Hampshire provides excellent opportunities for cycling in the countryside and around town

Cycle Parking

Hampshire County Council supports the National Cycling Strategy which aims to establish a culture favourable to the increased use of bicycles for all age groups; to develop sound policies and good practice; and seek out effective and innovative means of fostering accessibility by bike. We encourage new cycle parking schemes for schools and work places, in all new commercial, shopping and residential developments.

Security

Cycle Parking needs to be carefully planned to make cyclists more confident about leaving their bikes. It must also provide a high level of security, located in busy areas and if possible with CCTV coverage.The National Cycling Forum has prepared a Cycle Security leaflet.

Cycle Parking Types

For short, medium and long stay parking 'Sheffield' type parking stands are generally used. These are an inverted 'U' in shape and can be placed in various arrangements to suit any particular site. The overall shape in size should not be less than 750 millimetres high above ground and 700 mm wide. Other shapes and designs of stand are available for a host of different locations. Cycle stands that only secure a single wheel that does not support the frame should not be used.
For longer stay all day parking the use of cycle lockers are used especially at railway stations, bus stations and at car parks. Lockers provide a greater level of security with the cycle hidden from view and the user holding the key. Lockers are more expensive to install and take up more space.

Cycle Parking Design

Layouts for 'Sheffield' stand type cycle parking should allow for good access and adequate space for the cycle with paniers, and with some extra space between stands if it is a busy site. The layout should allow for a cycle 1.8 metres long and 0.6 metres wide. In a tourist area some stands for tandem cycles (3 metres long) might be considered. In a busy area such as a shopping street, cycle parking signs should be provided and information of parking areas added to town/village plan information boards if these are available. In planning layouts care also should be taken to ensure that disability groups are not disadvantaged, especially the visually impaired. In certain circumstances tactile guidance paving may be required to assist visually impaired pedestrians.

Legal Aspects of Cycle Parking Provision

On the Highway: Permission for provision on public maintainable highways; comprise roads, footways and verges, must be obtained from the Highway Authority, Hampshire County Council. The County Council is empowered under Section 63 of the Road Traffic Regulation Act 1984 and under the Highways Act 1980 to administer these works. Contact for further advice should be made to
