Hampshire County Council (the Council) is responsible for the design, construction management and maintenance of a comprehensive suite of Built Environment assets, such as highways, buildings and other property. The Council has a requirement for the provision of multi-disciplinary professional services necessary for the successful delivery of major capital programmes and projects across Hampshire. Additionally, the Council has been successful in developing a number of strategic joint working arrangements with other public sector organisations across Hampshire and surrounding areas for the delivery of similar capital projects and programmes of works. In addition, the Council runs and manages a portfolio of regional and subregional Framework Arrangements for construction works and services. The Council is procuring three Strategic Partner Contracts which will support the exisiting resources and provide additional resource for the delivery of professional services as detailed in the lots description of this Contract Notice, additionally the selected Partners will play an important role in a Strategic Alliance with the Council. The objectives of the Strategic Partner Contracts and the Strategic Alliance Protocol are as follows: - To provide professional services; - To share knowledge and experience and bring expertise into the relevant business areas to inform bestpractice; - To develop the Strategic Alliance in line with Hampshire County Council’s ambitions; - To build longer term relationships and understanding with providers, for planning and supplying required resources and skills; - To maximize benefit generation, including efficiencies / value for money (through reduced procurement and efficiencies); - To create ease of management and use. To achieve the objectives of the Contract, the Council is looking for providers willing to embrace a Strategic Alliance Protocol and Integrated Approach to the delivery of the required services across all three lots. Providers will be expected to adopt the Council's ethos and culture when delivering projects and programme of works. Such ethos and culture are centered around: - Delivery of projects and programme of works to support the delivery of front-line services to the highest standards; - High quality of services and end-product; - Time and cost predictability; - Management of multiple stakeholders; - Management of multiple projects and programme of works; - Customer focus and ensured satisfaction; - Political sensitivity; - Adoption of best practices such as the Government Construction Strategy; - Adoption of policies and procedures; - Secure efficiencies; - Continuous improvement. The Council wishes to invite expressions of interest from organisations and / or consortia who have demonstrable experience in the delivery of these services. For business, risk and operational purposes Hampshire County Council has a requirement for two or more strategic partners providing the services outlined in the project brief. Accordingly the requirements have been split into 3 lots. Bidders are permitted to submit a PQQ for one or more of the lots however bidders must complete and submit a separate PQQ for each of the lots in order to formally express an interest in each lot. Bidders are advised that they may submit a PQQ, and if successful in being shortlisted for a particular lot, submit a tender response for each of the lots. However, bidders are advised that due to the nature of the services covered by lot 2, the need for independence of cost and project management, and a requirement to have diversity across the lots, a distinct provider will be required for that lot. For clarity, an organisation / consortia can be awarded lots one and three subject to them having submitted the most economically advantageous tender for each lot, however an organisation / consortia / member of the same group of companies cannot be awarded lots one and two or lots two and three. Furthermore, in order to preserve this requirement, bidders successful in being awarded lot one and / or lot three will not be permitted to be members of the same group of companies or form part of the consortia (including supply chain arrangements) for lot two. Similarly, the bidder successful in being awarded lot two will not be permitted to be members of the same group of companies or form part of the consortia (including supply chain arrangements) for lot one or lot three.
