Understanding Remodelling

School Remodelling is a national Government initiative aimed at raising standards and tackling workloads in schools. It arose in a context of rising concerns about workload and freeing teachers to teach and deliver an increasingly individualised curriculum.  Remodelling is also about impacting on recruitment and retention and increasing the capacity of schools and their leaders to lead and manage change.  Remodelling is about much more than compliance with the National Agreement.  The National Agreement has been the driver for change and is simply the starting point in an evolutionary process.

Remodelling is about:

  • Having a vision for your school
  • A process of change management to shape schools of the future
  • Leading change through staff in schools – not just coping with change and “holding on”
  • Locally managed solutions – created by your school for your school
  • Providing a sustainable framework for achieving high standards
  • Work-life balance – tackling workloads for the benefit of all staff
  • Making the most effective use of resources
  • Giving teachers time and resources to focus on teaching and learning
  • Creativity and innovation – in everything the school does
  • A way of working for the future – an inclusive and effective work culture

  • Collaboration and networking between schools
  • Developing a professional support staff team to support learning


Remodelling achieves:

  • A focus on actions that improve learning
  • A school that is ready for the future and proactively plans to realise its vision
  • A school that attracts and retains high quality motivated staff based upon high staff morale
  • A shared understanding of the direction of the school and workforce involvement in decision making at many levels
  • A work-life balance that is acceptable to the whole workforce
  • Sustainable solutions to the national agreement for teachers that fit with the future vision of your school
  • A framework to bring together the divergent strategies and agenda which schools face
  • A strategy for school improvement that builds upon current vision and achievements


Hampshire's strategy:

The Local Authority is committed to facilitating and supporting the development and sustainability of the remodelling agendas and national agreement in Hampshire schools. Our strategy aims to provide support and challenge to schools in getting the most from the remodelling agenda and includes the following key elements:

  • Employment of Workforce Development Advisers to support compliance with the National Agreement, sustainability fo solutions and embedding of change management practices
  • Leading support for remodelling from across the Children’s Services Department – developing coherence and capacity
  • Use of trained remodelling consultants to support schools in the process including those that are serving Headteachers and Inspectors/Advisors
  • Employment of a Professional Adviser to support on the development and deployment of support staff
  • Local consultation with Teachers’ Liaison Panel (including the local NUT) and support staff unions
  • Briefings and on-going training for governors as required
  • Termly newsletter updated for schools including National Agreement and remodelling issues

The local authority is committed to supporting schools in embedding and sustaining the remodelling agenda. Guidance is available on this site on the key areas of the National Agreement and change management processes. In addition, there are a number of contacts available if you have any specific questions. You can also speak to your SIP or District Manager if you want to discuss any areas of embedding and sustaining of the National Agreement or remodelling.


Working in Partnership:

The National Agreement was signed by government, employers and most of the school workforce unions in January 2003. It arose out of social partnership and the Workforce Agreement Monitoring Group (WAMG) is a collection of all the signatories to the agreement.

Since 2003, WAMG have continued to be at the centre of other school workforce reforms including revisions to the teacher’s pay structure, revisions to performance management and the new professional standards.

Local authorities are encourage to replicate the national body to create a local WAMG or local social partnership (LSP) to deal with workforce reform issues. Hampshire does this through regular consultation and discussion with Teachers Liaison Panel (which includes the NUT despite them not being a national signatory) and support staff unions).
