1. Company Name

Hampshire County Council is a Local Authority whose headquarters are based at: The Castle, Winchester, Hampshire, SO23 8ZB.

2. Reporting Period

1 April 2013 – 31 March 2014.

3. Change in Emissions

Please note that Hampshire County Council have restated our base line data, effective from the reporting period 2013/14.

This is due to changes in the data collection process; the main changes to data collection are:

  • Buildings energy emissions no longer includes data from Foundation & Academy Schools.

  • Hampshire County Council no longer collect and report on Outsourced Services data (previously a Scope 3 element).

  • Water data (supply and treatment) is now included.

In order to enable a year on year comparison, we have recalculated the emissions for 2012/13 in line with the revised data collection process used to calculate the 2013/14 emissions.

Our reported emissions have decreased by 14.7% this year compared to the recalculated 2012/13 data included in the GHG Emissions Report below.  

Carbon emissions decreased across all measured datasets; in particular street lighting showed a substantial reduction as a result of the lighting renewal programme currently being undertaken.

4. Approach

We have followed the Government’s Guidance on how to measure and report greenhouse gas emissions.  We used the 2013 emissions factors to calculate the figures.  

5. Organisational boundary

We have used the Financial Control model as the basis to calculate our emissions.

6. Operational scopes

We have measured our scope 1, 2 and significant scope 3 emissions.

Scope 3 emissions now itemise the Well to Tank (WTT) and the Transmission and Distribution losses that we had previously included in the overall emissions figures, in line with Defra guidelines.

7. Geographic break down

The figures relate to UK emissions only, Hampshire County Council have no business interests outside of the UK.

8. Base Year

NB following changes in the data collection process, our emissions figures have been restated and therefore 2013/14 is taken as the new baseline year.

9. Targets

The County Council’s carbon reduction strategy aims to reduce its carbon emissions by 20% by 2015 from 2008 levels. This includes all building emissions in Scope 1, all Scope 2 and business travel from Scope 3.

The Assistant Director, Culture, Community and Business Services, is responsible for the delivery of the targets set by the County Council.

10. Intensity measurement

The intensity measurement is Tonnes of CO2e per m2 of the estate as this is the most appropriate way to measure the intensity for the public sector.

11. External Assurance Statement

The County Council is part of the mandatory CRC Energy Efficiency Scheme which is audited by the Environment Agency as part of its compliance responsibilities.

12. Carbon offsets

The County Council do not currently purchase carbon offsets.

13. Green tariffs

The County Council do not currently purchase green tariff electricity.
