Supporting Troubled Families Innovation Grant 2013/14

Hampshire County Council is inviting applications for innovative, county wide approaches to support families with multiple problems as part of Hampshire’s Supporting (Troubled) Families Programme.

The Supporting (Troubled) Families Programme in Hampshire is a significant three year programme with the ambition to make lasting positive changes to the lives of some of the most vulnerable families and communities across Hampshire.

The programme aims to work with at least 1,590 families who cause high costs to the public purse and have problems relating to:

Families identified under the Supporting (Troubled) Families Programme often have underlying health problems such as Mental Health Problems, Drug and Alcohol misuse or Health problems caused by domestic abuse.

The programme has established eleven Local Coordination Groups (LCG’s) to design and deliver the programme locally across the County. Funding has been made available to LCG’s to support the delivery of services to families at the local level.

The programme is also separately commissioning Transform, an Intensive Family Support Service, to provide intensive support for families with multiple and complex needs.

In addition to the LCG and Transform funding, Hampshire County Council has established this grant programme to fund additional innovative approaches to support families with multiple problems across parts of or the whole of Hampshire. Applications covering parts of Hampshire will need to demonstrate that the services will be offered across more then one District Council area.

When to apply?

The scheme will open 1 February 2014 and close on 28 February 2014.

The grant will be available to fund projects up until 31 March 2015.

Applications received after the deadline for application or incomplete applications will be disqualified. Grant approvals will be confirmed by email.

Proposals must show clearly where spending will occur.

Grant criteria and eligibility

Applications can be made by voluntary, community and not for profit organisations which include:

Consortia or partnerships made up of these groups are also able to apply.

While organisations do not need to be a registered charity to apply for funding, organisation must have a written governing document which provides details of aims, objectives and methods of working (for example, a constitution, set of rules or trust deed) and the organisations bank account.

Voluntary and community organisations must have at least three unrelated people on their governing body, management committee or board of directors.

Organisations should be open to all members of the community with interests relevant to publicly stated aims.

Voluntary organisations with an annual income exceeding £5,000 must be, or undertake to be registered under the Charities Act 1993.

Who we can’t fund

Hampshire County Council’s standard grant conditions stipulate that the following are not able to apply for grant funding:

If an organisation is in any doubt as to whether its project qualifies enquiries should be made to the STFP central support team.

All applicants requesting a grant of £10,000 or above should contact the STFP central support team (troubled.families@hants.gov.uk) to discuss their proposal prior to submission.

What type of projects/initiatives are covered by the scheme?

Applications can be made for offering new and innovative services, across parts or the whole of Hampshire, to families with multiple problems who are considered to be a high cost to the public purse, but do not necessarily meet the strict DCLG funding criteria of the Supporting (Troubled) Families Programme.

Applications need to demonstrate how the proposed services complement county wide services that are being delivered as part of Hampshire’s Supporting (Troubled) Families Programme (STFP) and how they contribute and improve the identified public health outcomes and priorities.

How will applications be assessed?

The applications will be circulated to the STFP central support team and other Officers of the council as appropriate for comment and consideration of the grant application. Senior Responsible Officers and local coordination groups will be made aware of the application and invited to comment to assist the grant assessment. The application will then be assessed for award at the Supporting Troubled Families Programme Grant Panel.

Following the grant panel meetings, recommendations for applications £5,000 and over will be made to the Executive Lead Member Communities and External Affairs. The Council will inform applicants regarding the outcome of their application no later than 10 working days after the decision day.

All grants awarded will be reported to the Executive Lead member at a scheduled meeting.

Financial issues

The total available grant funding for 2014/15 is expected to be £60,000.

Individual applications can be for up to £30,000 per annum, any bids exceeding £30,000 will not be considered.

Organisations will not normally be eligible for grants where they hold unallocated reserves in excess of one year's running costs, or where it is judged that these reserves are unreasonably in excess of what is required or not allocated for legitimate purposes.

The Supporting Troubled Families Innovation Programme has adopted the Charity Commission’s reserves policy in this respect. The Charity Commission’s definition of reserve is:

Income funds that are freely available for its general (unrestricted) purposes. "Reserves" are therefore the resources the organisation has or can make available to spend, for any or all of the charity's purposes, once it has met its commitments and covered its other planned expenditure. It is not yet spent, committed or designated.

Grants are generally a contribution to core costs or service/project costs. Hampshire County Council expects organisations to secure additional funding from other sources, to contribute to the costs in kind (through volunteer time, for example), or both.

Applications from organisations who have been funded through grants streams from Hampshire County Council can be considered but they will be assessed on whether it is appropriate to consider this additional funding. This funding cannot be used to duplicate any services that the Hampshire County Council has already funded but where it is demonstrated there is a need to extend or increase capacity for the project/service this may be considered.

Audit and reporting

If successful, organisations will be required to sign a grant agreement and submit targets to inform the Council what they aim to achieve over the duration of the grant period. As targets will depend on the value of grant, Hampshire county Council will agree these with the organisation separately once an award has been agreed.

Successful projects will be required to complete a six month and end of year (or end of grant as appropriate) self monitoring report to demonstrate how the project is being delivered and if the proposed outcomes and targets are being met. Depending on the value of the grant and the nature of the service/activity a review visit may also be arranged by Hampshire County Council.

A local evaluation, overseen by Hampshire County Council programme support team, will seek to appraise the impacts of specific types of interventions and make recommendations for new ways of working in the public sector. Successful projects may be asked to actively engage with this process.
