This is an opportunity for Chairs and aspiring Chairs to develop their leadership skills, with a focus on school improvement outcomes. The framework provides a sound basis for effective governance.
This development programme is modular, consisting of three units. Each unit will take around 17 hours to complete.
The programme aims to act as a catalyst for change by providing access to an online diagnostic to guide your development. Following this, each unit consists of the following:

Candidates can complete the entire programme, or individual units if required. It should be possible to complete the programme of three units in a single academic year.
We will encourage candidates to work closely with other governors throughout their development training and to understand that the ultimate measure of the effectiveness of their training is the impact it has on improving school performance.
Hampshire County Council is the lead authority for license on behalf of the South East Coordinators of Governor Services (SECOGS). We are licensed to deliver the Development Programme for Chairs and Aspiring Chairs on behalf of the National College for School Leadership in conjunction with our delivery partners.
We work extensively with governing bodies at schools in all phases supporting improvement in governance and leadership. Through this work we have gained a deep understanding of the wide variety of contexts in which governing bodies operate, and the challenges that chairs face. We see this programme as an opportunity for chairs of governors to work beyond their own organisations and build their leadership role though practical engagement with others.
The partnership has a reach of over 1,700 schools and 24,000 governors across the region, with extensive experience of delivering advice and training to governing bodies of all school types.

Our partners have an extensive understanding of governors, and of the challenges faced by chairs of governors in developing themselves as effective leaders of strong teams. This knowledge is based on regular customer engagement across a variety of school improvement activities including working extensively with temporary governing bodies, schools in challenging circumstances, Interim Executive Boards, local governor associations, training, clerking and advisory services.

We need to know when things go wrong, so we can learn from our mistakes.
We welcome suggestions about how we run our service.
We have a formal complaints procedure.
Could we do better?
We welcome comments about how we run our service. Your views help us to improve our performance and recognise your particular needs. So if you think we could do better, we want to hear from you. Complaints are dealt with in confidence. We will act on what you tell us, but will not identify you or give details of what you say without your consent unless required to do so by legislation.
We also like to have your suggestions for improving our service as well as hearing from you when you think we did something well or something in particular impressed you. You can either telephone, write, send us an e-mail or use the electronic Suggestions, complaints or compliments form We acknowledge suggestions within 5 working days and respond in full within 20 working days.
Complaints procedure
Our complaints procedure is aimed at making sure we properly look into your complaint and give you a considered response.
Stage one
Talking with the course facilitator will usually resolve any problems you may have on the programme, so the first thing we ask you to do is to raise the matter with them. We hope they will be able to put things right straight away, or explain why they are unable to do so.
Stage two
If you do not want to contact the facilitator to discuss the issue or you do not feel your concerns have been properly addressed you should contact us as the license holder. We will respond within five days and seek to make a full response within twenty days.
Stage three
We hope that you will be satisfied with that response. If not, you can ask the National College to consider your complaint using their complaints process which can be accessed via their web-site.
How do I make a complaint?
You can raise your complaint by email: county.governor.services@hants.gov.uk or telephone us on 01962 845706. You can also complete the electronic complaints form. Once completed it will be mailed automatically to us. You can write to us at: Hampshire Governor Services, Children's Services Department, The Castle, Winchester, SO23 8UG
What happens and how long will it take?
We will acknowledge your complaint within 5 working days and let you know the outcome of our investigations within 20 working days. If we need further time to make a full response to your complaint we will let you know within 20 working days with an estimate of when you can expect a reply.
Putting things right
If we get something wrong, we will do our best to put it right. We will review our policy and procedures to try to stop it happening again. We will admit our mistakes and offer a full apology.

Where the report highlights service delivery problems we use this information to make changes.
