The Local Code
The County Council is determined to ensure that all decisions on planning matters are seen to be open, fair and impartial. The Protocol is supplementary to the local code of conduct on planning matters adopted by the County Council and establishes a set of rules that the Regulatory Committee has agreed for managing its work. In particular it deals with how members should resolve queries over declarations of personal and prejudicial interest, the procedures to be followed when items are considered at committee and how members will ensure that they are up to date with the rapidly changing legal and procedural requirements of the planning and enforcement processes.
All County Councillors involved in decisions on planning matters, or who are consulted on planning applications to be determined by officers under delegated authority, are bound by the Protocol.
