How does Hampshire County Council buy?

In line with UK legislation and EU Procurement Directives, the Council has established tendering procedures. Hampshire County Council’s procedures are known as Contract Standing Orders (see The Constitution Part 3).

Tendering Thresholds

  • At or below £25,000
    No formal tendering process is required. The Council will ensure best value by obtaiing at least three written quotations.
  • £25,001 to £99,999
    A tender process will be carried out inviting at least three tenders.
  • £100,000 and over
    A tender process will be carried out inviting at least five tenders.
  • Over EU Threshold
    A procurement procedure will be carried out in accordance with EU Procurement Directives. The opportunity will be advertised as appropriate in the Official Journal of the European Union (OJEU) as well as on the Council's website and other trade journals as appropriate..

Total contract value is calculated on the total spend over the life of the contract. For example, a service contracted for a period of four years, costing £40,000 a year, has a total contract value of £160,000.
