The statement forms the basis of the County Council’s procedures for community engagement in the preparation of plans or working on planning applications. It was originally adopted in September 2006, and was subject to amendments in 2010 following the release of new regulations on consultation in plan-making.
Hampshire County Council is in the process of revising its Statement of Community Involvement (SCI) and a new draft is available for consultation for 6 weeks from Monday 13 January 2014 to Monday 24 February 2014. The SCI sets out how Hampshire will involve local communities and interested parties in minerals and waste decision-making. The updates to the SCI reflect recent changes in development management procedures and experiences gained from the preparation of the Hampshire Minerals & Waste Plan.

It is important to note that the adopted statement does not cover the administrative area of our partners (Southampton and Portsmouth City Council and the National Parks Authority’s - New Forest and South Downs). The other Hampshire Authorities have prepared their own statements and developed their own approach to community involvement. Community involvement is an essential element of planning for minerals, waste and County Council development. The local community is seen as anyone who is affected by decisions made by Hampshire County Council in relation to plan-making and on planning for minerals and waste in Hampshire and the County Council’s own development, and includes

• Voluntary and community groups
• Established Residents Associations and Action Groups
• Business, including minerals and waste operators
• District, Parish and Town Councils
• Statutory bodies
• Marginalised communities and groups
