The County Council is currently preparing a number of Surface Water Management Plans (SWMP). A SWMP outlines the surface water management strategy in a district. It takes into account the risks posed by surface water flooding, including agreement about who will do what to better manage these risks. It also sets out what will be done and when and identifies how it will be paid for.

Work on the SWMPs (and also the Preliminary Flood Risk Assessment) is being co-ordinated by a steering group . The steering group includes representatives from the districts and other partners. Portsmouth, Southampton and the Isle of Wight Lead Local Flood Authorities are also preparing SWMPs.
A draft of the first SWMPs (Eastleigh and Rushmoor) will be published in early 2013 with the others to follow during 2013. Once these first plans are complete a broader programme will follow, so we will have complete countywide coverage by 2015.
It is likely that the documents will be continually updated as living flood management toolkits. They will help us understand what flood management prevention measures are successful.

The draft documents will be subject to public consultation during February and early March 2013. Further details on how you can have your say on these draft documents are set out in the individual district tabs below.
The draft Surface Water Management Plan for Eastleigh focuses on surface water flood risk in the borough. It describes the significant features which can impact on surface water flood risk.
It assesses historic data on surface water flood events in Eastleigh and uses Defra / Environment Agency mapping data and projections to determine likely future flood risk taking into account the impacts of climate change.
This data is described and assessed by Parish (including the un-parished area of Eastleigh town itself) looking at each area’s susceptibility to flooding based on information from past flood events and the likelihood of future flooding based on national modelling data.
This allows a hierarchy of flood risk in the borough to be identified along with surface water flooding ‘hotspots’ where further, more detailed work may be required into the causes of, and possible responses to, flood risk.
It highlights what solutions may be required to manage flood risk in those ‘hotspot’ areas and where further investigation is recommended.
Some flood risk management responses are proposed in the document covering a range of areas including effective communication, policy responses and physical works.
Ultimately the aim of identifying hotspots is to bring these areas to the attention of all parties who may be able to influence and reduce flood risk.
