Management Team


Craig Dyson

Craig Dyson
Head of Education Personnel Services
Craig has a background in HR across Education and Coal Mining and has worked for over twenty years as a consultant to Headteachers and Governors on a broad range of personnel issues. He has been instrumental in developing the Casework Team responsible for the provision of a wide range of casework support to schools, and Children’s Services on critical school improvement issues which have required a personnel input. He currently leads Education Personnel Services having been part of the senior management team since 1997. Craig managers the three leads for Policy & Projects, Operations and Casework teams. As Head of Education Personnel Services, he leads consultation with customer groups and is responsible for ensuring that customers receive a high quality service from EPS. Craig is a Chartered Member of the CIPD.

Ashley Jefferies
Schools HR Business Manager
Ashley has held business management positions within the private and public sector over the past 10 years. He previously worked within the financial services sector focusing on customer services, business development and continuous improvement prior to joining Hampshire County Council in 2007. Ashley currently leads the Operations Team, who have a broad remit which includes; customer relations, quality and service improvement, recruitment, training provision, financial management and the development of on-line information. Ashley and his team also administer Academy contractual and service specifications liaising with stakeholder groups throughout the transitional process. Ashley has a Masters Degree in Business Administration (MBA).

Amanda

Amanda Stevens
Schools HR Business Partner / Deputy HR Business Partner for Childrens’ Services (interim)
Amanda has a background in Education and Social Care HR and has worked for many years as a consultant to Headteachers and Governors on a range of personnel issues. Amanda leads on strategic HR matters, leading and overseeing significant strategic HR projects managed within the project and policy team. This role includes consultation with Headteacher representatives, professional associations and trade unions, the County Governor Forum and liaison with Childrens’ Services Management Team. Amanda often participates in DfE projects, assisting to influence and shape guidance and information provided to schools and Local Authorities. Amanda is also leading on some strategic HR matters within Childrens’ Services and is also now taking a strategic lead on recruitment and retention across Hampshire. Amanda has an undergraduate honours degree in Business Studies, a postgraduate diploma and Masters in Personnel Management and has held positions with University of Portsmouth and the Chartered Institute of Personnel and Development (CIPD) as an External Examiner in respect of postgraduate personnel programmes. Amanda is a Chartered Member of the CIPD.

Simon Selwood
Schools HR Casework Manager
Simon has worked in Education Personnel Services since 1999 and previously held other HR positions with Hampshire County Council. He has specialised in employee relations and pay related issues but in recent years has focused on developing our approach to casework. He now leads our teams of consultants who provide support and advice to school customers on employee relations casework issues. Simon is a Chartered member of the CIPD.

Georgina Campbell

Georgina has a background in Education, Voluntary and Fast Moving Consumer Goods sector HR issues and has worked for over 10 years advising Headteachers and Governors on a range of personnel issues. Georgina is a member of the EPS Management Team and works within the Policy and Projects Team with a particular interest in safeguarding and terms and conditions of employment. Georgina has a BSc in Psychology, a Postgraduate Diploma in Personnel Management and is currently studying a Post Graduate Certificate in Employment Law. Georgina is a Chartered member of the CIPD.

Sarah Hughes
Strategic HR Adviser (Policy)
Sarah has a background in both Education and Social Care HR advising senior managers, Headteachers and Governors on a range of personnel issues for over 14 years. Sarah is a member of the EPS Management Team and works within the Policy and Projects Team with a particular interest in employee relations, organisational development and recruitment and selection. Sarah has a postgraduate diploma in Personnel Management and a postgraduate certificate in Employment Law. Sarah is a Chartered Member of the CIPD.

Lorna Reeve
Strategic HR Adviser (Projects)

Lorna has worked in HR for over 10 years within both Central and Local Government. She has worked for the Ministry of Defence in a number of HR consultancy and Learning and Development roles advising Senior Management on a range of HR and training issues. Lorna moved to Hampshire County Council in 2005 to support the implementation of a new pay and grading structure for support staff before moving to Education Personnel Services in 2010 where she provided specialist HR consultancy advice and guidance to both Headteachers and Governors on a wide range of HR issues. Lorna and has now moved to the Policy and Projects Team within EPS and is a member of the EPS Management Team. Lorna has a BSc in Psychology and a Postgraduate Diploma in Personnel Management. Lorna is a Chartered member of the CIPD.

Vikki Maxwell
Strategic HR Adviser (Policy)
Vikki has worked in HR for 14 years across the not-for-profit, local government and private sectors, in training, resourcing and HR consultancy roles. Vikki initially joined Hampshire County Council in 2002 working in the Childrens’ Social Care team prior to running the resourcing team for Hampshire’s Childrens’ Services. Vikki left Hampshire County Council and relocated back to Scotland where she worked for an international Engineering Consultancy. Upon returning to Hampshire four years ago, Vikki joined Education Personnel Service in the west casework team. Since October 2012, Vikki has been seconded the Employment Practice Centre as a Strategic HR Adviser supporting the central Hampshire departments. Vikki has a BA (Hons) Degree in Business Studies and a Masters Degree in Human Resource Management. Vikki is a Chartered member of the CIPD, a qualified psychometric tester and Assessment Centre Manager. Vikki is also a professional sailor who for the past 20 years has been a dedicated volunteer working for a sail training charity taking vulnerable and disadvantaged children and young people to sea, she is passionate and committed to improving the lives of children and young people.

Tina Jones
Strategic HR Adviser (Casework)
Tina has worked in Education for 27 years and has been in Education Personnel Services for 20 years. Her interests lie in employee relations and she has worked at the “sharp end” as a consultant to Headteachers and governors on a wide range of personnel issues. Tina is qualified to undertake psychometric testing to support recruitment processes of higher level roles in schools. Tina currently manages a team of caseworkers who provide advice and support to school customers in the East half of the county. Tina is a Chartered Member of the CIPD and a qualified psychometric tester.

Ali Gurd
Strategic HR Adviser (Casework)
Ali commenced her HR career with an HR Outsourcing Consultancy, advising Directors and Managers in small and medium sized enterprises on all aspects of HR casework & projects across various industries & sectors. Sue Burton-Anstess
Strategic HR Adviser (Casework)

Sue has over 25 years experience in HR. She previously worked for a local authority within Hampshire carrying out a wide range of HR functions including advising the senior leadership team on all aspect of employment legislation and related issues. Sue has now been a consultant with EPS for 7 years. Sue’s particular area of interest is safeguarding and she therefore delivers the Safer Recruitment Training, and also the Recruitment and Selection workshop for Governors. Sue can also provide psychometric testing to support recruitment processes for schools. Sue has worked for the Policy and Development Team and the East and West Casework teams for Hampshire schools advising Headteachers, Senior Leaders and Governors on a full range of employment casework. Sue now manages the team of casework consultants who provide advice and support to customers in Oxfordshire schools. Sue has a post graduate diploma in Personnel Management and is a Chartered Member of the CIPD.

Ali

Ali Gurd
Strategic HR Adviser (Casework)

Kathy Fernando
Senior HR Adviser

Kathy has a background in Education. She worked for over 16 years as a teacher in an inner city mixed comprehensive school and gained experience in both academic and pastoral roles as a Head of Department and Deputy Head of Key Stage 4. Kathy has worked in Education Personnel Services for 15 years providing specialist HR consultancy advice and guidance to Headteachers and Governors on a wide range of HR issues, with a particular interest in teachers’ pay, disciplinary and safeguarding issues. Kathy holds a Bed Degree and a Postgraduate Diploma in HR Management. Kathy is a Chartered Member of the CIPD.

Maureen Baverstock
Senior HR Adviser
Maureen has worked in the public sector for over 15 years and held both management and HR positions. Prior to joining Education Personnel Services she worked for Oxfordshire County Council working on projects and advising Senior Managers on a range of HR issues in both Children and Adult Services. Maureen joined Education Personnel Services 5 years ago where she now provides specialist HR consultancy advice and guidance to both Headteachers and Governors on a wide range of HR issues. Maureen has a particular interest and expertise in TUPE. Maureen has a BSc (Hons) in Social Policy, Certificate in Management and a Postgraduate Diploma in Personnel Management. Maureen is a Chartered Member of the CIPD

Caroline House
Senior HR Adviser
Caroline has worked in Education Personnel Services for 5 years. Previously she worked in the NHS for a number of different Trusts in both recruitment and employee relations. Caroline works as a Casework Consultant in the west of the county and provides advice to Headteachers and Governors on a wide range of employee relations issues, including acting as adviser at hearings. Caroline has a Masters degree in Managing Human Resources and is a Chartered Member of the CIPD.

Tom Bridger
Senior HR Adviser
Tom has a background in the voluntary sector; before joining EPS in 2013 he worked for a successful children’s charity based in Hampshire. He has experience of advising on a broad range of HR and ER issues, specialising in absence management, discipline in the workplace and TUPE. He has also led HR projects focusing on HR policies and leadership training; with the aim of empowering line managers, supporting senior leaders and progressing workable employment solutions. Tom has gained experience in higher education and the NHS. His practice is complemented by a BSc in Sociology with Human Resource Management and a post-graduate certificate in Personnel and Development. He is currently in his final year of study towards Chartered Membership of the CIPD.

Sarah

Sarah Robinson
Senior HR Adviser

Sarah started her career in HR with a Housing Association in London before returning to Hampshire to work as a Personnel Officer for a Sixth Form College. After a brief stint with a local Borough Council, Sarah joined EPS in January 2009 and works as a Casework Consultant in the west of the county advising Headteachers and Governors on a wide range of employee relations issues. Sarah has a Masters in Personnel and Development and is a Chartered Member of the CIPD and also works as a Local Authority Clerk to Governors providing her with further insight and understanding of our customers’ needs. From January 2015 Sarah will be working as part of a job share with Verity Reynolds.

Verity

Verity Reynolds
Senior HR Adviser

Verity joined Education Personnel Services in 2007. Previously Verity worked as a recruitment consultant and has had a successful career within the private sector before moving into Education Personnel to work supporting Newly Qualified Teachers in Hampshire Schools. It was here that Verity developed her passion for education and working with schools before moving to the casework team in the West to support schools with a wide variety of issues. She now enjoys working with a range of schools across the South of England on casework, hearings, delivering training and working with teachers, support staff, Headteachers and Governors. Verity has a degree in Sociology from Roehampton University, and is a Chartered Member of the CIPD. From January 2015 Verity will be working as part of a job share with Sarah Robinson.

Fiona

Fiona Pratley
Senior HR Adviser
Prior to joining EPS in January 2015, Fiona spent several years working as a lawyer in both public and private sector, specializing in employment law since 2007. It was whilst working with Hampshire County Council’s Employment Law Team that she developed a particular affinity for working with EPS colleagues in supporting their customers to reach practical solutions across a broad range of ER issues. Fiona is passionate about customer care and aims to deliver a range of risk assessed and pragmatic options in a clear and client-friendly manner. She has extensive experience in employment tribunal preparation and presentation and a particular interest in gender equality. Fiona is a qualified barrister and holds The Law Society’s postgraduate certificate in Local Government Law and Practice.

Faye

Faye Searle
Senior HR Adviser

Faye has worked in HR for over 12 years’ having started her career with the NHS. Prior to joining EPS in July 2015 as a Senior HR Advisor, she worked with a medium sized firm of Solicitors as an HR Manager, and most recently with a national organisation that provides care and housing for older people as an ER Consultant. Faye has a particular interest in Employee Relations and has extensive experience of advising on sickness absence, grievance, working relationship, capability, disciplinary, investigations, appeals, whistle blowing and organisational change programmes including TUPE and restructures. She has also dealt with a number of Employment Tribunal claims including preparing the case for the hearing and complex negotiations with the claimant and/ or their representative. Faye has experience of devising and delivering training sessions on an array of ER matters to support manager in becoming more confident and competent in dealing with people management in line with policies and procedures. Faye has a BA (hons) degree and a Master’s in Human Resources Management and is an Associate Member of the CIPD.

Michelle

Michelle Williams
HR Adviser

Michelle held a range of HR roles within a commercial organisation, before moving to public service organisations where she has spent most of her career: local government, higher education, NHS, civil service and the charity sector. She joined EPS as Assistant HR Adviser in the Operations Team in 2014. In this role she supported Headteacher recruitment and management information, the supply agencies framework, social media and website redevelopment. In January 2015 Michelle moved to the Casework team in her new role as HR Adviser, managing a diverse caseload and continuing to support EPS business needs. Michelle completed a Postgraduate Diploma in Human Resource Management in 2001 and is a member of the Chartered Institute of Personnel and Development.

Julia

Julia Butler
HR Adviser
Julia joined Education Personnel Services in January 2015, as a caseworker within the West team. She has over 20 years experience, in the private sector, of supporting managers with a broad range of HR matters/issues. For the past 12 years she has specialised in the Employee Relations arena, providing holistic HR procedural/policy support to the business on complex, often multi-stranded cases; in particular disciplinary, grievance, appeals, capability, investigations, and absence.

Sharon Collins
Senior HR Adviser
Sharon has worked in Education Personnel Services for just over 5 years. Previously she worked in the private sector in a range of HR consultancy and training and development roles. Sharon provides advice to schools on a variety of employee relations issues but has a particular interest in teachers’ pay and performance management. Sharon has also spent a number of years as a school governor including 5 years as Chair at a Hampshire primary school. In addition to her role within EPS, Sharon is a member of the Employment Tribunals panel and sits on cases in Southampton and Havant.  Sharon has a Masters degree in Managing Human Resources and is a Chartered Fellow of the CIPD.

Anne Allison
Senior HR Adviser
Anne has worked for Hampshire County Council for more than twenty five years and for Education Personnel Services since it’s establishment. Anne initially worked in the pay and contracts team where she developed an extensive knowledge of pay and terms and conditions and has worked as a caseworker providing advice to Headteachers and Governors on a broad range of personnel issues since 1995. Anne has over many years developed strong and positive relationships with Headteachers and governors. She has a postgraduate diploma in Personnel Management.

Michelle Vaughan
Senior HR Adviser
Michelle started her career in HR with a large retail company, initially she worked within the International team and provide specific expatriate HR advice to managers and employees in a variety of countries including, France, Poland, China, Hong Kong and Turkey. Following on from this experience Michelle moved to the organisations UK HR Team and provided HR guidance to Area, Store and Line Managers on all aspects of HR casework, projects, strategic planning, wellbeing and redundancies and restructures. To continue her professional development Michelle then moved to a large Insurance Company which had high levels of turn over with call centre staff. Michelle worked closely with the senior management team to develop HR procedures, improve absence and put together core staff values that could be integrated within the company’s ethos. Michelle moved to the Public Sector and EPS in 2008, where she has developed her experience within Education. As a Senior HR Adviser, within the East Team, Michelle's role is to provide advice to Headteachers, Senior Leadership Teams and Governors on a broad range of personnel issues. Michelle also delivers training and her area of expertise is Safer Recruitment and Redundancy training. Michelle has a post graduate diploma in Personnel Management and is also a member of the CIPD.

Xanthe Williams
Senior HR Adviser
Xanthe has worked in HR since she completed an MSc in Human Resources Management in 2010 and is currently an Associate Member of the CIPD. Prior to joining EPS in 2013 she worked in the Social Housing sector in South Wales, providing generalist HR support to managers and senior leaders while supporting community focussed services. Xanthe has experience dealing with a variety of HR cases and school customers across Hampshire.

Ruth

Ruth Goulson
Senior HR Adviser

Ruth is now in her tenth year of HR, having started in administrative roles within clinical research (lots of technical recruitment) then manufacturing (lots of employee relations issues) before spending seven years with a HR Outsourcing / Consultancy, providing tailored advise to SME’s throughout Hampshire and beyond. Her approach is very much solutions focussed, aiming to give options with associated risks, allowing the decision maker to reach informed resolutions. Ruth qualified in 2009 with a PgDip in HR Management from the University of Portsmouth.

David Rossell
HR Adviser
David has over 25 years HR/Personnel experience within the public sector. He joined Education Personnel Services in February 2011 having previously worked in other local government authorities. David also had a number of years HR middle management experience within the Ministry of Defence. As a caseworker David has a diverse range of HR knowledge but is a specific expert in absence management, capability and redeployment. He also is a NQT caseworker within the East Team. David is a Chartered Member of the CIPD and has a postgraduate diploma in Personnel and Development.

Vicky Maddocks
HR Adviser
Vicky has been with EPS for over 4 years and has worked in both East and West casework teams. Vicky completed her Business Degree prior to joining the HR profession within the IT sector. She then returned to university to complete the Post Graduate Diploma in Personnel Management and has been a Chartered member of the CIPD since 2005. Vicky’s experience in HR immediately prior to joining education has been varied with experience in HR for clothing retail, food manufacturing, the probation service and most interestingly, funeral directors! Vicky’s main role is providing casework consultancy on a wide variety of HR issues to schools.

Lesley Smith (currently on secondment to HR Operations)
Senior HR Adviser (Projects)
Lesley Smith has worked in the private sector, the NHS and broadcasting, before joining Hampshire County Council in 1989, where she managed the HR function in two departments including the schools’ Direct Service Organisations. Lesley has spent many years dealing with casework and advising managers and Headteachers on their HR employment issues as well as covering HR strategy, training, health & safety and change management. Lesley is a Graduate of the Institute of Personnel Management and holds a BAC accredited Diploma in Counselling, having worked as a counsellor in both the public and private sectors. She has experience as a mentor and small group trainer on women’s development, stress management, and management development. Lesley brings her customer focus and experience to her work within the Policy and Project team, with particular emphasis on support for schools wishing to change status and those wishing to implement change, in addition to advising on the implementation of policies and procedures.

Sarah Chadwick
Senior HR Adviser (Policy)
Sarah has worked for Education Personnel Services for nearly twenty years. Sarah has worked in the pay and contracts team where she developed an extensive knowledge of pay and terms and conditions. Sarah has also worked as a caseworker supporting schools with a wide range of HR issues. Sarah currently works in the Policy and Development Team developing guidance, policies and procedures and has particular interests in employee relations and terms and conditions. Sarah has a leading role in advising schools regarding migrant workers and regularly liaise with the UK Border Agency on behalf of schools. Sarah has a postgraduate diploma in Personnel Management and is a member of the CIPD.

Lisa

Lisa Hollier
Senior HR Adviser (Policy)/NQT Induction Co-ordinator
Lisa has worked within HR for schools for Hampshire County Council for over 10 years, both in Education Personnel Services and in Pay & Contract Support Services, in which she developed a good working knowledge of the payroll system and advised on payroll issues, managed a caseload of maternity cases, and managed the (then) CRB team. She currently works in the Policy & Projects team, developing guidance and advising on policy and application of procedure, but has also been involved in recruitment and organisational development within EPS. Lisa is the Newly Qualified Teacher Induction Co-ordinator for Hampshire County Council’s Appropriate Body. Lisa holds a BA (Hons) degree in Business Studies and a postgraduate Diploma in Personnel Management.

Hester

Hester Bennett (Projects)
Acting Senior HR Adviser
Hester joined the EPS Policy and Projects team in March 2014 and has spent 4 years working in Human Resources, after graduating from the University of Birmingham. Prior to joining EPS, Hester worked in the private sector for a multi-national IT company, providing HR support across the business. She also has previous experience of working in the education sector for another local authority. Hester is currently seconded to the Projects team, but retains a particular focus on safeguarding and child protection matters. Hester is an Associate Member of the CIPD.

Stacey

Stacey Leach (Policy)
HR Assistant

Stacey joined the Policy and Projects Team in EPS in June 2014 and enjoys working in an Educational environment. With previous experience in retail and the finance industry, Stacey enjoys working with customers. Stacey is also an enthusiastic volunteer for the Simon Says charity to support children in Hampshire who have suffered a bereavement. She has successfully completed a Television Production Degree. Stacey is responsible for the maintenance of the Manual of Personnel Practice, the EPS website, the intranet pages and the Education Jobs website.

Ashley Jefferies
Schools HR Business Manager
Ashley has held business management positions within the private and public sector over the past 10 years. He previously worked within the financial services sector focusing on customer services, business development and continuous improvement prior to joining Hampshire County Council in 2007. Ashley currently leads the Operations Team, who have a broad remit which includes; customer relations, quality and service improvement, recruitment, training provision, financial management and the development of on-line information. Ashley and his team also administer Academy contractual and service specifications liaising with stakeholder groups throughout the transitional process. Ashley has a Masters Degree in Business Administration (MBA).

Sharon Williams
Business Performance Team Leader
Sharon previously worked as School Business Manager at a local school prior to joining Education Personnel Services in 2013. She previously had an actively involvement in negotiating Service Level Agreements for a cluster of schools. Prior to her School Business Manager role, Sharon worked as a senior manager in local government, managing finance; HR and contracts. Sharon is a qualified project manager with experience in using business process re-engineering techniques to streamline processes and achieve efficiency savings. Sharon is currently Performance Team Leader within the Operations Team, who have a broad remit which includes; customer relations, quality & service improvement, recruitment, training provision, financial management and the development of on-line information. Sharon is a Chartered Member of the Chartered Institute of Personnel and Development and a PRINCE2 practitioner.

Anna Schulte
Administrative Officer
Anna has worked in the private sector before joining Education Personnel Services. After successfully completing a secretarial course she is now studying Business & Management at the University of Portsmouth. Anna is responsible for providing proactive administrative support to the management team, managing the customer feedback process and the organisation of the Long Service Awards process for school staff. Anna also provides support within the Operations Team on NQT and the booking of training courses.

Tracy

Tracy Taylor
Primary Heads Executive Administrative Officer
Tracy Taylor joined Education Personnel Services in November 2012, as Training Administrator. Prior to joining EPS, Tracy worked as a P.A. for a wide variety of organisations within the private sector, including independent television, banking, marketing and manufacturing. After 18 months working as a training administrator in EPS, Tracy progressed to the role of Administrative Officer supporting the Primary Heads’ Executive.

Harriet

Harriet Jeffery
Finance and Administration Officer
Harriet joined EPS in September 2014. After graduating originally from music college, Harriet has worked in a variety of sectors, including teaching (completing a PGCE in 2008), publishing, youth work and finance. Harriet started at Hampshire County Council in May 2013 and transferred to EPS from the pensions team. She is passionate about the importance of young people’s education and has a particular interest in the role of effective HR processes in supporting staff to allow them to fulfil their roles as best as they can. Harriet is responsible for updating the EPS budgets, invoicing and payment, access to EPS’s Manual of Personnel Practice and providing general financial and administrative support to the casework, policy and project and management teams.

Dawn

Dawn James
Assistant HR Adviser
Dawn James has worked in Education Personnel Services for the last 13 years. Dawn is a member of the Operations team focussing on recruitment and has been providing advice and assistance to schools on a wide range of recruitment related issues. She currently assists schools with their Recruitment Administration processes for mainly Headteachers and Senior Management positions advising Chairs of Governors and Headteachers appropriately. She manages the Hampshire Supply Agency Framework being the point of contact between schools, agencies and county supplies colleagues. She is strongly involved with the School Vacancy System which enables schools to place vacancies on the Education jobs website and also support schools and HCC regarding the compliance of Migrant worker legislation.

Natalie

Natalie Jurd
Assistant HR Adviser
Natalie joined Education Personnel Services in May 2014 initially as a Training and Development Administrator, but now works in the service’s recruitment team. Prior to joining the team she spent six years working in her family’s successful catering business managing a team of 7 and developing skills such as marketing, recruitment, customer service excellence and training. Alongside this role Natalie completed a Bachelors degree in Psychology at the University of Winchester and obtained an upper second class honours. Natalie focuses on recruitment support and advice, but continues to provides wider administrative support to the business unit as a whole.

Dinah Weberstadt
HR Assistant
Dinah has been with Education Personnel Services for over 12 years. Whilst with EPS Dinah has undertaken a number of jobs, but now provides HR administrative support for the Induction of Newly Qualified Teachers in and beyond Hampshire. Registrations and assessments are checked and chased where necessary – and our returns are submitted to the National College. Dinah is happy to assist with queries regarding the Induction process.

Tom Taylor

Tom Taylor
HR Assistant

Tom joined Education Personnel Services in July 2015 after working at the Spire Hospital in Southampton in a customer service based role. Tom is part of the Operations team, focussing on the expansion of our services to Oxford schools using the School Vacancies System. Tom also supports other members of the team with the recruitment process for schools and provides admin support. Previous to this Tom completed a Business Management degree whilst living in Southampton.
