Following a review of speed limits on A and B roads In Hampshire, a number of roads have been identified as having excessively high speeds. Based on the number of accidents occurring along their length and given the nature of the roads it is proposed to reduce the speed on each road to help reduce the accident rate and increase overall safety.

It is proposed that the stretch of Grange Road from the existing 30mph speed limit terminal point northwards to the junction with Portsmouth Road (currently national speed limit) be reduced to 40mph. Historically, there have been a number of recorded injury accidents within this section of Grange Road and it is envisaged that a reduction in the speed limit will help to improve road safety throughout. A 40mph speed limit is also deemed appropriate for the rural nature of the road and the existing mean speeds reaffirm the introduction of a 40mph limit. This is also inline with the guidance issued by the Department for Transport for rural lower tier roads of 40mph. In addition, by introducing a reduced speed limit on Grange Road, it is also proposed that the stretch of Woolston Road and Newtown Road (also currently a national speed limit) should be included for a reduced 40mph limit. This is deemed necessary to minimise the frequency of change in speed limits between the adjoining and connecting roads, which could lead to confusion for motorists and therefore be undesirable. However, as the existing national speed limit in Woolston Road/Newtown Road extends over the district boundary, Southampton City Council have therefore been approached and, they have agreed to continue the proposed 40mph limit up to the existing 30mph terminal point inside Southampton City Councils boundary. By incorporating both Grange Road and WoolstonRoad/Newtown Road for a reduction in speed limit, this will help to maintain a consistent and more appropriate speed between the existing 30mph terminal points and improve overall road safety.
