Hampshire Local Area Agreement 2008-11
The Hampshire Local Area Agreement (LAA) 2008-11 has been approved by the County Council, as the responsible body and the Secretary of State for Communities Local Government. This three-year agreement between local partners and central government describes the priorities and targets for the area.

Delivery agreement
Each statutory LAA partner has been asked to sign a delivery agreement which sets out the expected commitments to meet the statutory duty to have regard to the LAA targets.

Governance
The LAA is led by the new Hampshire Senate and managed by the LAA Executive Group. Performance arrangements are to be agreed by the Executive and will be included on this website in due course.

Local Public Service Agreement 2
The County Council and partners also have a current LPSA2 agreement with Government which runs from 2006-9. This was integrated with the previous LAA. Whilst the previous LAA has been superceded by the LAA for 2008-11, the LPSA2 agreement remains in place.
Sustainable Community Strategy
The LAA is based on the Hampshire Sustainable Community Strategy.
Future performance reward
The LAA will also have performance reward linked to the achievement of targets. The Government have recently published ‘guidance on the new model to calculate Performance Reward Grant relating to the LAA’.
Year 1 Refresh of the LAA
The negotiations on the Year 1 refresh of the LAA have now been concluded and a summary of the final submission is awaiting Ministerial sign-off. An updated LAA guide will be circulated to Partners in due course following this sign-off.
National performance framework
The LAA is part of a wider performance framework based on the National Indicator set.
Multi-area agreement
A number of partners involved in the preparation of the Hampshire LAA have also worked together through the Partnership for Urban South Hampshire (PUSH) to prepare a voluntary Multi-Area Agreement (MAA) covering the urban south of Hampshire.

South Hampshire is a Government designated 'New Growth Point' and a 'Diamond for Investment and Growth" identified in the Regional Economic Strategy. This MAA supports the priorities in the Hampshire LAA and specifically addresses the implications and pre-conditions for appropriate growth by focusing on the enabling measures required from Government relating to skills, transport and infrastructure. MAAs are one example of cross-boundary working which is important to achieving mutual objectives with wider partners.
