The HPSN2 partnership procurement project has come to a successful conclusion with Virgin Media announced as the supplier of the new telecommunications network framework contract for Hampshire and the Isle of Wight. See Press Release re contract signing.
Sixteen Hampshire and Isle of Wight (HIOW) local authority partners have signed a landmark agreement to jointly procure a network to replace the current HPSN.
This agreement can also be used in the future as the vehicle to run joint partnership-wide projects.
The new HPSN2 service will be based on a set of core requirements that meet the needs of all the partners, but that enables them to contract directly with the supplier.
This differs from the current HPSN service, which is managed by Hampshire County Council on behalf of the partners.
With HPSN2, each partner will be able to select the bundle of services they need from a catalogue to meet their needs, large or small.
HPSN2 benefits
Building on the foundation of the existing HPSN Service, HPSN2 will offer improved data, voice and service networks for major partners and affordable solutions for town & parish councils and up to 800 schools:
- Greater value for money and significant economies of scale
- Cheaper commodity items, such as call minutes and infrastructure
- Increased network capacity, better quality voice services and faster connections
- Common infrastructure for shared services and applications
- Shared technology solutions, resilient lines, improved security and mobile data
- Connectivity to partner data, Government Connect and other public services
- Joint value added services eg directories, authentication, disaster recovery
- Solving new challenges together, eg security, Services for young people
