The List of Core Documents (Version 12) (PDF, 88KB) indicates all the documents involved in the creation of the Strategy and those referred to in the public examination. This list was updated as new documents were added during the examination.

In addition to the documents below, a Schedule of Further Wording Changes (PDF, 226KB) was produced to address a number of concerns raised during the hearing schedules of the Public Examination.

A revised core Strategy which has taken account of comments from the South East England Regional Assembly, new guidance in Planning Policy 25: Development and Flood Risk and the suggested minor changes in Appendix 1 of the Summary of Objections (shown below) is now available. The key diagram has also been revised and changes to both have been listed in the schedule of changes:

The following additional documents have been produced by the minerals and waste planning authorities and are intended to inform the Public Examination into the core Strategy.

  • Topic Paper 1 – London (PDF, 4879KB)
    This paper explains why the Strategy is ‘in conformity’ with the Regional Spatial Strategy and provides justified evidence – by reference to potential landfill opportunities - for the Strategy’s position not to provide for some of London's waste. Appendix 2 (PDF, 4410KB) shows the current operational and potential non-hazardous landfill sites.

  • Topic Paper 2 – Land Won Sand and Gravel (PDF, 1932KB)
    This paper provides detailed justification of the Strategy’s approach to land-won sand and gravel provision, in particular it addresses the following key areas:

    • Balance of supply – particularly whether the split between the four geographic areas is the right one, especially given the burden placed on the Forest
    • Strategic reserve – particularly whether the Strategic reserve is necessary
    • Landbank – particularly whether a seven year landbank should be provided for at the end of 2020, i.e. sufficient permitted reserves to meet supply requirements until 2027
    • Supply vs provision – particularly whether the Strategy’s approach will deliver national and regional requirements for land-won sand and gravel.
  • Topic Paper 3 – Approach to consultation and appraisal and the links between other plans (revised) (PDF, 351KB)
    This paper provides a detailed outline of the various consultation and appraisal processes which were undertaken during the development of the core Strategy.

  • Topic Paper 4 - Summary of Objections (Version 2) (PDF, 3633KB), with comments by the Minerals and Waste Planning Authorities, and where considered helpful suggestions of minor changes to wording.
    This paper provides a brief comment about responses made following submission of the Strategy. In some cases it provides justification or clarification on the approach taken, on occasion, it suggests minor changes of wording to improve the clarity and coherence of the Strategy, where it is felt this wouldn’t undermine consultation or appraisal processes. Version 2 is amended with minor errors and references corrected. A edited version of the core Strategy with minor changes is contained in Appendix 1 (PDF, 699KB) of the document above.

  • Topic Paper 5 - Approach to consultation in the Wiltshire part of the New Forest National Park (PDF, 82KB)
    This paper provides a detailed outline of the various consultation and appraisal processes which were undertaken during the development of the core Strategy in respect of the Wiltshire part of the New Forest National Park.

  • Letter from South East England Regional Assembly (Catriona Riddell) re: Provision for London's Waste (PDF, 667KB)
    The South East England Regional Assembly (SEERA) previously commented that the core Strategy was not in conformity with the regional spatial strategy in respect of provision for London's waste. A meeting to discuss this issue was held on 27th September 2006. Following this meeting a number of proposed changes were suggested by SEERA which if accepted, would result in SEERA withdrawing its objections to the Strategy. It would then consider the Strategy to be in general conformity.

  • ‘Core’ Planning Strategy - Habitats Regulations Assessment (PDF, 171KB)
    A review of the Appropriate Assessment under the Habitats Directive, in the light of recent/emerging guidance, has now been completed and is available to download.
