County Council push for completion at Winchester Hill

Hampshire County Council is pressing the Abbotswood developers to complete the highway improvement works on Romsey's Cupernham Lane/Winchester Hill Junction to install traffic signals following further delays.
Councillor Sean Woodward, Executive Member for Economy Transport and Environment at Hampshire County Council, said: "The roadworks being carried out by the Abbotswood development are again falling behind schedule due to problems with their drainage design, conflicts with underground services and the performance of some service companies. We have been advised that they will not manage to finish them until late July.
"This is a completely unsatisfactory situation for the residents of Romsey and we are again pressing them to improve their performance and to complete the works as soon as possible.
"In addition to concerns over the time it is taking to complete these works we have reservations about the adequacy of the retaining wall that they have designed and constructed and are looking at ways to resolve these issues without causing further delays to the project. If any remedial works are deemed necessary these will be carried out at a later date to prevent further delays and will be at the developer's expense.
"We continue to do everything we can to bring about completion of the works as soon as possible so that the temporary traffic lights can be removed and the disruption and inconvenience they cause to residents and motorists can be brought to an end."
Winchester Hill will be clear for the Romsey Show.
The junction works are necessary as part of the Abbottswood Major Development Area (MDA) planning conditions and are being funded and implemented by the Abbottswood Consortium under licence from Hampshire County Council.
The scheme is part of a package of measures designed to manage the impact of additional traffic from the Abbottswood development which should benefit all road users in Romsey by helping to maintain the flow of traffic through the area.
