How does Hampshire County Council buy?

In line with government requirements and EU Procurement Directives, the Council has to establish tendering and contracting regulations and procedures. Hampshire County Council’s procedures are known as Contract Standing Orders (see The Constitution Part 3).

Tendering procedures

• At or below £25,000
  No formal tendering process is required. However, always ensure best value by getting at least three written quotations. Check that suppliers and contractors hold the required levels of insurance.
  
• £25,001 to £100,000
  Follow a tendering process, inviting at least three tenders.
  
• Over £100,000
  Follow a full tendering process, inviting at least five tenders.
  
• Over £156,000 (approximate) for supplies and services.£3.927m for works.
  Follow a full tendering procedure in line with EU Procurement Directives. Advertise the procedure in the Official Journal of the European Union (OJEU) as well as in local press and relevant journals.
  

Total value is calculated on the total spend over the life of the contract. For example, a service bought in on a four-year contract at £40,000 a year has a total value of £160,000.

Where are tenders advertised?

• All tenders over £25,000 are advertised on our tendering opportunities webpage or the local press and relevant trade journals where appropriate.
• All tenders above European Union thresholds are advertised in the Official Journal of the European Union (OJEU), local press and relevant trade journals.
• The purchase of social care services is deemed to be a 'Part B' service and not subject to the the full EU Procurement Directives. However, all social care tenders with a value over £200,000 are notified in the Official Journal of the European Union (OJEU).

Are all tenders advertised?

In the majority of cases, all tenders are advertised. However, some tenders are advertised only to those suppliers who have already been through our supplier appraisal process and have joined a register of approved suppliers.
