THE STRATEGIC REVIEW INFORMATION PACK – AN INTRODUCTION

This is the Strategic Review Information Pack, the SRIP. It brings together a wealth of information on services, funding, targets, performance, needs and prevalence of crime and disorder. As such it is an essential; prerequisite of intelligent informed commissioning and purchasing.

Although it is a vast, ambitious document, covering a complex area of work, we have attempted to organise the SRIP in such a way that it is as easy to use as possible. For instance we are also posting “Mini SRIPs” relevant to the themed papers.

The SRIP is not a report and isn’t intended to be read from beginning to end. It is to be referred to so the real management information can inform decision making.

It is a long document but, some may argue, not long enough. There are still areas that we believe haven’t been fully explored but will be in future years.

The SRIP is a snap shot and a living document. It will be refreshed annually to ensure it is up to date, and probably expanded and improved.

The SRIP is, by its very nature, imperfect for at least three reasons.

  1. It is as accurate as the information that we have been given by the variety of stakeholders who have been consulted on it since February 2009. If information is either absent or wrong we ask stakeholders to ensure that we know about it. The SRIP is as good as the various individuals and agencies in Hampshire have made it.

  2. Community Safety is not a clearly defined area with one funding source. It touches on many agendas and as such, it is entirely possible that there are different views as to what is relevant information. It has also become apparent that the approach we are taking to Commissioning is new, and many of us are learning from the experience of conducting this strategic review.

  3. The world doesn’t stand still. Even while the SRIP was being developed there have been a number of changes to funding and new information has become available.

All of that said, we are delighted with the SRIP and believe that it answers many questions that have been coming up, and probably many other questions that we hadn’t yet thought of. It will ensure that participants in the Appreciative Inquiry events in July will have a solid information base to go with the Themed Papers.

Please Note: In light of the size, complexity and the live nature of the main SRIP document, updates in relation to factual accuracy can be forwarded to:- communitysafetyteam@hants.gov.uk at any time throughout the formal consultation period [27th May to 26th August 2009]. After that time, it is proposed that the Commissioning sub-Group will assume responsibility for updating the main SRIP on an annual basis. The latest version of the SRIP will always be posted on the Strategic Review website.
