Investing in services for children and young people

Just under £3million is to be invested in services to support children and young people across Hampshire, subject to approval of the Council's budget for 2013/14.
The grants cover a whole range of support for young children, through play and learn sessions, crèche facilities and parent support work to counselling services for vulnerable children and young people as well as targeted youth support services across the county.
Councillor Roy Perry, Hampshire County Council's Executive Lead Member for Children's Services agreed the package of grants which support a range of organisations offering a wide variety of support for Hampshire's children and young people at his decision day on 23 January, 2013.
More than £1.7million has been pledged through Youth Support Service grants to projects providing targeted support to vulnerable young people across the county together with more universal services accessible through hubs in each district. The targeted support includes projects such as youth counselling services in Basingstoke, a teenage drop-in centre in Eastleigh, a youth cafe project in the New Forest, detached youth work in the Winchester area, and support for young people not in employment, education or training in Rushmoor.
In addition to this just under £900,000 has been pledged through the Children's Services Integrated grant allocations to a wide range of support to children, young people and their families across the county. Schemes benefiting include Home Start projects offering help to families with young children under five, post adoption support to families, support to young carers groups, and support to Traveller children and young families in rural areas. Specific, area-based, targeted projects which have grants earmarked include a teen parent mentoring service in Rushmoor, family support work in Havant, support to families where Domestic Abuse is an issue in Fareham, a youth volunteering project in Basingstoke, outreach work in Bordon, educational support services to young children in Eastleigh, detached work in Hart and counselling work to young people up to the age of 25 in Havant.
These grants and an anticipated allocation of £350,000 for grants under the Young Children's Community Support funding scheme are subject to the approval of the department's budget by the Full Council in February.
The YCCS grants scheme, supports organisations that offer services for young children and their families which complement, but do not duplicate, services to children and their families accessed through the county's children's centres.
At his decision day Councillor Perry did agree to £16,481 from the current year's budget for a range of services including breast feeding support, play and learn sessions, work to promote healthy life-style choices among disadvantaged families in Eastleigh and the New Forest and work with women in Havant to help them break the cycle of domestic abuse for them and their children.
Commenting Councillor Perry said: "I am pleased to agree this extensive grant programme which represents a significant investment on the part of Hampshire County Council into services and support for the county's most vulnerable children, young people and their families. I really do want all children and young people to have the best possible opportunities to thrive and develop. The organisations and services that have been awarded grants, subject to the approval of the budget by the Council next month, have all demonstrated that the support they offer makes a very real difference to the lives of children and their families, improving outcomes for children and young people."
