Accessibility


Julie Howell

Julie Howell

Julie is the Digital Policy Development Manager at the Royal National Institute of the Blind (RNIB).  She works with policy makers, information architects, manufacturers and software designers, businesses across all sectors and government agencies to ensure that digital information products and services are accessible to disabled people.  Julie was a founder member of the NHS Care Record Development Board, working to ensure that the forthcoming NHS National Care Records Service is accessible to disabled people.  She is a member of the NHS Direct New Media Committee. In 2005, Julie assumed the role of Technical Author on a new BSI specification for accessible website design (due for publication 8/3/06).  Julie is the current holder of the New Media Age Effectiveness Award for ‘The Greatest Individual Contribution to New Media’.


Léonie Watson

Leonie Watson

Léonie leads the Accessibility Research Programme at Nomensa, pioneering accessible design technology for the Internet. Drawing upon her skills in accessibility research, trained expertise in IT computing, and personal experience as a blind user, Léonie plays a key role in making the Internet an environment open to everyone regardless of their ability.  Léonie is a board member of the British Computer Association of the Blind, and is Chair for the Usability and Accessibility Working Group for the BWDMA.

Jon Cole

Jon Cole

Jon Cole is the Senior Communications Manager, Health Technology Assessment programme, University of Southampton

Jon has been working for the University of Southampton for six years, although he initially trained as a journalist, and previously worked for a publishing company where he became involved with both web site content and site creation.

In his current role he manages the communications activities for the NHS Health Technology Assessment (HTA) programme which is based at the University of Southampton.  The HTA programme ensures that high quality research information on the effectiveness of healthcare treatments and tests is produced in the most efficient way for those who use, manage and work in the NHS.  Jon's remit is to ensure that this information is effectively communicated via their web site (www.ncchta.org), publications, the media, and email services to all thier audiences.

Cheryl Rickman is founder and director of WebCritique.co.uk - a website copywriting, usability and marketing company, where she specialises in website analysis, copywriting, content provision and online marketing.  Much of Cheryl’s work involves reviewing websites and making recommendations to improve each variable, from the message and design to ease of use and content.

Cheryl is author of 111 winning ways to promote your website successfully and 127 insider ideas on creating a winning website, has over 150 articles published and regularly contributes front cover interviews with leading entrepreneurs to Better Business Magazine.

Cheryl is also a Wired Wessex trainer and helps delegates to learn how to improve their websites and online marketing efforts.  She offers her expert knowledge, gained from years of research, writing and online marketing, to help others succeed online and is currently writing a book on small business.

Malcolm Crabtree


Malcolm Crabtree

Malcolm Crabtree is Managing Director of Leckford Estate, the Waitrose Farm near Stockbridge in the Test Valley. The Estate is a diversified food, farming, property and leisure business employing some 180 staff.  Malcolm lives and works in the countryside and is heavily involved in rural issues as Chairman of the HEP Rural Economy Task Group and a governor of Sparsholt College and Test Valley School, Stockbridge.

His only claim to fame on the IT front is that he was one of the first Agricultural Advisers to use computers on farm when he worked for the Agricultural Development and Advisory Service(part of MAFF) in the South West of England.  He worked for the organisation in various roles for almost 20 years culminating in Regional Manager for Advisory Services in the Midlands and Western Region before joining the John Lewis Partnership at Leckford Estate in 1992.

Malcolm Roberts

Malcolm Roberts is IT Development Coordinator for Age Concern Hampshire. Malcolm served a long and notable career in the Royal Navy working his way up to Charge Chief Weapon Engineering Artificer after serving on several ships and shore establishments. During the last five years of service at HMS Collingwood he was instructing Artificers in their final year of training Computer Philosophy and Software Programme writing relevant to Ferranti FM 1600 mainframe computers.

On leaving the Navy he took up an appointment with Ministry of Defence in a variety of posts including being responsible for the re-design and refurbishment of Royal Air Force Air Traffic Control towers and Writing Guidance Information to enable other M o D Contractors to fit Computer, Communication, Radar and Sonar equipment enhancements to Royal Navy Type 22 Frigates

Councillor Rod Baulk

Councillor Rod Baulk

Cllr Rod Baulk is the Conservative Member of Hampshire County Council for Farnborough North and has been a councillor since July 2001.  He is Hampshire County Council's e-Government champion and an enthusiastic supporter of the Silver Surfers campaign in Hampshire. He is a formidable campaigner on local issues and Champions IT on the Council.

Currently Rod is serving on four committees, for employment in Hampshire, the fire and rescue authority, policy resources and scrutiny, and the buildings, land and procurement panel.

He is married with two daughters.

Stephen Lawrence

Stephen Lawrence

Stephen has been in the Internet and technology businesses for over 10 years in various commercial roles.  He was involved at the early stages of the Telegraph online before moving to the start-up company that brought Symantec to the UK.  Stephen was with Cable & Wireless for five years in various leadership roles before joining the e-Government Unit in May 2003.  Stephen heads the Solutions Group in the e-Delivery Team of the eGovernment Unit, within the Cabinet Office.  He is a member of the Government Connect Programme Board and Sponsoring Group.  Stephen is accountable for driving the take-up, and adoption, of the Government Gateway plus the associated Common Infrastructure services by the public sector.

Recreation and Tourism


Andrew Bateman

Andrew Bateman

Andrew is Tourism Manager for Hampshire County Council.  Since joining the county council in 1998, he has been responsible for a wide range of tourism marketing and development projects, many in partnership with Hampshire’s military heritage sector.  Ensuring that Hampshire’s tourism product can capitalise from the huge potential that web based marketing presents is also a key focus.

A graduate from the University of Wales College Swansea in Geography and holder of a postgraduate diploma in tourism from Strathclyde University, he has spent the whole of his career to date in tourism.  This has also included spells in private sector tourism consultancy, event management, and as a scuba diving guide and instructor in the Red Sea and Thailand.

Andrew gained an MBA in 2005 and in his spare time likes to take advantage of Hampshire’s great country and water based leisure opportunities.

Patrick Murray

Pat Murray

Pat is the New Media and e-Commerce Manager at Tourism South East.  Pat joined the organisation in 2004 taking on responsibility for the management and delivery of the regional tourism websites, including the consumer website www.visitsoutheastengland.com.  Pat works with a wide range of partners from county and district councils to Visit Britain to promote the South East of England as a must visit destination.

Before taking up a career in e-tourism Pat worked for 23 years at the Ordnance Survey initially as a cartographer and later transferring to the marketing team to product manage and market digital map data.  Latterly Pat was responsible for the management of the Ordnance Survey’s On-Line Leisure Map Shop introducing new consumer mapping solutions including OS Select, an on-line print-on-demand mapping service for the general public.

In his spare time Pat works with a local New Forest Sea Scout group, project managing the planning and fund raising for a new Scout HQ and water activities community centre at Testwood Lakes in Totton.

Phil Burner

Phil Burner

Phil Burner is Web Content Editor for Newsquest Hampshire.  Phil joined The Daily Echo in 1968 working in the darkroom, within a few years he became a staff photographer and from 1993 to 1997 Picture Editor.  Remaining with the company he then took on the role of implementing digital archiving across the newspaper group, this developed into the role of Web Content Editor.

He oversaw the development, design, and introduction of Newscom's sites across the south west - around eleven newspaper portal sites and many more bolt-ons.  Through company restructuring Phil now manages the Hampshire sites under the "This is" banner with particular emphasis on the flagship site www.thisissouthampton.co.uk.  This is Hampshire receives around 900,000 page impressions per month.


Lisbeth Rake

Lisbeth Rake

Lisbeth Rake taught English and Drama in Hampshire secondary schools until her retirement in 1999. She is now the Education Correspondent for the Hampshire Chronicle and writes the weekly Hampshire Chronicle Education page.

Lisbeth uses university, college and school websites frequently in her work and has helped judge this category in the paper’s annual Community Newsletter Awards Competition.





Martyn Wilson

Martyn Wilson

Martyn was a teacher for nineteen years. He began teaching science in a Secondary school which became a Middle school. He then transferred to a Grammar school which became a Comprehensive school. Whilst completing the school timetable one summer he discovered that he could not fit anyone in to teach a new subject called Computer Studies and decided that he would try himself. This led to him becoming the coordinator for this new subject which developed over the years into ICT and became pervasive throughout all parts of school life.

He became an Advisor and Inspector for Hampshire County Council in 1990 and has enjoyed the job ever since. He works both in Primary, Secondary and Special schools although he is still intimidated by four and five year olds! He believes in the power of ICT to transform learning and feels that we need to ensure pupils learn to use the whole range of ICT tools properly.

Kim Longley

Kim Longley

Kim became Web Administrator at Wired Wessex three years ago when she was responsible for implementing a complete overhaul of the company website.  With a good knowledge of the site and the needs of the subscriber companies using it, she set up new systems to help users get the most out of a truly interactive site, resulting in an increase in subscribers from 350 to nearly 700 local businesses.

Networking with businesses and community representatives at Wired Wessex events has given Kim a good knowledge of websites and the needs of web/internet users.  Kim is also now responsible for managing the Hampshire Broadband website which provides advice and information on broadband services to home and business users.

Howard Gerlis

Howard Gerlis

Howard is currently the chairman, and founder member, of the British Computer Society Internet Specialist Group and is the chairman of the BCS Specialist Groups Assembly, in addition to holding other roles in the Society.

The British Computer Society (BCS) is the only Chartered Engineering Institution for Information Systems Engineering. With over 38,000 members world-wide, the BCS is the leading professional and learned Society in the field of computers and information systems.

His career, since graduating from the University of Westminster in 1976, has been entirely in the field of commercial computing and he has a background of projects in computers and Information Systems at both the strategic, and technical, levels.  In 1993 Howard set up Andor Information Technology Ltd an IT services company based in London.

Howard has written for various publications, including Computer Weekly and Computing magazine of which, he was a consultant editor, plus he has written several papers and has been a presenter at various IT seminars.

Town or Parish Council



Councillor Jackie Porter

Jackie Porter

This is the third year that Jackie Porter has judged this category.  She was a Parish Councillor for ten years, and whilst a City Councillor, took part in a review of Community based websites countrywide.  Her current role as County Councillor with ten parishes in the division gives her a good idea of the ways in which communities are served by websites.  She hopes that this experience will inform her decision in this year’s judging.

Dr. Jon Rimmer

Dr. Jon Rimmer

Jon Rimmer is a Research Fellow in the School of Cognitive and Computing Sciences at the University of Sussex in Brighton. As well as a researcher, he is a lecturer and industry consultant in the field of usability.

Usability strives to make products easier to learn and remember, more efficient to use, more reliable to use and of course be a satisfying experience. His interests are in the techniques employed to ensure that the end user is at the centre of the design process from the start of any project.  For more information can be found on Jon's University homepage.
