Worklessness

Total and Main Out-of-work benefit claimants - working age

Total benefits are the number of residents who are claiming one of the following benefits:

  • Job seekers allowance (JSA)
  • ESA or Incapacity Benefits- Lone parent
  • Others on income related benefit
  • Disabled
  • Bereaved

The data is based on a hierarchical allocation to avoid double counting of multiple benefit claimants. As such, a Lone parent on JSA would be assigned to the JSAcount. The Main out-of-work benefit Group are a government measure of worklessness and are the combined number of claimants on Job seekers allowance (JSA), Employment Support Allowance (ESA) or Incapacity Benefit (IB); Lone parents, and Other Income related benefits. Employment Support Allowance replaced Incapacity Benefits for new Claimants in October 2008. Under current Government proposals these and other benefits would eventually be combined under a single Universal Credit.

Notes:

1. Percentages of population receiving state benefits have been calculated using populations aged 16-64 for both men and women.
2. Rates calculated using the mid-2009 resident population aged 16-64.
3. The age at which women reach State Pension age is gradually increasing from 60 to 65 between April 2010 and April 2020. Hence, until April 2020, some women included in the population figure are not eligible to be part of the count of working age benefit claimants. There will be some time series discontinuity over this period, with trends partly reflecting the changing eligibility
4. * North Hampshire = Basingstoke and Deane, Hart and Rushmoor; Central Hampshire New Forest = East Hampshire, New Forest, Test Valley and Winchester; South Hampshire = Eastleigh, Fareham, Gosport, Havant, Portsmouth and Southampton.
5. **Enterprise M3 LEP currently includes Basingstoke & Deane, East Hampshire, Hart, Rushmoor, Test Valley, Winchester, Guildford, Surrey Heath, Waverley and Woking districts. Solent LEP covers East Hampshire, Eastleigh, Fareham, Gosport, Havant, Isle of Wight, New Forest, Portsmouth and Southampton. These Local Enterprise Partnership boundaries may change.
