Advisory 20mph for Tempest Avenue in Cowplain

Measures aimed at encouraging motorists to drive at an appropriate speed and in consideration and awareness of the local environment are set to be installed on Tempest Avenue in Cowplain.
During the school Easter holidays, Hampshire County Council will be introducing a part time advisory 20mph restriction in the vicinity of the school in line with the Casualty Reduction Partnership (CRP) recommendations. This will be supported with some measures to highlight the crossing point near Cornelius Drive. These measures will serve to encourage motorists to display appropriate behaviour.
Hampshire County Council's Director of Economy, Transport and Environment, said: 'The tragic death, in December, of lollipop man Ray Elsmore, is still fresh in our minds and a cause of great sadness. The circumstances leading to his death remain the subject of a police investigation but it is thought that the current road layout is not considered to have been a contributory factor."
He continued: "As with any incident that results in a fatality or potentially fatal injury on the highway, the CRP, that involves officers from the County and Borough Council and the Police, reviews the circumstances of the incident and the injury accident record for a road. Prior to the incident in December, the injury accident record for this stretch of road was low and it would not usually qualify for additional measures. The CRP felt that some improvements would be beneficial however, to heighten awareness of the crossing point to all road users and pedestrians, and to encourage responsible road safety behaviour by all."
He also reminded people of the need to be vigilant when they are out on the road. "Everyday there are County Council staff working on roads across Hampshire, carrying out maintenance or helping school children get safely across the road. I would urge all road users and pedestrians to have a high regard for safety, when they are out and about around the county. If, as drivers and cyclists, we are mindful of speed limits and are watchful when approaching a crossing or bus stop, for example, we will be helping to ensure the safety of others."
