Early Years Education Statutory Guidance

Statutory guidance for local authorities on the delivery of free early years education for two, three and four year olds and securing sufficient childcare

The guidance sets out how local authorities (LAs) and early years settings should provide the entitlement for 2-, 3- and 4-year-olds.

All English providers of free early education in the private, voluntary and independent (PVI) sectors are within the scope of the early years census.

All providers of free early years education for two, three and four year olds need to make themselves aware of this Statutory Guidance as this is the prime guidance that Hampshire County Council will use in meeting it's statutory duty and administering the early years entitlement from September 2018

Guidance on what information local authorities should include in their funding agreements with early years providers for delivering early years provision free of charge and free childcare.

Funding is received by local authorities and all providers are funded according to the Early Years National Funding Formula published in 2016.

A duty to secure 30 hours of childcare to three and four year-olds of working parents. The regulations provide for the additional 15 hours of childcare for children of working parents.
