Who Can Apply

The nomination process is open to all Hampshire County Council staff, based on the criteria found in the role profile and person specification for both programmes. Before applying a individual should have had discussions with their manager about their development needs within their current role and this programme should have been identified and stated on their Individual Development Plan (IPP).
Manager/Staff Nomination

A staff member who is interested in the programme will need to meet with their Line Manager (or next level manager) to discuss the criteria and fill out the nomination documentation. A draft version of the form should be completed in advance of meeting with a line manager or grandparent manager. A word document can be found as a link to be used for the draft version, do not use the online application form as a draft as this may update if open for long periods of time and nominations may be lost.
The agreed version of the draft word document can then be copied and pasted into the appropriate sections of the online nomination form. A copy of the word document should be saved for the individuals records. If the manager and individual feel the nomination fits the criteria, the Line Manager should submit the nomination via the electronic nomination form. The closing date for nominations is 30th November 2011.
Via a departmental screening panel each department can nominate 10 individuals (5 Future Leaders and 5 Graduates) to take part in a Development Centre that will take place in February/March 2012.
From this, a maximum of 20 Future Leaders and 20 Graduates reaching a benchmark score will be selected for the programme.
How To Nominate

If you decide you would like to discuss the programme in more detail and put forward a nomination please complete the following documentation with your Line Manager if it is for yourself or with your member of staff if you would like to nominate them. Submit by the closing date of the 30th November 2011. Following submission you will immediately receive a communication thanking you for your nomination and will both receive a unique reference number by email. If you don’t receive this, contact the Hampshire Learning Centre administrator immediately.
Process For Nomination?

Here is an overview of the process and timelines for the nomination process:

1st – 30th November 2011
- Line Manager and member of staff discussion and nomination criteria documentation completed. If individual meets criteria manager fills out nomination form as a word document and then pastes into online form.

By 13th January 2012
- Panel (OD Adviser/Senior member of management team/Business Partner) meet to screen a maximum of 10 candidates (5 Future Leaders and 5 Graduates) for assessment
- DMT presented with list of individuals proposed for Development Centre
- List of nominations and management support for Development Centre sent to Hampshire Own Grown Administrator (HLC)
- At this point the Panel will contact all managers with the screening results.

Week commencing the 23rd January 2012
- Selected individuals invited to Development Centre by HLC
- Department contact those who were unsuccessful and give feedback.

20th Feb - 2nd Mar 2012
- Development centre takes place

Week commencing the 5th March 2012
- Invitations to join programme sent out

May 2012
- Future Leaders and Graduates programme commences
- Those who have not been invited onto the programme will receive a 1-2-1 feedback session
Guidance for Nomination Process
- Read nomination instructions and copy word document application form and paste onto your online form. Follow this process in order to complete the nomination form.
- Individual who wishes to be nominated to use Word document to draft answers. Manager can also draft an application form.
- Individual to meet with manager to discuss and agree final versions of draft nomination forms.
- Manager to copy and paste agreed answers from draft into Achieve Form and submit online. (Please do not leave form on line open for long periods of time following submission of nomination - system could update and nomination may be lost)
- Manager will immediately receive email confirmation of form submission. Individual will receive email confirmation when the application form is processed (within 1 working day of submission). This email confirmation will contain a unique reference number which must be recorded.
- If you do not receive this following submission of the nomination form, immediately contact Sarah Bourne on 01962 833005.
- Managers of individuals who are nominated will receive notification from department DMT panel with the result of the nominations week commencing 9th January 2012.
- Week commencing the 23rd January successful nominee’s will receive an invite to the Development Centre from Hampshire Learning Centre.
How Many Places Are There?

Each departmental panel will review the departments nominations and nominate 10 individuals (5 Future Leaders and 5 Graduates) to take part in a Development Centre.
From this, 20 Future Leaders and 20 Graduates from Hampshire County Council will be selected for the programme.
What Will The Assessment Involve

Once the maximum of 10 nominations have been agreed for each department, the individuals will be invited to attend a Development Centre. You will be invited to one interview and one group exercise.
- February - March 2012
The Development Centre allows individuals to demonstrate skills that align to the nomination criteria.
The development centre will take the form of:
- 10 minute presentation based on a question given in advance of the Development Centre
- Interview based on the nomination criteria
- Group problem solving exercise
(There will be an opportunity to ask questions following your interview, this will take place with the Project Manager and not during the interviews.)
