We are a customer focused service, offering fast, friendly and efficient local support to governing bodies, principals, clerks and individual governors.
As part of our comprehensive training and development portfolio, our Clerks Accreditation Programme, launched over ten years ago in partnership with the Information for School and College Governors (ISCG), has been extremely successful in establishing benchmark standards of competence for clerks and securing recognition of the skills a good clerk offers to their governing body.
As well as individual clerks, an increasing number of Authorities across the country are running programmes, mostly under license from Hampshire Governor Services. We have:

Overview of standards
The standards are built around the key elements of the clerks’ role, including the potential additional responsibilities in Academy settings, as follows:
- Understanding legal responsibilities
- Supporting effective governance
- Administrative support for the board
- Effective communication
- Managing information appropriately
- Achieving results
The programme is supported by a face-to-face or e-learning briefing, with telephone/email contacted, supplemented with a variety of useful resources. Candidates will compile a portfolio of evidence for assessment, with the support of their allocated assessor. The majority of clerks complete the programme within 8-10 months.
Your portfolio will consist of examples of your own work to demonstrate how you meet the performance criteria. You will need to reflect on your performance to identify the best examples to include. You will also be asked to complete a couple of quizzes to demonstrate that you understand regulations and how to access them. You will develop your skills through participating in the programme and adapt your practice and support your Governing body in the development of theirs.
During the programme it is very helpful to attend any training and briefing sessions relevant to clerking role that are organised by Governor Services. This enables you to keep up to date with change and provides broader opportunities to demonstrate your competence as a clerk.
Depending on your individual requirements, there are two accreditation options:
Award leading to accreditation or accreditation with merit;
£490 per candidate (certified by the ISCG). Free to HCC local authority clerks.
Level 3 Award or Certificate in Clerk to Governance Bodies;
£620 per candidate (certified by Qualifi). Free to HCC local authority clerks.
