Introduction

In February 2009, the newly formed Hampshire County Strategy Group for Community Safety instigated a series of strategic reviews, based on partner priorities, in order to formulate its’ Community Safety Agreement. The group subsequently endorsed findings and recommendations regarding joint working around the existing Drug Interventions Programme, Prolific and Priority Offenders scheme and Alcohol Arrest Referral initiatives. It was proposed that these should sit within an Integrated Offender Management [IOM] approach across the Hampshire County Council area (not the unitary areas of Portsmouth, Southampton and IOW)

Stage One: Needs Assessments

The primary stage in the commissioning process serves to highlight gaps in provision, identify evolving need and propose innovative solutions to those areas identified.

Stage Two: Board Papers

Briefing papers are presented to executive members and statutory partners to agree re-model of the service. This stage ensures high level strategic and budgetary support for IOM.

Stage Three: Consultation

A series of consultations have taken place to explore stakeholder, provider and service user feedback on the current treatment model.

Stage Four – Expressions of interest

This stage allows organisations to express interest in tendering for the new contract and to receive a copy of the Pre Qualification Questionnaire.

Stage Five: Briefing/ Information Day

This stage allows for explanation of the IOM model, as well as release of the draft service specification to those who have expressed an interest. The information day provides an opportunity to clarify any aspects of the PQQ requirements prior to the submission deadline.

Questions and clarifications arising from the event on 12 July will also be added to the series of Q&A. Please note that the service specification is a working draft only and will continue to be developed and updated.

Stage Six: Pre Qualification Questionnaire

The PQQ allows for an interested organisations’ existing situation, practice, processes, policies and financial standing, to be evaluated. This is used to inform the selection of organisations to be invited to tender. The main sections for evaluation and their weightings are outlined in the table below: In order to qualify to be invited to tender, organisations must be evaluated as meeting or exceeding a Pass mark of 70%.

Stage Seven – Invitation to Tender

Stage Eight – Contract Award

Contract award update 24th November 2010.

It is the intention of the Authority, to enter into contractual formalities with Society of St James.

Stage Nine – Contract Commencement

Contract start date: 1 April 2011
