How do I apply?

You need to complete a Blue Badge application form.

If you are unable to complete the form yourself another person can do it on your behalf.

Do I have to pay for a Blue Badge?

Yes, you are required to pay £2.

How can I make a payment?

You can make payment by cheque, postal order or cash. Debit and credit card payments cannot be accepted.

Can I apply for a Blue Badge on behalf of someone else?

Yes, if you are acting as the representative of the applicant.

Can I apply in person?

Yes. You can also apply at our Winchester offices. Please go to the Information Centre and they will be able to direct you. Evidence you need to bring with you.

What is a representative?

  • A parent or guardian
  • A family member or friend authorised by the applicant
  • Someone with Power of Attorney

What happens when you receive my application?

On receipt of your application it will be checked and the regulations applied to the individual circumstances of your case. When this has been done one of the following will happen:

  • If you qualify automatically under the regulations a badge will be issued.
  • If you do not qualify automatically you will be considered for a discretionary badge, and you and/or your doctor will be asked to provide evidence or information about your disability.

We will write and keep you informed. When all relevant information and evidence is received we will apply the terms of the regulations and either issue or refuse a badge

If you are refused a badge you will receive full details of why.

How long will you take to process my application?

This will depend on the circumstances of your case as we may have to write to you or your doctor before we can make a decision. Our commitment you.

If I am refused can I appeal?

If we refuse to issue you with a badge you have the right to request a review of your case by a senior officer.

If the senior officer agrees with the original decision to refuse a badge you have the right to appeal to an independent tribunal.
