The officers generally give advice and issue warnings first, but where appropriate they will issue fixed penalty notices for behaviour that causes injury, alarm and distress to another person or damage to another person's property. Also for littering, fly-tipping, graffiti and cycling on a footpath. (See our Enforcement Policy).

Fixed penalty notices allow the offender to avoid prosecution in court by payment of stated amound within 14 days of the offence. Failure to pay the fixed penalty will normally result in proceedings being taken. The offender will then be liable to a maximum fine of up to £2,500, depending on the offence.

If you are issued with a notice no proceedings will be taken for the offence before the expiration of FOURTEEN DAYS following the date of the Notice. Unless you pay the fixed penalty within fourteen days you will be liable for prosecution.

Payments should be made at the earliest opportunity and may be made:-

  1. By cheque/postal order. Make your cheque or postal order payable to Hampshire County Council, complete, sign and date it. Send your cheque with the tear-off part of the notice to the address shown on the notice.

  2. Credit/Debit Card Payment. Telephone 01962 847973 and quote the FPN Number on your notice.

  3. In cash. Present the Notice with your cash to the Treasurers Department at Hampshire County Council, The Castle, High Street, Winchester, Hampshire SO23 8UB.
