The Hampshire Drug & Alcohol Action Team (DAAT) are working with stakeholders, partners, providers and other professionals who wish to know more about the DAAT and local drug and alcohol strategies. We provide general information to develop knowledge and increase awareness on local services as well as advice on provision within the criminal justice system.

Criminal justice

The Hampshire Integrated Offender Management Service is responsible for the co-ordination and management of a range of support services designed to help those within criminal justice services to reduce their offending and drug and alcohol dependency. They will also advise on access to housing services, education, training and employment and a range of additional ‘wrap around’ services.

Teams will be located across Hampshire and IOW, staffed by Probation, Police, and third sector organisations (within HCC area this will be the Society of St James using partner and other agency sites to provide client access.

What is Integrated Offender Management (IOM)?

IOM is primarily a crime reduction initiative to reduce crime and reoffending by a more intensive case management approach and will provide support for those with drug and alcohol dependency linked to their offending behaviour. It aims to provide the right interventions to the right individuals at the right time through ‘Breaking the Cycle’ of their offending behaviour. The services will address individual needs including health, education, employment opportunities, housing, drug, alcohol and parenting skills programmes.

Once agreed by the relevant agencies, a single plan for supervision will be produced, with a designated lead agency to provide offender management. The plan will vary according to the needs of the individual.

Who is the service aimed at?

It will focus on repeat offenders who meet a specific criteria or pattern of behaviour and will include a focus on designated drug and alcohol related offending. The aim is to stop their offending behaviour, therefore reduce crime in order to benefit the individual and our communities.

It will also work with the Youth Offending Teams to continue interventions for some individuals within the Deter Young Offender scheme.

What happens if offenders don’t engage?

Information about an offender will be shared across agencies, and anyone who does not wish to engage but continues offending will be brought to notice more quickly.
