Main purpose and aims of the policy, plan or project

The ‘Strategic Review’ (SR) is the process by which SP intends to shape provision to ensure it more closely meets the needs of the local population and to ensure a positive and effective contribution to the prevention agenda and targets of strategic partners.

The SR will lead to the production of a County Development and Implementation Plan which outlines the intention to commission the widest range of housing and support options to suit the identified needs within the available SP budget.

Main elements of the policy, plan or project

Extensive consultation including:

Service Providers meetings, to consult with Long Term service providers over their ideas and views on the configuration of Supporting People funded services from 2014.

A Strategic Review Implementation Plan (SRIP) developed in February 2013 to be consulted on widely with all key stakeholders.

Stakeholder meeting with Adult Services District service Managers and district/borough council strategic housing leads throughout the process of Strategic Review, to inform them of the savings target, and consult with them over the strategic direction which should be taken in this review.

SRIP document finalised in June 2012.

Consultation continues with all key stakeholders, including service providers between June 2012 and February 2013.

Service user consultation through meetings with individual service users and tenancy groups and questionnaires given to all service users to complete between October 2012 and February 2013.

Information collected on gender and ethnicity of service users in the disabilities cluster shows that the numbers reflect the average for gender and the average in Hampshire on ethnicity.

The savings target will impact all service users in this service cluster (Long Term Servcies) equally. There will be no discrimination between gender, race or type of disability.

Service User Reference Forum will be consulted at meeting their meeting in the spring of 2013.

Details of why some groups are low and/or no impact

Services commissioned by Supporting People have service specifications that require services to be accessible to all people, regardless of difference or diversity. Contracts hold Service Providers accountable for this, through the implementation of the Quality Assessment Framework, which requires full engagement with diversity and equality issues. All Service Providers commissioned to provide Supporting People servcies will have policy, procedure and practice to provide a positive response to equality and diversity of Service users.

Conclusion

The Strategic Review of Long Term Servcies (Disability) 2012/13 will result in a change of commissioniong strategy that improves and develops the focus on personalised, person centred support provision, and will commission servcies that offer opportunities for co produced, community focussed and engaged services, that will aim to reduce the social isolation experienced by some service users with disability. Wherever possible services will be jointly commissioned with Adult Services Care Commissioners to allow for jointly provided services, that allow step down from care to be possible, without the need for individual to move house, or change Service Provider.
