Advice on collecting language data

Collecting data on first language enables schools, LAs and central Government to cross-reference it with attainment data, thus enabling effective monitoring of pupils' achievement.

Good quality language data can provide schools with a better understanding of the linguistic and cultural heritages of their pupils and of the communities they serve. Collecting the information also gives a clear message to children and parents that their identity is recognised and valued within the school community.

Language Mapping Microsoft Excel 173kb: This document is an extensive language mapping reference document giving variant names of languages with mappings to the new language categories. Column D is the most helpful as you can check if the language is in a subset of the main language category.

Use the full list of languages. Try not to use ‘Other than English’ or ‘Believed to be other than English’ as it is preferable to record accurate and detailed language data.

Advice on collecting ethnic background data

Hampshire Ethnic Minority & Traveller Achievement Service (EMTAS) is aware that some schools may find it difficult to support parents to identify their ethnic background.

Hampshire Local Authority collects information on only the main ethnic background categories. DfE guidance states that young people aged 16 and over can choose their ethnic background for themselves. Children who are aged 11 - 15 should make the decision with help from their parents. For children under 11 the parent should make the decision. As all the guidelines indicate, it is important to remember that it is the choice of the individual or their family and schools should not make ascription decisions on behalf of a family even where they believe the ethnic background chosen by the family is not appropriate.

The Department for Education website provides comprehensive guidance on collecting data to LEAs, schools, parents and governors.

Early Years Census Guide (2017)
The revised DfE guidance for Early Years settings includes for the first time a requirement to collect data on children’s nationality, country of birth and language spoken. It also makes collection of ethnicity data a requirement ie this is no longer optional.

EMTAS guidance

Most parents and pupils will readily identify an ethnic group for themselves, but some may choose the option of not recording their ethnicity. These may be families from a mixed or dual-heritage background, or they may be families who do not consider any of the categories appropriate for them.

If parents cannot readily identify their ethnic background it may help schools to look at specific situations which might occur in Hampshire, e.g. a Nepali, a Turkish, a Vietnamese family or a pupil with parents of different ethnic backgrounds. There are suggestions for the appropriate choice of an Ethnic Background. It is important to reiterate that it is the parent's or pupil's decision, even if the school believes that the ethnic background chosen is not appropriate.

There is an extended code set Microsoft Excel 64kb which may help inform decisions about the ethnic code to use. It maps the extended codes onto the main code sets used by Hampshire schools.

Our chart represents possible situations that may occur in schools in Hampshire. School staff can use this for guidance only to help parents or pupils who are unsure. It remains the parent/child's choice, even if the school does not ultimately agree with the final choice.

Who chooses the ethnic background category?

Guidance states:

  • for pupils under 11 the parent or those with parental responsibility determines the Ethnic Background Group
  • for pupils aged 11 - 15 the parent, or those with parental responsibility, and child should choose the Ethnic Background Group together
  • for pupils aged 16 or over the pupil should make his or her own decision.
