‘Towards Delivery of a Sustainable Transport System’ was written in April 2008, when Transport for South Hampshire (TfSH) was first created, to clearly set out a mission statement for the organisation. The document emphasised the partnership working necessary to achieve TfSH’s objectives. Partnership working is especially important for transport, as services as infrastructure (such as roads or railway lines) will often cross boundaries.
The document also made explicit the Reduce, Manage, Invest strategy which emerged from the second Local Transport Plan. This involves looking at ways to reduce pressures on the local transport system before adding to existing infrastructure; in other words, the emphasis is first on reducing people’s use of private cars before new road building is considered.
