Welcome to the Segensworth Roundabout and Witherbed Lane Improvements scheme exhibition. The purpose of the exhibition is to provide local residents and businesses with the opportunity to find out more about the planned improvements.

This exhibition seeks to set out the reasons why the Council is promoting the improvements and how and when we are proposing to build these works.

Introduction

The continued development of the industrial and housing areas north and south of M27 Junction 9 results in severe difficulties in both reaching the areas of employment and leaving the residential areas in the morning and the reverse movements in the late afternoon and early evening.

The Segensworth Roundabout junction is complex and has significant traffic movements along the A27 and from M27 Junction 9 towards Fareham and beyond. In addition there are a number of side roads that impact adversely upon the major movements and it is now essential to manage traffic from these arms and reduce queuing back to M27 Junction 9.

It is during the evening peak that the greatest traffic congestion problems are experienced. This occurs on the link road approach to Segensworth Roundabout. Traffic regularly queues back from Segensworth Roundabout to M27 Junction 9 roundabout and on to the main M27 east bound carriageway. Easing the congestion will assist in managing traffic more effectively at M27 Junction 9 and reduce the risk of rear end collisions occurring on the main M27 carriageway.

The high volume of traffic exiting Segensworth East employment area via Barnes Wallis Road results in considerable delays at this arm of Segensworth Roundabout. The Barnes Wallis Road is the next arm of the roundabout following the M27 link road and during the evening peak the traffic exiting from Barnes Wallis Road, which is not signal controlled, has to merge with signal controlled traffic on the roundabout. The result is extensive queuing along Barnes Wallis Road.

Queuing also occurs on the unsignalled Segensworth Road arm for the same reason and is exacerbated by the traffic from Barnes Wallis Road which together with traffic from the M27 link road accounts for almost 60% of the total flow at the junction during the evening peak period.

Objectives, Aims & Outcomes

  • To improve the management of traffic at Segensworth Roundabout.

  • To help alleviate the queues that extend to the M27 Junction 9 and beyond on to the motorway, especially in the evening peak hours.

  • To improve access and egress to/from Segensworth East and North Industrial estates – utilising new traffic signals at Segensworth Road on to the roundabout.

Improved traffic management will not necessarily eradicate problems with queues or reduce journey times, given the potential build out of development (including Whiteley). Improvements in traffic management may also bring more traffic to the area that it currently diverts away.

Detailed Proposals

To achieve the aims of the scheme the following improvements are proposed:

  • A To provide an additional traffic lane on the A27/M27 link road approach to Segensworth Roundabout, providing four lanes at the entry. ( Lane 1= left turn to Barnes Wallis Road; Lane 2= A27 Fareham + left turn into Barnes Wallis Road ;Lane 3=A27 Fareham+ A27 Park Gate; Lane 4=A27 Park Gate, all these lanes are signal controlled.

Additional traffic lanes added to the circulating carriageway of Segensworth roundabout (into the central island of the roundabout). These will provide:

  • B East side ; four lanes instead of three, designated 2xA27 Fareham and 2x A27 Park Gate, to the A27 Fareham exit, where 2x lanes exit to A27 Fareham,

  • C South side; four lanes instead of two lanes, designated 2xA27 Park Gate, 2x M27, to A27 Park Gate exit where 2 lanes exit to A27 Park Gate,

  • D West Side; three lanes instead of two, designated two x M27 and one lane A27 +Segensworth East.

  • E Widening by A27 Park Gate entry to roundabout; four lanes instead of three designated as two x M27, one to A27 Fareham + Segensworth East and one to A27 Fareham.

  • F North side; two lanes as existing, designated A27 Fareham + Segensworth East and the other being A27 Fareham.

  • New gyratory system to improve access/egress to Segensworth East and North, incorporating two lanes one way eastbound along Barnes Wallis Road to Brabazon Roundabout. Witherbed Lane will be reopened from Barnes Wallis Road at Brabazon roundabout to Segensworth Road to form one lane, one way south bound to a new traffic signal controlled junction (with pedestrian and cycle facilities) at Segensworth Road. The new Witherbed Lane link will also provide an off road shared cycleway/footway and an equestrian pathway. The existing two way flow on Segensworth Road will remain up to No. 237 Segensworth Road where Segensworth Road becomes two lanes, one way west bound, widening to three lanes at the entry on to Segensworth Roundabout.

The traffic signals at the Witherbed Lane/Segensworth Road junction will be responsive to the needs of traffic approaching along the Witherbed Lane link as a priority.

Other improvements:

  • Limited pedestrian facilities will be provided at Segensworth Roundabout however there is no scope to provide a pedestrian phase in the traffic signals. Some uncontrolled crossing points will be improved along with other missing links being provided. Alternative routes for pedestrians and cyclists away from Segensworth Roundabout are currently being investigated as a wider strategy for the area.

  • New street lighting throughout, especially associated with the widened circulatory carriageway on Segensworth Roundabout.

Traffic Regulation Orders

Traffic Regulation Orders (TRO’s) will be required, to suit the new junction layouts:  

- To close the egress from Barnes Wallis Road on to Segensworth Roundabout.

- To make part of Barnes Wallis Road one way, east bound only.

- To close the egress from Segensworth Roundabout on to Segensworth Rd.

- To make part of Segensworth Road one way, west bound only.

- To amend the Prohibition of waiting at the end of Segensworth Road.

The Police and the local County Councillors fully support the proposals and the TRO’s have all been approved and will formally be progressed.

What Happens Next

Presently advance Gas diversionary works are being undertaken in the central island of Segensworth Roundabout. Other advance work includes some vegetation clearance in the Witherbed Lane area.

The main construction works are due to commence on 10th September.

Some disruption during the works is inevitable, however the aim is to retain the current number of lanes during the am and pm peak periods, 6.30am - 9.30am and 4pm - 6.30pm, with lane closures only during off peak periods. No diversions are expected at present, emphasis will be on night working as much as possible to reduce disruption at the roundabout.

A dedicated scheme liaison officer will be based on site. This will enable up dates about progress of the scheme and traffic management arrangements to be provided both localy and through this website.
