School Recruitment
Supply Teachers
Following a tendering exercise it has been decided to award a framework contract to 7 agencies for the provision of supply teachers to Hampshire Schools. Schools are not mandated to use these agencies but the Local Authority will be auditing their practice and sharing information with the agencies for the safety of children in Hampshire schools.
Education Personnel Services have been consulting with Headteacher groups, union groups and admin officers as well as the procurement function of County Supplies in order to write a specification of minimum standards which the successful agencies would be contracted to abide by. Many of these standards are based on EPS best practice and are above and beyond what is legally required of agencies.
The number of agencies were reduced using a prequalification questionnaire and those successful at that stage were invited to offer a tender. These agencies were shortlisted and EPS, County Supplies and a representative Admin Officer interviewed the shortlisted agencies during the 2007 summer holidays.
Throughout the process agencies have been evaluated against four main criteria, these were:
- Finance
- Account and Contract management
- Ongoing support for supply teachers
- Reporting Capabilities
Part of the framework agreement is an audit clause which allows the Local Authority to check that the correct pre-employment checks are being carried out on agency supply teachers. In addition to this is a sharing of information which will assist the Local Authority in ensuring that unsuitable teachers do not gain access to our schools.

The existence of this framework of agencies does not affect any local arrangement that schools have with supply teachers in their area. Checking of supply teachers employed directly by the school remains the responsibility of the school. What this framework offers is a list of agencies that the Local Authority are recommending for use should a school wish to use an agency.
We must remind you that, should you choose to use an agency that is not on our ‘approved’ list, you will need to ensure that you have conducted all of the pre-employment checks as specified in the safer recruitment checklists.
