About the Health and Wellbeing Board

The Health and Social Care Act 2012 required the County Council to establish a Health and Wellbeing Board. The Board will improve the lives of local people by making it easier for health, adults and children’s social care and wellbeing services to plan and buy better services together.

The Board covers the same geographic area as Hampshire County Council. This does not include Southampton, Isle of Wight or Portsmouth.

The Board is responsible for undertaking a Joint Strategic Needs Assessment (JSNA). This will address the needs of local people so that their health and wellbeing is improved. The Board is also responsible for developing a joint Health and Wellbeing Strategy for Hampshire, based on the findings of the JSNA, which will explain how healthcare, health improvement and social care services will work to improve everyone’s health and wellbeing.

The Health and Wellbeing Board is a committee of the County Council and it meets in public.

Function

What does the Board do?

The Board provides the key focus for promoting the health and wellbeing of those who live, work and visit Hampshire. It brings together leaders from the County Council, NHS and District and Borough Councils to develop a shared understanding of local needs, priorities and service developments.

They are responsible for ensuring that the Joint Strategic Needs Assessment is developed. The Needs Assessment will contain information about the needs of local people that require addressing so that their health and wellbeing is improved.

The Board is also responsible for producing a Joint Health and Wellbeing Strategy that explains how healthcare, health improvement and social care services will be changed to improve everyone’s health and wellbeing. Member organisations of the Board will work closely together to purchase services that will ensure the required improvements take place.

How will the Board develop the Joint Health and Wellbeing Strategy?

A draft joint Health and Wellbeing Strategy for Hampshire has been written by the Health and Wellbeing Shadow Board, which outlines how partners will work together to improve people’s health and wellbeing, by providing health and social care, treatment and support that meets the current and future needs of Hampshire residents. Four priority areas have been identified  which partners will work on together.

The health and wellbeing issues and challenges for Hampshire have been identified through information that has been collected for a report called the Joint Strategic Needs Assessment (JSNA), which tell us what we need to plan for, how we are doing compared to other parts of the country and what we need to improve.

The four priority areas identified are:

  • Starting well – supporting every child in Hampshire to thrive and achieve their full potential
  • Healthy choices – creating the right conditions so that everyone has the opportunity to make informed choices about their own health and wellbeing
  • Living well, ageing well – empowering people to live well with a disability and enabling all adults and older people to be healthier for longer and able to live full lives.
  • Healthy communities – developing resilient communities to address differences in health outcomes and improve quality of life for everyone.

A public consultation was held in 2012 asking for views on the four priority areas.
