Highlands Road - Petition Requesting the Relocation of Crossing

Response from Hampshire County Council, February 2013

Thank you for your petition received on 14th January 2013 requesting the relocation of the zebra crossing on Highlands Road, Fareham to a point further south-west towards the doctor's surgery.

I can inform you that the pedestrian facilities in this location are currently being considered as part of the County Council's ‘StreetSense’ project which is associated with Henry Cort Community College off Hillson Drive, as Highlands Road was identified as one of the main routes to that school. For your information, 'StreetSense' is a campaign being launched throughout Hampshire aimed at children, teachers, parents and drivers, to make them more aware of the vulnerability of children near traffic, and to encourage children to concentrate more on good road safety habits such as not using mobile phones or earphones to listen to music when walking or cycling in traffic zones. Alongside the StreetSense awareness campaign, investment is being made in engineering works, where this will be of benefit, and consequently pedestrian facilities on Highlands Road have been identified for possible improvement.

Surveys have already been undertaken to ascertain the locations where pedestrians are crossing in this area. These surveys have indicated that the existing zebra crossing remains well used and is still justified as a controlled crossing point.  However, the surveys also confirmed that there are a significant amount of pedestrian crossing movements in the vicinity of the medical centre.  Therefore, in the circumstances, it is likely that the existing zebra will be retained, but upgraded to enhance it and consideration will also be given to the feasibility of another similar crossing facility outside the medical centre.

A feasibility study is due to be commissioned in the near future with a view to introducing the agreed measures in the 2013/14 financial year.
