Water Lane Triangle Environmental Enhancement Scheme - Totton
Hampshire County Council, New Forest District Council and Totton & Eling Town Council are jointly promoting an environmental enhancement scheme for the area of Totton known as the “Water Lane Triangle”.
Introduction
The purpose of this website is to provide information on the proposed scheme.
A staffed exhibition was provided during the consultation period at the Civic Centre, Testwood Lane, Totton, Hampshire, on Tuesday 12th June 2007 2:00pm to 8:00pm.
Background
Improvement proposals for Water Lane Triangle area were exhibited by Hampshire County Council, New Forest District Council and Totton and Eling Town Council as part of the “Totton Town Centre Urban Design Framework” exhibited in September 2002. Proposals for environmental and traffic management improvements were presented in a comprehensive plan covering an area that includes Water Lane and Salisbury Road, to provide long-term guidance for the regeneration of Totton town centre. 71% of those attending the exhibition agreed that the vision and objectives set out in the public consultation are right for the town, with clear support for the overall concept for the town centre area. As a result the proposals were adopted by New Forest District Council in April 2003.
Funding has now been secured by the County and Borough Council’s to start the improvement work commencing with the area around the Water Lane Triangle, and the preliminary design proposals are detailed below.
Detailed Proposals
The aim of the scheme is to create an attractive new focus for this part of Totton with a ‘village green’ feel. The proposals displayed are based on a concept sketch produced by New Forest District Council, which has been endorsed by Totton & Eling Town Council.
The proposed objectives are:
To enhance accessibility for disabled people and facilities for pedestrians;
To improve the quality of the environment for all those living, working and shopping in the area;
To reorganise parking arrangements and reduce vehicular movements to improve safety for pedestrians and cyclists;
To introduce street tree planting where possible;
To incorporate a lay-by on the eastern side of Water Lane alongside the new retail and residential development to facilitate servicing;
To improve facilities for cyclists linking to the existing Pelican crossing.

Water Lane Proposals
In line with the aims of the scheme it is proposed to remove the existing footway construction from within the two triangular areas and for them to be landscaped. Water Lane is to be narrowed to 6 metres and the existing end-on parking area within Water Lane removed and replaced with lay-by’s on each side of the carriageway. A large raised junction table, incorporating part of the service roads is to be constructed in Water Lane to reduce traffic speeds and improve accessibility. The access to the north-western service road will be narrowed and the existing footways within this area are to be widened and resurfaced. Access to the southern service road will only be permitted from Salisbury Road.
Sailsbury Road Proposals
The existing central access to the service road on the western side of Salisbury Road is to be closed and the existing footway within the verge alongside the service road between this point and the Pelican crossing is to be removed to facilitate tree planting. A pedestrian refuge is proposed on Salisbury Road near the Civic Centre car park access, with alterations to the footway linking to the adjacent bus stop. A flat-topped road hump and buildout are proposed to assist pedestrians to cross the service road, with the retained footway alongside the shops widened.
Other Issues
Due to the condition of the existing carriageway, sections of Water Lane and the southern service road are to be partially or fully reconstructed.
A draft Traffic Regulation Order, setting out the proposed changes to the service roads and on street car-parking, is to be advertised in the autumn.
What Happens Next
The comments and feedback received from the exhibition and e-consultation will be reviewed, and any queries raised or comments will be carefully considered and used to help further develop the proposals as they progress through the design stages to construction. Before the construction works can commence, the scheme has to go through the formal democratic decision making process. Subject to final approval, it is anticipated that a contractor will be appointed towards the end of May 2008, with a provisional date for works to commence in early August 2008. It is expected that the highway and landscaping works will take approximately sixteen weeks to complete.
