Networks and meetings
The community support team facilitates a range of networks to allow opportunities for staff and volunteers of community associations to share ideas, take part in workshops and be kept up to date with any changes in legislation that will effect them.
Borough Networks bring together trustees and staff from all community associations within boroughs.
Terms of reference vary for each network as they have been set by the participants. These networks allow for an element of training or briefing and an opportunity to network with other local community associations.
Networks have also worked in partnership to access funding for local projects or make them viable by sharing the resources.

Terms of Reference
This Network has been established:-
- To enable Community Organisations in East Hampshire to work together to develop their knowledge and expertise.
- To share good practice and policies with each other.
- To identify, and develop, joint projects that will be of benefit to some, or all, of the Network members.
- To improve communication throughout the community sector in East Hampshire and facilitate cooperation, joint action and collaboration between member organisations.
Membership
- Membership of the Network will be open to Community Associations, Village Hall Trusts and Voluntary Action East Hampshire, established in East Hampshire.
- Representation on the Network will be open to both trustees and staff of the above organisations
- Only one representative of each member organisation will be able to vote at Network meetings. The identity of the individual nominee from each member organisation will be notified to the Chair prior to the commencement of each meeting.
Associate Members
Other Organisations may be invited to join the Network as “non-voting” members, including Parish Council’s who manage Village Hall facilities, umbrella organisations and statutory authorities.
Meetings
- The operating year for the Network will commence on 1st July each year and terminate on 30th June of the following year.
- A quorum will constitute of 50% of the member organisations entitled to vote at a Network meeting.
- Meeting venues will rotate amongst member organisations and the host organisation for each Network meeting will provide the Chairperson for that meeting who will consult with the Coordinator to set the Agenda.
- The Coordinator will contact all member organisations, for input, prior to agreeing Agendas and supporting papers, with the meeting Chairperson.
- The first meeting in each operating year will consider, and if satisfied, approve, any financial accounts for the previous operating year.
Devolution of responsibilities
- Sub committees may be set up at the discretion of, and with the approval of, the Network to perform specific tasks on their behalf. The terms of reference for such committees will be approved by the Network.
- The Network may delegate individuals to represent it on other partnerships, conferences or meetings it which it may have an interest.
Finance
- Network approval will be required for any and all releases of money. (Approval will be a majority of members confirming such releases at a Network meeting. Such approval may not be delegated to sub-groups or individuals).
- In the event of the Network ceasing to operate or being discontinued, for whatever reason, any remaining funds will be used to clear outstanding liabilities. Any surplus will be divided equally among member organisations.

- Initially membership of the Network will be open to Community Associations operating in Gosport.
- Representation on the Network will be open to both trustees and staff of the member organisations.

Operational
- The meetings will move round community centres in the district, meeting every other month.
- The host centre will chair and the minutes to be taken by the following venue.
- The host association will provide a meeting room free of charge, Hampshire County Council and Winchester City Council will support administratively if necessary.
