The purpose of this grant is to develop and secure new or additional early education places for two year olds who have a disability, special needs or are from lower income households in Hampshire.

The Hampshire corporate grant process will be followed and applicants will be required to submit a Grant Application Form together with any other required documents as outlined in the guidance notes and application pack.

Applications received after the deadline for application or incomplete applications will be disqualified. Grant approvals will be notified by email where possible.
Proposals must show clearly where and when spending will occur.
Any application for projects must demostrate they will be completed 31 March 2016.

New or existing registered early years and childcare providers (providers are considered those that deliver the full Early Years Foundation Stage) in the private, voluntary and independent sector, together with schools and academies, that are committed to delivering services to meet the long term 2 year old childcare needs within the local authority and community which they serve and identify projects that will:

Where there are competing applications for the limited funding, priority will be given to those applications that:
All grant awards will be subject to a revenue grant agreement and grants in excess of £5000 will be subject to clawback conditions and legal charge established where appropriate.
Proposals should contain evidence of value for money, ideally including evidence of funding sought from other sources and development of a fundraising strategy (if necessary and applicable). There is only limited funding and grants will only be given to settings who show a clear need for financial assistance.
Please note: whilst there is no specified or required funding contribution for projects, there is an expectation that applicants can demonstrate an allocation of their own funds or resources towards projects.
Grants are generally a contribution to core costs or service/project costs. We may expect your organisation to secure additional funding from other sources, to contribute to the costs in kind (through volunteer time, for example), or both. In the current financial climate it is most essential that projects or organisations applying for funding are able to demonstrate a direct and demonstrable, cost effective impact on the criteria outlined above.
Organisations already commissioned for the same works/activity via a contract or grant agreement from Hampshire County Council
Services provided solely within the unitary authority areas of Portsmouth City Council, Isle of Wight, Southampton City Council or outside Hampshire, which do not support children and young people living in Hampshire.
