Services for Young Children (2 Year Olds) Capital Fund - Application notes

Question 2a Contact details

Provide contact details for the applying organisation. This needs to be the organisation who is responsible for administering and accounting for any grant awarded.

Question 3 Your Organisation

Please tick the appropriate boxes adding registration numbers if applicable. Please include your Ofsted URN in the Ofsted Registration box and add your DCSF Early Years URN number in the box next to “other”.

Your Project (Questions 7 – 10)

Question 7 Title of Project

Please try to be as brief as possible. For example, name of your project – ‘Extension’

Question 8a Summary of your project

Please use this section to briefly describe what minor or major capital works you propose to undertake.

Question 8b Details of your project

Please give full details of the actual capital works you wish to carry out. This work should be reflected in the detail of the 3 cost estimates/quotes provided. Include brief details of any equipment/fixtures and fittings to be purchased.  Before completion check the Additional Information Form to check you are not duplicating information required.

Question 8c Project outcomes

Please give details why this work needs to be carried out and how it will improve your facilities and benefit your users. Include any details of any work required to meet statutory legislation.

Question 8d How you involved service users in the development of your project

Please tell us how you have consulted with your local community, children’s centre(s) and support agencies with regards to the works you plan to do. How do you know that service users want/need this and that you are the best placed to provide this ? Here you can tell us about any feedback you have received.

Question 9 Project dates and frequency

Give the estimated start and finish dates of the project. Please note that we do not fund retrospectively. Under frequency you can put one-off capital project.

Please note more details about number of 2YO places these capital works will create is asked on the Additional Information Form.

Finance (Questions 11 – 15)

Question 11 Financial reserves

“Unrestricted” and “undesignated” funds means funding you have available that is not required to be used for specific purposes i.e. they are “free” from restriction. In your last set of audited accounts did your organisation have reserves? If yes, please detail these here.

Question 12 Cost detail

Give the full estimated costs of your project and include any VAT costs that are not recoverable.

Please note that any grant awarded in principle will be based on the costs quoted in this form which must be supported by 3 quotes / estimates for works by appropriate contractors.

If you require any support in finding an appropriate contractor, Hampshire County Council has a register of approved contractors  - whilst these contractors are not endorsed by the Council they have demonstrated that they can adequately meet our minimum requirements, e.g. financial, insurances and health & safety. Please see Application Pack for further information.

Any project requiring planning permission or professional drawings should provide build cost estimates at time of submission and also include professional fees.  If an award is given in principle, it will be based on gaining the appropriate planning permission and approval of a detailed quote before any payment will be made.

Projects cannot be funded in retrospect and hence should not be started until any funding is approved.  

If the final project costs are less than quoted, a proportionate reduction in grant funding will be applied.

Question 13 Income

Please give information on all sources of funding for this project, stating clearly whether funding has been confirmed or in progress and when the decision is expected.

Question 14a Project finance summary

A summary of the projects income and expenditure will be automatically calculated using your responses to questions 12 and 13 (online application form only). Please detail how much you are requesting remembering the criteria detailed above.  An additional breakdown is requested on the Additional Information Form so please ensure total amount requested are the same.

Question 14b How the project will be sustainable

Please confirm how any additional costs (maintenance, increase in utility bills etc) will be met by the organisation.

General information (Questions 16 – 20)

Question 20 Equalities

Please answer all three parts as best you can. We are not looking for comprehensive policies – just some bullet points, for example: thorough training; information sessions, staff guidebook etc. In addition to information about your policies and procedures please outline how the aims of your project will contribute towards a, b, and c.

Examples of things which may be relevant to include are:

  • We have an equality and diversity policy. We ensure our staff receive equalities and diversity training. We actively encourage and support all sectors of the community including those having protected characteristics to take part in this project.

  • We have an open and transparent recruitment and promotion policy.

Documentation to be submitted

You only need to send the same document once over 12 month period. If you have sent us your documents in the last 12 months please tell us the grant type and reference number to which they were attached if possible.

We would appreciate electronic document attachments. If, however, you only have a paper copy please write this in the documentation section and send a paper copy to the grant administrator.

For all applications:

  • Completed Additional Information Form
  • A copy of the 3 quotes / estimates for your proposed works
  • Copy of your most recent audited/independently examined annual accounts

This information will help us to plan and fund areas of work where there are significant gaps and needs. If you need to collect this information from your staff or service users then it is important that you give them a choice as to whether they choose to give this personal information.
