuality, linked to the national strategy for sexual health and HIV.
It will be tailored to meet the needs of different care groups.
It is recommended that you attend the course HIV and AIDS Awareness before joining this course.

Staff Assessment and Support - Using the Induction and Foundation Standards
Aimed at all managers of staff in provider services, this course will help identify and develop the skills necessary to assess the practice of staff in their workplace.
The main focus will be supporting and assessing new staff in line with the national induction and foundation standards.
You will have the opportunity to look at the practical application of the standards and the steps you need to take to ensure staff are able to provide appropriate evidence.
You will also learn about giving feedback and devising appropriate development plans with staff.
Supervision and Performance Development
This course is aimed at all first line managers. You will learn about the Department's supervision and performance development policies and using them to the best effect for both you and your staff.
You will have the opportunity to develop and practise your supervision techniques and consider what you, as a manager, can do to make the process more effective.
Team Briefing Training
Aimed at all first line managers who are required to deliver team briefings. This half day course will help you to understand the team briefing cycle, and how to fulfil your role.
Understanding Bereavement and Loss
Aimed at staff working with people who have suffered a significant loss and who have, or are likely to be bereaved. This course will enable you to develop an understanding of some of the issues and emotions that may be experienced, along with approaches to loss and death.
You will learn about what may typically happen when people experience a significant loss and explore ways to effectively support them. You will also explore some models of grief and learn about the different cultural approaches to death and loss.
Understanding Sight Loss
This course is aimed at all staff, who wish to have an in-depth introduction to working with visually impaired people.
You will learn about the causes and effects of sight loss, supporting individuals in their communication, mobility and daily living needs, the registration process, the role of specialist workers and voluntary organisations and the experiences of service users.
In addition, you will find out about the skills needed to provide the initial screening and further assessments of people with a visual impairment in relation to the care management model.
Understanding the Role of the Learning & Development Team (Social Services)
This course will help you to understand how the Learning & Development Team works to support staff in the department.
You will see how information from individual and team development plans is translated into the Departmental training plan.
You will also have the opportunity to meet members of the team and find out more about the wider influences that drive the learning and development strategy for the Department.
Welfare Rights - Benefits for Older People
Aimed at all staff working with older people, this course will allow you to be informed about and give advice on the range of benefits available to them.
You will learn about the eligibility criteria for both means tested and non means tested benefits, including Income Support and Attendance Allowance and also consider issues such as the use of advocacy to complete self-assessment forms.
You will also consider the implications of long stay hospitalisation or residential care on the financial situation of an individual.

Aimed at all staff working with people who are physically disabled or people who have a learning disability, this course will allow you to be informed about, and give advice on the range of benefits available to them.
You will learn about the eligibility criteria for both means tested and non means tested benefits, including Income Support and Disability Living Allowance. You will also consider issues such as the use of advocacy to complete self-assessment forms.
You will also consider the implications of long stay hospitalisation or residential care on the financial situation of an individual.
Welfare Rights - Income Maintenance and Welfare Benefits Workshop
Aimed at all staff whose work involves giving advice to service users who may need to develop income maintenance strategies.
This course will allow you to be informed about and give advice on the range of benefits available to them and to their carers.
You will learn about the eligibility criteria for certain benefits, including the Attendance Allowance and the Disability Living Allowance, and also consider issues such as the use of advocacy to complete self-assessment forms.
Adults and Older Peopl
e
Within this year there are many new challenges for these care groups. By maintaining existing courses and also developing new opportunities we continue to support the following:
The Adult Protection Policy as a requirement of No Secrets again has a comprehensive training programme to support its implementation.
The impact of Valuing People continues to inform the development of training for staff working with adults who have a learning disability.
The full training implications of the national minimum standards for all residential and domiciliary care services as the Commission for Social Care Inspection continues their work.
The development of condition specific training in line with the National Service Framework for Long-term Conditions primarily aimed at staff working in physical disability services.
The implementation of the revised Direct Payments Policy and achieving best possible outcomes in relation to the new DIS indicator is supported by the development of new training opportunities on direct payments.
The implementation of the dementia care training strategy continues to help staff develop their skills and knowledge and as a result supports the development of more specialist services for people with dementia.
You will see that we have developed some new courses to support these initiatives. Some of which have been designed and delivered to meet the needs of specific services.
Adult Protection - Basic Awareness
This course is aimed at day centre officers, residential care officers, care assistants, home carers, drivers/escorts, admin support staff, domestic catering staff, occupational therapy assistants, senior day centre /residential care officers (where they are not a member of the unit management team).
It will help you identify situations where a person may be at risk and understand your role in relation to adult protection.
This course can be delivered locally to individual units. Please contact the Learning & Development Unit on 01329 226910 for further details.
Adult Protection - Detailed Awareness
This course is aimed at all care managers, social workers, occupational therapists, key specialist staff, home care team leaders, senior day centre/residential care officers and management teams in provider services.
This course will help you identify and respond appropriately to situations where abuse is suspected.
Adult Protection - Assessment and Investigation
This course is aimed at care management staff only who will be taking a lead in managing or carrying out an investigation: service managers, team managers, senior practitioners, and other designated investigation officers.
Delegates are not required to attend the Adult Protection Detailed Awareness course prior to this.
This three day course begins the process of developing the skills necessary to undertake safe investigation of adult protection cases.
You will learn about the process of investigation using the adult protection policy and procedures, investigation techniques, gathering evidence and how to communicate effectively across agencies.
Adult Protection - Developing Assessment and Investigation Skills 1 (Risk Assessment & Law)
This course is mandatory for all staff already trained in Adult Protection - Assessment and Investigation.
You will extend and develop your skills and learn about any new developments in relation to adult protection investigation.
The content is especially focused on risk assessment within the adult protection process and awareness of legislation.
Adult Protection - Developing Assessment and Investigation Skills 2 (Interviewing Skills)
This course is mandatory for all staff already trained in Adult Protection Assessment and Investigation and who have attended the Developing Assessment and Investigation Skills 1.
Staff will develop their skills in interviewing those suspected of being abused in order to achieve effective assessments within the investigation process. The course will address interview techniques generally as well as interviewing vulnerable witnesses where a court case is a likely outcome. It will include principles of therapeutic interviewing, the peace model, cognitive techniques and also Achieving Best Evidence. It will address joint interviewing with the police.
Adult Protection - Manager's Development (Care Management)
This course is aimed at all service managers and care management team managers.
This course focuses specifically on the role of care management team managers and service managers within the investigation of adult protection concerns.
Adult Protection - Manager's Development (Provider Services)
This course is aimed at all managers of provider services.
This course aims to equip managers with an understanding of their responsibilities within the adult protection policy and procedures. It will explore links with other relevant policies and procedures as well as giving an overview of the care management assessment and investigation process which will follow where provider managers refer a situation of suspected abuse.
Adult Protection Minute Taking

An Introduction to Advocacy and Self-Advocacy
Aimed at staff in all care groups, this course is designed specifically for those taking on the role of advocate for an individual or group of service users, or for those whose job involves them in helping people to develop self-advocacy skills.
You will learn about advocacy and gain a greater understanding of what is meant by the term. This will help you become more able to assess your own advocacy skills and those of others.
An Introduction to Occupational Therapy

Communication and People who have a Disability
Aimed at all staff working alongside disabled people, this two day course will give you an understanding of specific communication disorders and allow you to develop appropriate skills in this area.
You will learn about the principles of effective communication and barriers to achieving this. In addition, you will consider language development, specific speech and comprehension difficulties and aids to verbal communication.
You will also take part in elective workshops focusing on people who have learning disabilities, people with dementia or people who have had a stroke.
Communication and People who have Dementia
This two day course is aimed at all staff working with older people. If you have completed the Dementia Foundation course you do not need to attend this one.
You will learn a variety of new skills to enable you to communicate with service users who have dementia.
You will also find out more about how the different types of dementia affect a person's behaviour and the ability to express themselves as well as become more effective in involving service users in discussions.
You will be expected to read and complete a skills exercise before attending the course, which will provide useful evidence if you are undertaking a NVQ.

This course is aimed at all staff working with users with dementia.
You will begin to learn about the effects of dementia on the individual and their social networks.
Dementia Foundation Certificate
This course is for all staff working in older persons provider services.
It comprises 4 one day modules designed to operate over a twelve week period with a 3 week gap between modules during which some individual work is completed. Staff undertaking NVQ qualifications at all levels may be able to present this work as evidence for a variety of units.

Disability Equality
This two day course is for all staff working with people with disabilities.
You will learn about the different models of disability, relevant legislation and national and local initiatives that promote the rights and needs of people with disabilities.
You will also explore strategies that challenge the barriers and promote choice for individuals.
Dual Diagnosis - Learning Disability and Mental Health
This course is aimed at staff working with people with a learning disability who also have mental health needs.
You will learn about the particular consideration needed for service users who have this dual diagnosis. This includes identifying their care needs, working with individuals to develop appropriate support and working with other professionals in the delivery of care.
Insight into Autism
This half day introduction course into Autism is for all staff wishing to develop their understanding of autism and how this relates to the work they undertake with adults.
You will learn about definitions and descriptions of the spectrum of autism and associated behaviours.
You will also consider effective ways of working with adults with autism and improvements that can be made to service delivery.
Introduction to Challenging Behaviour
This course is aimed at all staff working with adults and older people.
You will learn about the most appropriate way to deal with difficult situations by understanding the assault cycle, identifying trigger factors and ways of diffusing situations.
You will also learn about a range of intervention strategies to respond to individual's needs and how to integrate good practice in the planning of services to minimise the incidence of challenging behaviour.
If you have completed the dementia foundation certificate you do not need to attend this course.
Further training (Proact-Scipr-UK and Approach) on managing behaviour that challenges services is provided in partnership with Health. Details are available from your manager.
Introduction to Learning Disability
This course is for new staff in learning disability services.
You will learn about the core values underpinning service delivery, relevant legislation, policies and procedures.
You will also look at developing ways to communicate effectively with people with a learning disability and begin to explore how Person Centred Planning is being used.
Legislation and People with Disabilities
This two day course is aimed at all staff working with people with disabilities, their carers and professionals from partner organisations.
You will learn about the relevant legislation that promotes the rights and needs of people with disabilities. You will consider the impact of these on the provision of services and the role and responsibilities of professionals.
Management of Continence
This course is aimed at all staff who work regularly with service users who need support to manage continence.
The focus will be on promoting continence by exploring the types and causes of incontinence. You will also learn how to select and use a range of incontinence products and develop ways of helping people to improve their level of continence.
Managing Services for People with Dementia
Aimed at managers in provider services, this two day course explores some of the key issues relating to the provision of services for people with dementia.
You will learn about ways to help retain and regain independent living skills based on an assessment of individual cognitive function and ability.
You will also explore some techniques to support the recruitment and development of staff.
Occupational Therapy (OT) Moving and Handling Refresher
Staff in OT Teams and their Managers, are the lead professionals in the department in the field of moving and handling. The staff receive scheduled annual moving and handling refresher training, provided by the Moving and Handling Specialist OT Team.
This training will enable practitioners to demonstrate continuous professional development in this field in line with national, corporate and Departmental strategies.
Occupational Therapy (OT) Training and Development
The Specialist OT Training Budget has been set up to ensure that the OT workforce is supported to develop the skills and competence necessary for practice in the social care setting. All training is commissioned to provide effective development opportunities that will enable practitioners to demonstrate continuous professional development in line with national, corporate and Departmental strategies.
All training will encompass the core Departmental values to promote independence and personal development as well as recognising the individuals' need for equality, dignity and choice in service provision. We actively seek opportunities to develop partnership work across organisational boundaries and some of the training courses are developed with colleagues in Health.
Attendance at national conferences is actively encouraged, especially when Hampshire is represented by paper presentations sharing our innovative practice developments. We already have two papers accepted at the College of Occupational Therapists Annual Conference this year.

Older People - Awareness of Learning Disability
Aimed at all staff in older person's services. This course will enable you to develop an awareness of the needs of older people with learning disabilities and to promote best practice as they transfer to your services.
The course content will reflect new policies and best practice requirements. It will enable you to identify an appropriate response in the planning, implementation and evaluation of services to meet the needs of older people with a learning disability and their carers.
Older Persons - Powers and Protection
Aimed at all staff in older persons' services, this course will update your knowledge of the powers and purposes of legislation and increase your awareness of how the law can be used to protect older persons and their finances.
You will learn about relevant legislation, the court of protection and the Department's policy on adult protection.
Partnership with Carers
Aimed at all staff who work with carers, this two day course aims to explore the partnerships we can forge with them by exploring Hampshire's Carers' policy and other relevant legislation.
You will learn how to identify what support is available for carers in a given area, see where the gaps are and come up with practical ways of enhancing the quality of life of both the service users and their carers. Part of the course will be delivered by carers.
Personal Relationships and Sexuality
This course is aimed at all staff working with adults with learning disabilities.
You will learn about your role in supporting service users to express their sexuality, promote sexual health and develop and maintain personal relationships.
You will consider external and internal influences on sexual identity, sexual behaviour, responsibilities and expectations and common myths and messages surrounding sex and people who have learning disabilities. You will learn about relevant legislation and the new Departmental policy.
Physical Disability and Possible Psychological Effects
This course is aimed at all staff working with people with a physical disability.
You will have an opportunity to increase your understanding of psychological issues which may affect people with disabilities and those close to them. You will also become more aware of approaches which enhance basic psychological care.
Practical Care
This course is aimed at new staff during their induction and foundation period, as well as staff who are preparing for, or working towards the NVQ 2 in care.
You will learn about the principles of infection control and management of continence, and explore some of the practice issues involved in assisting people to meet their basic hygiene needs.
You will be encouraged to reflect on your current practice and many traditional attitudes will be challenged through the use of an evidence based approach to personal care.
Please note: nominations for this course to meet identified needs should be on an individual basis through PDR. It is not a requirement for all staff undertaking an NVQ 2 care award.

Record Keeping and Processes - Adults and Older People Sector
This course is aimed at all staff responsible for reporting and recording in the care groups.
You will learn about the purpose of record keeping, the use of specific documentation, issues of confidentiality and your responsibilities in relation to record keeping.
It is recommended that you complete the core course Effective Reporting and Recording before joining this course.
Risk Taking
Aimed at all staff who work in adults and older persons services. This two day course will provide you with an understanding of the effective assessment and management of risk in promoting independence for service users.
You will learn how to employ a systematic approach to risk assessment and management and how to overcome barriers to effective risk taking. You will also consider the duty of care whilst promoting self-determination and Departmental policies and guidelines.
Transition Planning - Children & Adult Services
Aimed at all staff working with children with disabilities and the relevant adult services.
This course will provide an opportunity to explore the process of transitional planning within a multi disciplinary context. You will have a general overview of the key principles of transition and consider key messages from research and reviews as well as Hampshire County Council's policies and procedures.
Understanding Autism - Communication, Learning and Behaviour
This one day course is for all staff who would like to develop a greater understanding of how best to support service users with Autism Spectrum Disorder (ASD).
You will gain knowledge of the developmental stages that can fail to mature in people with ASD.
You will be aware of more effective ways of communicating with people with ASD and understand how to reduce behavioural communication and encourage/support more socially acceptable forms of communication.
You will gain knowledge of effective ways of managing and reducing sensory disorder in people with ASD.
You will also receive a basic introduction to TEACCH and PECS management and communication systems.
Understanding Direct Payments
This course is aimed at all staff who need to understand Direct Payments in order to support service users in making an informed decision.
You will learn about direct payments and support available to direct payments users and carers. You will learn how you can support service users in making an informed choice and who to refer to should service users wish to use the scheme.

Working with Older People with Mental Health Needs
This course is aimed at care managers and staff who have recently begun work in this field.
You will learn how doctors diagnose and treat mental disorders, including depression and the dementias. You will consider how the experience of mental health problems impacts upon the lives of individuals and their carers.
You will explore how to achieve a person centred and holistic approach to care planning and provision and examine models of good practice in this area of work.
Care Management
All care managers will need to undertake a range of training courses within their first two years in post. Some of these courses are general whilst others are linked to specific care group needs, all of them will help to meet the care management competencies.
Care management training is divided into four one day modules, which are run over an eight week period. In addition to attending the modules, participants will be expected to carry out an assignment and bring the completed assignment to the next module. Participants will be allocated time from their normal working hours to complete these assignments and support from the trainer will be available if needed.
The purpose of these assignments is to help new staff make clear links between the theoretical models taught and their practical application. They will also provide useful evidence towards the assessment of the care management competencies. Line managers will be able to use these as part of the performance development process to identify learning needs for the individual.
Assessment of Competence for Team Managers
This course will equip team managers with the skills they need to carry out assessments of the care management competence of their staff.
You will learn about the background to the Department's care management standards, how they apply in different circumstances and techniques for assessing staff.
Care Management - An Introduction
Aimed at all new care managers as well as new staff in home care and residential care management teams.
This course provides a basic overview of the care management process.
You will learn about the seven stages of Care Management and some of the practical applications for you to begin to develop skills and understanding in your role.
You will also learn about core legislation as well as key Departmental policies such as eligibility criteria and complaints awareness.
Half the day covers financial systems and procedures, and the work of Financial Assessments and Benefits (FAB) teams. Staff from provider services may decide not to attend this session.
Care Management
The training is divided into four one day modules, delivered over an eight week period. In addition to attending the modules, participants will be expected to carry out an assignment and bring the completed assignment to the next module. Assignments will be explained in the first training session.

You will discuss why the department requires these approaches and gain an understanding of the legal context behind them.
You are encouraged to bring along examples of cases where it has been difficult to reach agreement over the criteria - these will be used for discussion during the course.
Direct Payments for Care Management 1
This course is aimed at staff from adult and older persons' services who would like to enable service users and carers to have more choice and control over the way in which support is provided for them.
This course will allow you to develop your confidence and competence in setting up direct payments.
You will learn about relevant legislation and details of the Hampshire scheme, as well as the issues which may affect a service user's desire to use direct payments.
You will also find out about how to access support for yourself with regards to managing direct payments care packages, and for service users and carers using the scheme.

This course is for all staff from adult and older persons' services who have previously attended the Direct Payments for Care Management 1 (or the previous year Introduction to Direct Payments).
You will learn about the key issues of the revised Hampshire Policy and Procedures on direct payments.
This course will give you the opportunity to gain further knowledge about how you can support service users with complex needs to benefit from direct payments.
It will help you to develop your skills with regards to assessment of a service users/carer's ability to consent to and manage direct payments.
You will consider issues of capacity and decision making, particularly for service users with fluctuating abilities. You will also have the opportunity to explore creative ways which enable service users to choose and manage a direct payment.

Financial Assessment Awareness
Aimed at all care managers, this course will help you understand the requirements and framework for making financial assessments in care management.
Introduction to Using the Independent Living Fund
This course is aimed at all staff who support adults and young people aged 16 and 17 years with complex needs living in the community.
You will learn about the Independent Living Fund, when it can be accessed and understand the application process.
In addition, you will be able to identify other sources of financial support and how to access them in order to promote independent living for service users.
Mental Capacity and Decision Making
This course is aimed at experienced care managers working with older people. It will enable you to consider some of the issues raised by an older person's potential loss of mental capacity.
You will learn about the legal framework and acquire knowledge of examples of good practice. You will develop skills to make professional judgements about an individual's autonomy and to involve older people in decisions about their own care.
This course follows on from the Working with Older People with Mental Health issues course and runs alongside the Communication and People who have Dementia course.
Moving and Handling and Risk Assessment for Care Managers

Person Centred Planning (PCP)
These courses promote and support the implementation of PCP within Hampshire and are delivered by the Hampshire PCP Team.
The courses are aimed at multi agency audiences which include people who have disabilities, their families and friends, members of the general public and professionals.
"Breadth" (Awareness) Workshop
This course will enable you to gain a greater awareness of the principles and practice of PCP. It will help you to understand how PCP can support service users to enjoy and take responsibility for their own lives.
Circles Training
This is often provided to a home or organisation for a small number of people using their service. It can be offered for up to 4 service users and their circles of support at any one time. The training includes an awareness workshop so all those present have a better understanding of what PCP is. This is followed by some initial planning using a MAP or a PATH as an example. At the end of the workshop each circle will be able to make an action plan for how they will help progress the Person Centred Plan.
"Depth" Workshop
These workshops are suitable for anyone wanting to plan circles of support, and people helping others to plan. There are a number of different workshops designed to introduce you to the tools used in PCP. These include MAP, PATH, Essential Lifestyle Planning and Personal Futures Planning. The workshops are facilitated by experts with comprehensive experience in the use of each tool and in training others.
Graphic Facilitation (2 days)
This course will help you to use drawings as a way of involving people in planning, consultation, recording information and helping people to understand what is happening in meetings. It is open to anyone who would like to use pictures as a way of communicating, to circles of support and people helping others with their communication.
During the 2 days you will learn how to draw simple pictures that can help communication.
If appropriate, the PCP Team will design a workshop or advise on appropriate training to suit the needs of particular groups.

Training The Trainers (3 days)
This is a 2 day intensive course introducing you to the materials used in running Person Centred Awareness training, basic presentation skills and answering questions. You will be provided with a toolkit and will need to be able to help in providing training related to PCP following the course.
The course is multi-agency and open to people who have plans, their circles of support, and people with PCP or training roles in organisations. This course will be most useful to people who already have a clear understanding about PCP, its principles and values.
Day 3 is a follow up day reviewing experiences of delegates and considering problem solving.

Adoption Foundation
Aimed at all social workers and team managers across the department who are involved in planning for the adoption of children.
This five day course is particularly relevant for Family Support social workers who are often involved at the start of the adoption process as well as for members of Permanence teams.
This course provides a working knowledge of the policies, legal framework and practice issues when placing children for adoption.
You will learn about the planning process, finding adoptive families, legislation, departmental policy, the role of the adoption panel and how to prepare for it. You will also explore post placement issues and adoption support issues.
Adoption Information Exchange
These half day workshops are essential for all managers, social workers and adoption workers who might be involved in setting up letter box arrangements for children being placed for adoption.
This course will help to develop an understanding of the benefits for children and their families of the adoption information exchange service and give information on how to access this service.
Adoption Panel Training
Aimed at all adoption panel members these courses will help update and develop panel members on practice issues, legislation and policy.
Information on content will be circulated to panel members.
Adoption - Section 51 Counselling
Aimed at social workers and managers experienced in adoption work or with a recognised counselling qualification. There is an expectation that on completion of this course staff will be available to undertake the role of a Section 51 Counsellor.
You will learn about the legislation, roles and responsibilities of the Section 51 Counsellor and identify the skills needed to undertake this role.
Certification of this course is dependant on the satisfactory completion of a piece of follow on work.
Adoption Support Services
Aimed at all social workers who might find themselves working with families or individuals affected by adoption.
This two day course is therefore relevant for Reception and Assessment, Family Support teams as well as Permanence and Adoption teams.
You will gain knowledge about the Adoption support regulations and Hampshire's roles and responsibilities in providing adoption support.
You will also look at issues of loss and the complex dynamics within an adoptive family, as well as some strategies for working with adoptive families where children are displaying challenging behaviour.
Adoption - Working with Non Relinquishing Birth Parents
For all social services staff working with children and families who are involved in planning for permanency.
Before attending this course you should have completed the Adoption Foundation course.
The course will enable you to gain the knowledge necessary to work with birth parents in the adoption process when they are opposed to the plan for adoption.
You will learn about the legal framework and be able to provide counselling to birth parents, independently from the child's social worker as required by the Adoption and Children Act 2002.
Adoption - Working with Relinquishing Birth Parents
For all staff working with children and families who are involved in planning for permanency.
Before attending this course you should have completed the Adoption Foundation course.
This course will enable you to gain the knowledge necessary to work with birth parents who wish to relinquish their child for adoption.
You will learn about the legal framework and departmental processes; the purpose of counselling for birth parents and explore their rights, wishes and feelings.
Assessment Framework for Practitioners - Care Management
This three day course is aimed at all staff working within the children and families sector.
The first two days will provide you with the knowledge and skills required to work within the Department of Health Assessment Framework. You will consider the relationship between assessment models and outcomes and the interagency implications of the framework.
The third day will take place after a period when you can integrate skills learnt into practice. It will provide you with an overview of the care management process to include planning, implementing, monitoring and reviewing and will explore the links between needs assessment and care plans to achieve good outcomes for children and young people.
Assessment of Children and Young People who Self Harm
Aimed at all staff within the Children and Families sector.
On this course you will gain an understanding of the key issues that need to be considered when undertaking an assessment of children and young people who self harm.
You will look at assessing risks and receive information on sources of support and consider when to refer to another agency.
Assessment of Kinship Carers
This half day course is for all staff involved in the assessment of kinship carers.
You will learn about completing the kinship care assessment using the Assessment tool KC1 in line with departmental policies and procedures. You will consider practice issues linked to this including financial assessment.
Attachment Theory and Intervention
Aimed at all practitioners and foster carers working with children and young people.
This two day course aims to provide a general overview of attachment theories and to highlight some of the current messages from research.
You will learn about the importance of attachment theory in child development, related to meeting children's needs.
You will also explore how the failure to meet needs leads to coping mechanisms, which may be described as challenging behaviour, and look at how to apply attachment theory directly and effectively in practice.
Child Care Law
For all staff and foster carers working within children and families services.
During this 3 day course you will receive information on relevant child care legislation including the Children Act 1989 and on the Criminal Justice System and Family Court Proceedings. You will consider this in relation to Hampshire County Council's policies and procedures and your work with children, young people and their families.
Child Development
Aimed at all practitioners and foster carers working with children and young people.
This two day course aims to provide a general overview of child development and will highlight some of the current messages from research and enable you to relate these to practice.
You will learn about theories and perspectives on child development and the factors that influence the development process.
You will then consider appropriate techniques and ways of working with children and young people to promote positive development.
Child Protection Conference Reporting
Aimed at all staff who may be required to contribute to a child protection conference report.
On this two day course you will learn how to communicate effectively, write clear and concise reports and identify appropriate material for inclusion in child protection court reports. You will learn to write reports on the departmental proforma.

Court and Statementing Skills

Domestic Abuse
Aimed at all staff working in the Children and Families sector.
This course aims to build on the course on Domestic Violence (previously Partnership Violence) in the Interagency child protection programme.

Effective Social Work Interventions
Aimed at all Social Workers and senior practitioners in the Children and Families sector.
This two day course will enable you to revisit key social work theories and methods of intervention.

Engaging with Children and Young People
Aimed at all child care workers and carers.

Foster Care - Form F Assessment
Aimed at family placement staff.
On this two day course you will learn about how the department currently conducts assessments and how they fit with fostering regulations and standards.
You will consider recent findings and government initiatives influencing the need for more evidence and analysis and relate this to practice . You will consider how the Form F supports the assessment process.
Foster Care Panel Development Day
Aimed at all foster care panel members this development day will provide ongoing professional development for Foster Care panel members.

Further Skills in the Assessment of Substitute Families
Aimed at experienced Adoption and Family placement practitioners.
This course allows experienced practitioners to build on their existing skills in Form F assessments.
Participants will consider a range of theoretical approaches to assessment and reflect on ongoing issues and up to date research. You will develop analytical skills when gathering evidence.
Health Needs of Children Looked After
For all practitioners working with children looked after, this course provides an overview of the Governments' guidance "Promoting the health of looked after children 2002"
You will explore the roles and responsibilities of Local Authorities, Health Authorities and practitioners in promoting interagency working to meet the needs of children looked after and to relate these to local policies and procedures.
Learning from Reviews and Inquiries
This event is aimed at managers and practitioners involved in child protection work.
It will identify the key themes and recommendations emerging from recent child protection inquiries and reports.
You will have an opportunity to explore the Department's responses to these recommendations and understand the implications for practice.
Leaving Care
Aimed at all staff working to prepare young people for leaving care.
You will receive an overview of the Children (Leaving Care) Act and develop your skills in making Pathway plans in partnership with young people to meet their needs.
Life Story Work
For all social work staff and foster carers working with children and families.
The course provides an understanding of the therapeutic process of Life Story work and its value within the overall care plan. It will help you develop knowledge and practical skills in engaging with young people in Life Story work and in compiling a Life Story book.
Mental Health, Substance Misuse and Child Protection
Aimed at Social Workers who wish to develop good practice in safeguarding children where mental health and substance misuse issues may be present in families.
On this two day course you will learn about the links between child abuse, mental health and substance misuse and identify the impact of these on parenting capacity.
You will also explore the need to work with other agencies as well as how to implement the relevant protocols.
Planning and Placement for Children Looked After
Aimed at all Family support and Permanency social work staff.
This course aims to enable staff to work with children and young people to enable them to prepare for placement and to move on. It aims to promote interdepartmental working to ensure effective outcomes for children.
You will learn about current legislation and departmental policy and consider issues of short term, long term and concurrent planning.
Practical Skills for Assessment
This course is aimed at all child care staff (social workers, social work assistants and residential social workers) who have a role in assessing the needs of children and their families.
This course will provide participants with the opportunity to learn about good practice and tools to assist the process of assessment. It will consider implications for practice and outcomes for children and their families.
PromotingPositive Communication with Children and Young People
Aimed at all social workers, residential workers and foster carers working with children and families.
All participants must have completed the two day Engaging with Children and Young People course (or a similar course) to be eligible to apply for this course.
This two day course aims to develop and build on practitioners' skills and knowledge. There is an expectation that a piece of work with a child or young person will be undertaken and completed prior to certification.
Record Keeping and Processes for Children and Families
This two day course is for all staff responsible for reporting and recording in the Children and Families sector. Staff must have attended the Effective Reporting and Recording course in the core part of the calendar before attending this course.
This course will improve your understanding of the importance of accurate record keeping in line with departmental policies and procedures, taking into account lessons from reviews and enquiries. You will receive information on the legal context as well as on new initiatives such as the Children and Young Persons Information Sharing Protocol.
Residential Child Care Course
Aimed at residential childcare workers.
This course will support you in developing core skills to work in a residential setting. It will build on the Social Services Induction training for care workers.
Risk Assessment in Child Protection
Aimed at all social workers and senior practitioners working to safeguard children.
On this two day course you will learn about the concept of risk and the risk indicators within a safeguarding children context. You will explore risk assessments in child protection using Hampshire County Council policies and procedures and identify appropriate practice tools. You will receive information on key messages from research and reviews and consider how to work with families to make positive changes to minimise risk.
Supporting and Supervising Foster Carers
This two day course is for all family placement staff involved in supporting and supervising foster carers.
You will develop skills in supporting and supervising foster carers in line with departmental policies and procedures. You will look at the different types of interventions and their effectiveness.
Transition Planning - Children & Adult Services
Aimed at all staff working with children with disabilities and the relevant adult services.
This course will provide an opportunity to explore the process of transitional planning within a multi disciplinary context.
You will have a general overview of the key principles of transition and consider key messages from research and reviews as well as Hampshire County Councils policies and procedures.
Understanding Autism
Aimed at all staff wishing to develop their understanding of autism.
You will learn about what autism means and receive an insight into its complexities and the different strategies that can be used to benefit people with ASD. You will also consider effective ways of working and communicating with children with autism.
Mental Health
In line with the National Service Framework for Mental Health, and as a result of integration and the partnership agenda, mental health training is increasingly delivered on a multi-agency basis.
Details of all mental health courses now appear in a separate `Hampshire Mental Health Multi-Agency Training' training directory. An electronic version of this directory, which will be updated during the year in order to respond to changing need, will be sent to your line manager who should either forward it on to team members or ensure that a hard copy is available. The department will continue to offer support for non-professionally affiliated staff to undertake the Certificate in Community Mental Health Care, delivered at Southampton City College, and Basingstoke College of Technology. In 2005/06 we shall continue to provide the Level 2 Certificate in Mental Health Work in partnership with Southampton City College. This Directory includes details of our core training programme in mental health, aimed at Approved Social Workers (ASWs) or those wishing to undertake ASW training. In order to undertake ASW training you must have achieved PQ1 so if you are considering applying for the ASW Programme please turn to the Vocational Section of the directory to find out how to register or access the mental health directory on line.
The ASW training programme is delivered by Bournemouth University and includes PQ6, which will be completed after the end of the main programme via a portfolio route. Candidates completing the PQ in mental health who do not have a social work degree will also be awarded the BA (Hons) Approved Social Work Practice.

ASW Practice Development Days
Aimed at all Approved Social Workers and their managers, these workshops will provide a forum to discuss current issues of concern and to develop the knowledge and skills required for ASW work.
All ASWs are invited to attend these twice-yearly sessions as part of their ongoing professional development.
ASW Refresher - Substance Misuse and Mental Health
Aimed at ASWs, staff undertaking the ASW training programme and their managers, this course will enable you to explore ways of addressing the complex needs of people diagnosed with a serious mental illness who are involved with substance misuse.
You will learn about common drugs of misuse, their effects and the range of psychological and social consequences. You will examine the factors to be taken into consideration in the process of assessment and care planning, including the formulation of risk, and be able to consider which approaches will be most effective. You will be able to discuss the concept of `dual diagnosis' and the merits of various models of service.
ASW Refresher - Working with Older People
Aimed at ASWs, staff undertaking the ASW training programme and their managers, not in daily contact with older people.
This course will allow you to update your knowledge and skills in assessing older people under the Mental Health Act (1983).
You will consider issues of capacity and consent to treatment and have the opportunity to discuss the identification of signs of possible abuse together with an outline of the policy relating to vulnerable adults.
ASW Training Programme
The ASW training programme is provided by Bournemouth University and delivered locally in partnership with a consortium of social services agencies. The course will prepare you to undertake the duties of an ASW under the Mental Health Act (1983).
The programme is aimed at qualified social workers with at least two years' experience in practice, which includes work with people with a mental disorder. You must also hold a PQ1 certificate to be eligible to apply for this course,
The course is made up of four modules, which are assessed by a series of written and oral tasks, as well as by supervised practice in placement.
The four modules are:
Mental disorder, ethics and values
Mental disorder, mental capacity and the law
Applications and recommendations under the Mental Health Act
Social policy and mental health practice.
These are designed to cover PQ requirements 2 to 5 and carry 60 PQSW credits. The course also carries 60 academic credits at level 3.
Successful candidates should subsequently submit work relating to PQ6 and thereby gain the full PQSW award.
There is a formal selection process for the course details of which can be obtained by contacting the Mental Health Training Team.
Mental Health Law Refresher
This course is aimed at ASWs approaching re-appointment and is a requirement of their continuing professional development.
You will have the opportunity to clarify and update your knowledge of the Mental Health Act (1983) and to consider future changes in legislation.
You will be able to discuss recent case law judgements and their implications for practice.
Preparing Reports for the Mental Health Review Tribunal
Aimed at all social workers in adult mental health teams and staff preparing for ASW training, this course will equip you with the necessary knowledge and skills to prepare and present MHRT reports.
You will learn about the detention and appeal provisions of the Mental Health Act (1983), the process of appeal and the conduct of hearings.
You will also cover the process of gathering and structuring the required information, issues of confidentiality and the setting out of a considered risk assessment and care plan.
Social Supervision of Conditionally Discharged Restricted Patients
This course is aimed at ASWs, probation officers and their managers. It is designed to prepare you to undertake the role of social supervisor for section 37/41 patients who are conditionally discharged into the community.
You will cover the legal framework for offenders with mental health needs and the issues relating to work with this group of service users. You will examine the role and tasks of the social supervisor, their relationship with the Home Office Mental Health Unit and with the supervising psychiatrist.
You will consider the importance of close liaison between agencies and of effective risk management and care.
Finance
If you have budgeting or financial responsibility, you will need training and support. This will ensure that you have the necessary skills and expertise to do your job effectively.
There are a number of ways to acquire these skills. In addition to the courses listed in this section, you can get day-to-day support and advice from the Finance Teams based in area offices or at HQ. You could also refer to the Finance Manual and financial procedures for guidance.

Budget Monitoring (including Business Warehouse)
The course is for all staff involved in or supporting budget management, i.e. monitoring expenditure and income against a budget, and making decisions on spending budgets.
The course will describe the principles of good financial management and will offer you practical guidance to enable you to manage your budgets more effectively.
You will learn how to use manual commitments to project expenditure/income.
You will learn how to use SMART (SAP and Business Warehouse) to provide up to date financial information. The course also covers budget planning, transaction management, budget management and financial reporting.
You will develop the knowledge and skills required, to monitor expenditure and income against a budget, and make decisions on spending budgets.
Financial Awareness
This course is for all staff whose role requires awareness of the financial environment in which the Department operates. It is an essential introduction to our financial structure and systems, and should form part of your induction.
You will learn about the coding structure, the budgeting process and our financial terminology and systems.
Financial Processes
The course is for finance staff, provider managers & their deputies, plus admin and support staff.
The course will give you a good working knowledge of the Department's financial systems.
You will learn about bank accounts, handover of finances, coding, VAT appointeeships and petty cash. You should attend this course as part of your financial induction.
Managing Costs
This is aimed at County Managers, Unit Managers and their Deputies, Service Managers, Team Managers, finance staff, or anyone involved in budget management or with the financial elements of project management.
You will learn about cost classification, costing, unit costing and cost-benefit analysis. You will develop the knowledge required to classify costs, calculate and present costs for use in service proposals, and prepare a cost-benefit analysis. You will also learn about the performance framework.
SAP for Approvers
The course is for all staff with financial responsibility who authorise orders and payments on SAP, such as Unit managers, Team managers and Finance staff.
This course covers authorising orders, payments and petty cash in SAP. It also covers how to set up deputies to cover for periods of absence.
SAP Income and Billing
SAP Income will explain how to record income against invoices, record miscellaneous income and display documents.
SAP Billing will explain how to create customer invoices and credit memos. It will also explain how to print off customer invoices, use parked journals and display customer balances and documents.
SAP Overview
This course is for all staff who use SAP, and wish to attend further courses.
The course is a pre-requisite for attendance at all other SAP courses. It explains how to log on and off SAP, select transactions and use the search facility.
SAP Petty Cash
This course is for all staff responsible for administering Petty Cash. This course will enable you to record and reconcile petty cash transactions.
SAP Procurement
This course is for all staff responsible for procuring goods or services.
The course will enable you to use SAP to place orders, receive goods and make payments.
Note : This course is not aimed at staff who authorise orders & payments, they should attend the SAP Approver's course.
SAP Reports
This course is for all staff who use SAP on a regular basis.
The course will explain all of the relevant reports in SAP, including how to run them and interpret the results.
SWIFT for Finance Staff
This course is for finance staff.
The course will enable finance staff to use SWIFT to access client information, process invoices, and record financial information.
Health and Safety

Carpet Care Workshop
This half day course is aimed at domestic staff and managers in residential units.
You will learn about general cleaning and treatment of carpets which may have been contaminated by, for example, body fluids.
The course will cover the selection, use and daily maintenance of commercial vacuuming products and help you to think about the selection of appropriate floor covering.
This course includes practical demonstrations from suppliers of cleaning machines and chemicals.

Certificate in Food Hygiene
This is an interactive computer based course equivalent to the Foundation Certificate in Food Hygiene.

COSHH Awareness
This course is designed to assist all staff with the control of hazardous substances found in their workplace.

Food Hygiene Assessment (IVY)
This assessment can be used for induction and refresher training or as part of performance development for any food handlers.
The assessment can be used as a means of identifying additional training needs.The assessment is available via IT2000 or as a paper based test.

Food Hygiene Awareness - In-house certificate
This refresher course is aimed at all staff who need an awareness of food safety issues. Those with a basic food hygiene certificate should attend this course after three years.
You will learn about food poisoning and its causes, personal hygiene, food purchasing and storage, food preparation, cooking and serving. The course will also give you an overview of relevant legislation. It is a legal requirement for all food handlers to be properly trained.
There will be a written knowledge check at the end of the course, and there is a certificate of attendance.

Food Hygiene Induction
This half day course is an essential part of the induction process for all new staff in provider services who have not completed the Induction into Social Care course.
You will learn about safe preparation of food and basic hygiene.
This course runs every six weeks and is also incorporated in the Induction to Social Care course.

Foundation Certificate in Food Hygiene
This course is aimed at all catering staff who do not have a nationally recognised food hygiene certificate or whose certification is over five years old.
In addition, this course is recommended for all staff in residential childcare who are required to handle foodstuffs.
You will learn about legislation, bacteriology, contamination, storage and temperature control, pest control, personal hygiene issues, cleaning and disinfection.
This course includes the Chartered Institute of Environmental Health Officers' Basic Food Hygiene Certificate examination.
You will need to read the course booklet before beginning the course and undertake coursework between the two half-day sessions.

Aimed at domestic and cleaning staff, there are a range of courses available which can be delivered in house. These vary in length from one to three hours and could be incorporated into a staff meeting.

Laundry Skills
This course is aimed at all laundry staff and their managers who are new or who require a skill update.
You will learn about national guidelines and departmental procedures relating to safe systems of work.
In addition you will explore Health and Safety and COSHH regulations, as well as the collection, transportation, sorting and processing of laundry. You will also learn about the care and use of laundry equipment.
This six-hour course will be run at selected venues which include Thurlston House, Solent Mead, Stocklands, Bulmer House, Nightingale Lodge, Newman Bassett and Pier House.

Laundry Skills for Care Staff
Aimed at care staff and managers in residential units who are new or who need a refresher in this subject.
You will learn how to correctly sort and wash laundry, safe washing temperatures and the correct use of safetex bags.
You will also cover the hospital process (thermal disinfection) and receive an overview of current policies and procedures.

First Aid
The first aid training strategy has been revised so that it links to the National Minimum Standards for provider services and the Departmental policy. A variety of options are available for staff depending on their role and responsibilities. Enhanced Emergency Aid Training
Aimed at domiciliary care staff, this is a four to six hour programme.

Priority for this course will be given to those work places that do not have a qualified first aider or where a risk assessment indicates the need for greater provision of this level of cover. Re-certification of a Qualified First Aider
All qualified first aiders whose certification is about to expire should ensure that their line manager makes arrangements for them to attend a refresher course. In order to do this, you should contact Sharon Wheeler on 01329 226910 or hrsshqws, giving at least three months notice.
Refresher training is considerably more cost-effective than having to retrain from scratch because your certification has expired. Managers should be aware that any additional costs incurred because of a failure to nominate staff before their certification expires will be passed back to individual units.
Moving and Handling
All staff undertaking moving and handling should attend the relevant course on an annual basis. When you join the Department, you will be required to undertake a course before carrying out any hazardous manual handling operations, such as helping someone to stand. Your course will be followed up by field support from your managers to consolidate the techniques learned and reinforce the safety issues raised. You may then be required to undertake specific training related to your role, such as learning how to use a hoist, wheelchair or slide sheets. Prescribed or specialist equipment will require you to have additional specific training - this may come from an Occupational Therapist, a District Nurse or the manufacturer. You should take part in team meetings at least once every six months, which will enable you to identify areas of both good and bad practice and make you aware of your responsibilities under the Health and Safety at Work Act and the Manual Handling Operation Regulations.
Moving and Handling and Risk Assessment for Care Managers
Aimed at all Care Managers, this course will equip you with the knowledge and skills you will need to move and handle inanimate objects such as wheelchairs.
You will also learn some simple techniques to assist service users to walk or stand. Through the use of a risk assessment approach, you will enhance your own assessment skills and improve your confidence and ability to respond to provider services where moving and handling issues become more complex.

Moving and Handling of Objects
Aimed at all staff, this half-day course will equip you with the knowledge and skills to move objects safely and be aware of the importance of back care over a 24-hour period.
You will cover areas including legislation, the anatomy and biomechanics of the spine, ergonomics, risk assessment and handling techniques.
If you have already completed the Moving and Handling of People standard course, then you do not need to do this course.
You will need to be fit and healthy to take part in the physical sessions. Speak to the trainer if you have any doubts about your ability to join this course. You will need to wear flat shoes and appropriate clothing.

Aimed at all staff whose work will involve them in the moving and handling of people who have not attended the Induction into Social Care course.
This course will equip you with the knowledge and skills to do so safely and within the Departmental policy guidelines.
All staff new to the department, or where a need for revision of moving and handling practice is identified through a Performance Development Review, should attend this course.

Moving and Handling of People - hoist training
Aimed at staff whose work requires them to use hoists and wheelchairs, this course will equip you with the knowledge and skills to do so safely.
You will learn about legislation, the use of hoists and hoist slings. You will also learn about the principles of wheelchair use and communication skills.
You will take part in practical demonstrations from the point of view of the user and the carer, to enable you to feel more confident in your use of such equipment.
You will need to wear flat shoes and appropriate clothing.
This course will provide you with generic training in using a hoist safely. It does not require you to attend regular refresher training.

Moving and Handling of People - refresher course
All staff whose work involves the moving and handling of people and who have completed the standard course will be required to attend this half day refresher course once a year.
The course will adopt a practical workshop approach to consolidate and develop your existing skills. You will explore the use of equipment to reduce risks and learn how to use risk assessment as a basis for practical problem solving.

Aimed at managers and senior staff, this course will equip you with the knowledge and skills to identify and manage the risks associated with the moving and handling of people.

Aimed at staff whose work requires them to use slide sheets to move people. This practical course will equip you with the knowledge and skills to do so safely.
You will learn about the principles of slide sheet use and assessing the risks associated with them. You will have time to work with slide sheets and build on the skills learned on the standard course.
You will take part in practical demonstrations from the point of view of the user and the carer, to enable you to feel more confident in your use of slide sheets and your decision not to use them if you feel it is not safe.

Information Technology
All staff that use computers as part of their job will benefit from attending one or more of the range of courses available and run in conjunction with the Department's Information Services section.
Your Area Information Services Officer (AISO) can offer initial training, particularly in the use of IT2000 and Hantsnet, together with information on health and safety, computer security and data protection. Your AISO can advise on which courses to attend and will organise provision of UserID and password.
Rollout of Hampshire's IT2000 project is now complete and training in the use of Microsoft Word, Excel, PowerPoint and Outlook is available. Information about other training opportunities can be found in the Learning Zone, hantsnet2000.hants.gov.uk/learningzone/. For some applications you can learn at your own desk using the self teach packages provided. It is important to note that this zone is designed for county-wide use and in some instances Social Services' Departmental policy and practice may appear to differ. If in doubt users are asked to consult with their line manager or the IS training staff.
Workshops and `surgeries' will be available, according to demand, for you to pick up tips, tricks and ideas to help you with both routine and complex tasks. Details of these will be circulated nearer the time.
The department continues its implementation of SWIFT to replace the existing operational systems of SSS, ACMS and CCMS. A range of courses on SWIFT are available - full details are available on the website.
Most of the courses will be at our Wessex House training facility in Eastleigh, although occasionally other venues may be used.
Due to the nature of the topics and the need to understand both basic and more complex issues, courses have been structured and content controlled to deliver an effective learning opportunity. Full benefit can only be gained by maximising attention and minimising disruption. There is therefore an expectation that all those attending a course will arrive by the published start time and remain for the entire course. Late attendance may result in being turned away from the course and failure to complete the course will not attract certified attendance.

You will learn about automatic calculations, simple charts and graphs and how to alter the appearance of your spreadsheets.

Microsoft PowerPoint
This course is aimed at all staff who want to prepare and produce basic presentation slides.
You will learn how to create and retrieve files of multiple presentation slides within the corporate guidelines.It is recommended that you also attend the corporate training course on Presentation skills in order to deliver effective presentations.
In order to join this course, you will be expected to be able to use a mouse and navigate a keyboard, as well as having a basic awareness of the Windows environment.

Induction
All staff new to Social Services will attend the departmental induction course as part of their structured induction programme. In addition, all managers new to Hampshire, or new to management, will participate in the corporate manager's induction programme within their first three months. Your line manager will identify and agree further learning needs through the ongoing performance development process. You will be encouraged to use your performance development portfolio as a way of recording and tracking progress on your agreed learning objectives. You will be able to keep a reflective learning log, which with the other material collected in the portfolio can be used as evidence to support you in an NVQ programme as well as to demonstrate your continuous professional development.
Accreditation
If you do not already have an appropriate management qualification for your role the department is committed to supporting you to achieve one.
Continuing Professional Development
This is an essential part of the Department's ongoing commitment to support the development of all our managers. For some managers this will be a requirement of their registration.
There are many ways to approach CPD including:
Attendance on training programmes such as; `Leading success' senior management development programme and `Managing in Changing Times', a complementary programme for 1st line managers.
Updating your awareness of departmental developments through the Annual Management Briefing Workshops.
Specific skills development, for example undertaking a secondment, involvement in project management or departmental planning groups.
Opportunities to gain further qualifications that are appropriate for your role.

National Vocational Qualifications (NVQ)
The NVQ team supports staff across the department to achieve a wide range of qualifications. This includes:
NVQ 2 care
NVQ 3 care
NVQ 3 caring for children and young people
NVQ 3 promoting independence
NVQ 4 care
NVQ 4 management
The main focus for NVQ at present is to ensure that provider services meet the qualification targets set out in the national minimum standards for care (NMS). This includes all residential care, home care, foster care and managers of these services. We recognise that other staff would like to do an NVQ but the present focus is on achieving the requirements of the NMS. The team also works with other services within the care groups and support services where a NVQ strategy has been agreed.
In all cases nominations should be linked to an individual's Performance Development Review and take into consideration length of service, as staff must have completed their probation period. It is also important to consider the person's willingness to work towards the qualification, as whilst we pay for attendance at college and study leave, there is some personal time required to complete written work and assessments.
The department works in partnership with local colleges and training providers to deliver and assess NVQ. Between 250 and 300 staff members are supported to achieve their NVQ each year. This culminates with the annual award ceremony in the Great Hall in October.
As each programme is commissioned, managers are notified of details and asked to nominate staff. Decisions about who attends are made within each of the services. So, it is important for managers to communicate with staff about the decisions being made, priorities, and why some people are selected rather than others.
At present the team are working on arrangements to link NVQ with the Learning Disability Award Framework. Further details of this will be published on the website when they are available.
For 2005/06 there are new NVQ standards being introduced in care. They have exactly the same value and importance, however they look different, have a new structure and a slightly different assessment process. There is also a new role of `expert witness' being introduced and we will be running courses to support staff in this function.
We are also always looking for mentors to support staff through the NVQ process. Full training is given, so contact the NVQ team for details.

Appendix 1
Your Personal Induction Programme
Hampshire Social services have established a standard induction framework which aims to support all new staff as well as staff taking up a new role within the department. Your induction programme will be designed to ensure that you receive all the support and information you need to become effective in your new role as soon as possible. Your manager will be discussing the programme with you from day one and throughout your probationary period.
In your Performance Development Portfolio there should be a checklist containing the minimum standards for your induction. This can also be found on the department's training website. This checklist identifies those important topics that will need to be covered in the first week (many on the first day) and those that should be covered during the first month of your employment.
If your role has any specific induction standards your manager will discuss these with you and give you support to meet these as well as the other standards described in the checklist. For example, care staff working in provider services will complete the comprehensive induction framework that is required to meet National Minimum Standards.
For some of these topics you will need to attend a training course, for most you will learn through work activities and supervision with your manager.
When you have completed your induction as described in the checklist your manager will confirm this formally by signing and dating the checklist. You can include a copy of this in your portfolio.
To support this process further the new Induction to Social Care programme has been developed for 05/06. This monthly programme comprises 7 modules of training that can be used as a full suite to meet the requirements of the induction standards for care staff in provider services, or, individual modules can be used stand alone events to support local induction plans. Your line manager will discuss with you which modules you should attend.

Nomination Process
During 2004 the new computer system (SAP) was introduced to the Social Services Department. One of the functions of SAP was to replace the current Hantsnet based training application system, SST.
Nominations for courses in this directory should be made through the on-line nomination form found on the SSD Training website, until the SAP training application process becomes available. To enable an effective nominations process we would prefer you to nominate using the two methods listed;
1. Electronic form, at the SSD training website
2. Paper form, in the directory
Where possible we would ask you avoid submitting nominations via Email or telephone, to the relevant course administrator.
There is essential information which must be provided for all course nominations.
Please remember:
Nominations require a Personnel Number and all nominations should have the support of your line manager. Supporting comments must be completed by your line manager
Allocation of course places
Most courses have a minimum and maximum number of course participants and places are generally allocated on a first-come-first-served basis. Where the minimum number is not reached the course may be cancelled. When a course is over-subscribed, applicants will be offered a place on the next available event. If a place is cancelled it will be offered (possibly at short notice) to staff on the waiting list. Nominations are held only for the duration of this training directory year, after which applicants need to re-apply.
Participants offered a course place will be notified where possible within 8 weeks of the event start date. They will also receive joining instructions and further course details.
If a place is no longer required please inform the Social Services Learning & Development Unit (SSLDU) on 01329 226910 as soon as possible, so that the place can be made available to other staff.
Course attendance
Course attendance is closely monitored and line managers are informed of non-attendance. Credit on training records can only be awarded following 100% attendance and where the course requirements are fully met. Where full attendance is not possible please discuss with your line manager and notify the SSLDU on 01329 226910 as soon as possible. You may be advised to transfer to a later event.
External applicants
Course places are sometimes made available to external applicants. Further information is available from the SSLDU (01329 226910). External applicants may use the application form in the directory or the electronic form on the website. You must provide information about funding arrangements at the time of application.
