What Will The Programme Contain?
The programme consists of four modules for both Future Leaders and Graduates programmes and are divided as follows:

Future Leader and Graduate Module 1: Working with Emotional Intelligence
In organizations, real power and energy is generated through relationships. The patterns of relationships and the capacities to form them are more important than tasks, functions, roles and positions. | ||

Both Future Leaders and Graduates follow the same programme. Two days devoted to Emotional Intelligence gives the participants the opportunity to understand what Emotional Intelligence is, how it works and how it can be used to ensure effective working with all colleagues.
This module supports the following Management and Leadership competencies:
Business and Services
Developing Capacity
Aims:
To increase self-awareness and confidence in working with others by exploring emotional intelligence.
Explore potential for building strong, effective working relationships
Understand how, using emotional intelligence, we might increase our effectiveness whilst managing our personal emotions and resilience
Understand more about the impact we have on others and others have on us.
Learn how to understand another perspective
Consider and discuss how to build trust in relationships.
Consider the management and organisational behaviour that contributes to the emotional climate
To agree actions (individually and as a group) to enhance the emotional climate of Hampshire County Council.
Utilise EI to demonstrate flexibility of approach and adaptability of working practices
Utilise EI to manage conflict and influence colleagues across all levels of the organisation

Future Leaders and Graduates will follow different programmes.
Future Leader Module 2: Leadership for Impact
This module supports the following Management and Leadership competencies:
Vision and Direction
Developing Capacity
The purpose of this module is to develop capabilities that will enable participants to demonstrate strategic, organisational and community leadership that has real impact.
Aims:
Identify personal strengths and weaknesses including the impact of your leadership style on others, This builds on the ideas introduced in the EI module by linking leadership style with aspects of emotional intelligence.
Understand the value of, and develop, open collaborative and inventive working practices inside and outside the council.
Identify effective approaches to leadership, the impact this has, and how to measure the impact.
Identify learning opportunities to apply new leadership techniques and the positive impact these behaviours will have in the work environment.
Indentify effective leadership traits and how to demonstrate authentic leadership
Identify your leadership style and how to utilise it effectively
Determine appropriate leadership behaviour when leading in challenging circumstances and times of change
Understand the differences between leadership and management and how they link to each other.
Leadership (Graduates)
Understanding the qualities of good management and leadership. What makes a good leader and how leadership is demonstrated in the organisation.
Aims:
By the end of this session you will be able to:
Explore ways of adopting the style of leadership you want to be seen as
Look at how leadership works within Hampshire County Council
Identify approaches to raising personal profile in order to be more influential and empowered, to be able to influence without authority (assertiveness)
Understand how to ensure teams work more effectively
Demonstrate the importance of networking to build strong cross departmental relationships
Understand own style of leadership to increase flexibility and identify opportunities to lead proactively
Contextual Management

Future Leader Module 3: Contextual Management
This module supports the following Management and Leadership competencies:
Stakeholders and Partnerships
Political Awareness
The purpose for this module is to demonstrate the differences between strategic thinking versus operational thinking, discussing where an individual is currently working and how that can impact on their role as a manager/leader. The module takes a deeper look at the political aspects of the organisation and demonstrates the importance of Political Intelligence. It also involves looking at key relationships and ways to use political skills to strengthen working relationships. Real life situations are used as case histories and guest speakers will also attend – sharing a wealth of experience and skills. Discovering and experiencing tools and techniques that help to problem solve and develop strategy, this module encourages thinking about what strategy is, how to develop it and why.
Aims:
Enable participants to anticipate and proactively manage their internal and external environment
Develop good strategic awareness of both big and little ‘p’
Promote positive ways of working between Members and Officers, Stakeholders and partners
Develop both Political and political intelligence
Understand more abut the political environment in which we work and ways in which you might influence this.
Graduate Module 3: Local Government in context
The purpose for this module is for individuals to develop a clear understanding of local Government and how this impacts on their day to day working. With guest speakers sharing their experiences, this module gives an opportunity to find out about the process of decision making, why the Council does what it does and the impact of working for a public sector organisation. Looking at political scenarios, talking to Senior Managers who work with Councillors/Members and applying learnt techniques to encourage strategic thinking, this module encourages an individual to know more about the organisation they are working for and the importance of understanding the political context.
Aims:
Understand where power sits by way of individuals, the organisation and the wider context
Appreciate the ways that politics can be applied with integrity/constructively
Understand the fundamentals of strategic thinking
Understand how the political process and environment in which we work impacts on decision making
Gain knowledge as to the perspective from Officers and Members.
Business Transformation

Future Leader Module 4: Change Leadership
This module supports the following management and leadership competencies:
Vision and Direction
Business and Services
The purpose of this module is to give participants an opportunity to look at different ways to lead in a complex and diverse working environment and the impact change can have on the organisation. Enabling them to draw on alternative solutions for established organisation and departmental issues, business transformation will encourage looking at the organisation as whole, using a real life challenge as a case study. This module will enhance the participants ability to develop and transform services continually.
Aims:
To demonstrate to participants how organisational performance needs can be driven by aligning the organisations performance bearing mechanisms (inputs and processes) and how these effect organisational capability and performance.
Raise awareness and improve understanding of Business Transformation and, the key steps required to deliver it.
Identify whats achievable within your own sphere of influence
Gain an appreciation of where Business Transformation has been implemented successfully, across the organisation and externally.
Gain an overview of a selection of performance improvement tools, how and where to deploy them.
Utilise tools and techniques on current Hampshire County Council issues/ case studies and develop action plans to take back to the workplace
Graduate Module 4: Managing Change
This module supports the following management and leadership competencies:
Vision and Direction
Business and Services
The purpose of this module is about developing an understanding of how Business Transformation can affect services, the benefits of Business Transformation to the organisation and how it can be used on a local scale. This module creates awareness of current practice and provides skills and techniques to assist in the development/review/updating of processes and services.
Aims:
To demonstrate to participants how change impacts on organisational performance and how these changes can effect organisational capability and performance.
Have a broader perspective on changes happening within Hampshire County Council
Understand what factors support or hinder change
Appreciate the potential context within which change happens
Influence the change process through more effective engagement with stakeholders
Understand the emotional impact of the change and the psychological transitions people go through
Create a compelling vision to engage others in a change
RADICAL project working groups
This is an opportunity to gain breadth of knowledge about the organisation in which you work and understand more about corporate initiatives, programmes and find out more about HCCs' many partners.
RADICAL projects are a major element of the programme, that give the opportunity to work in cross departmental groups on challenges set by CMT. The issues are big, real and complex in nature, so in order to achieve the desired outcomes it is crucial to work together, share best practice and implement learnings from the modules of the programme.
The projects can assist in increasing your network of contacts across the organisation, whilst encouraging you to consider new and innovative ways of thinking and working. It is challenging in nature by way of time and complexity, but gives a real taster of the types of challenges faced by CMT.
