How are these assessments made?

The core service judgements combine a number of factors, including performance indicator (PI) results, assessment of key plans, service inspections, auditor and inspector judgements, and achievement of national standards.  Each year the Inspectorates publish guidance on the assessment framework which details what raw data will be used and how they will contribute to the assessment(s).
