Substance Misuse Strategic Review

Hampshire DAAT is leading on a Strategic Review of Substance Misuse Services in Hampshire. The review has been prompted by a significant reduction in drugs funding over the next 3 years, the need to rationalise and consolidate the current commissioning arrangements and provide a robust commissioning strategy for both drugs and alcohol.

The feedback concerning the draft SRIP has now been considered and the FINAL SRIP has now been produced; as at October 2008. Thank you to all those who provided responses enabling us to update our information and produce the consultation questions. Please take the time to see what has been updated in the SRIP and how that may inform the consultation stage. The feedback process has also raised a number of queries over why and how this strategic review is being conducted; although many are answered on this page, a series of 'Frequently Asked Questions' are produced here for your benefit.

The consultation phase was launched on 2nd October 2008 and completed January 2009. The consultation questions used are provided below to show the process followed.

Aims of the Strategic Review

The Strategic Review will provide a unified and coherent analysis of all drug and alcohol services delivered in Hampshire, taking account of evidence of met and unmet need. The outcome will be a Development Plan (the commissioning strategy) which will shape the future provision of substance misuse services ensuring that :

  • the statutory agencies are commissioning the best possible configuration of services within the available budget

  • provision within the overall treatment system meets the needs of the local population

  • service delivery provides a positive and effective contribution to the treatment agenda and meets relevant targets

  • all services will be effectively contracted and performance monitored.

How can I contribute now ?

The FINAL version of the Strategic Review Information Pack (SRIP) is now available for all stakeholders (strategic partners, service users, carers and providers) to read, consider, comment upon and contribute to for the formal consultation process.

Launch of Strategic Review 23rd July 2008

The 23rd July 2008 saw the launch of the Hampshire substance misuse strategic review at the Winchester Hotel, Winchester. An audience of some 90 stakeholders received presentations from

where they heard about the wider process and the involvement of key partners.

This was accompanied by opportunities for Question and Answer sessions where the purpose, concerns, challenges and opportunities were raised. A summary of the main Q&A topics raised can be viewed here. We would again encourage all those concerned with tackling substance misuse to provide feedback on the strategic review to ensure that all relevant issues are considered. A full consultation will then be conducted based upon this initial information.
