Wharves and Rail Depots

The Hampshire Minerals and Waste Planning Authorities (MWPA's) (Hampshire County Council (HCC), Southampton City Council, Portsmouth City Council, and the New Forest National Park) commissioned Land and Mineral Management (LMML) to carry out a review of the current wharves and rail depots in Hampshire (including Portsmouth and Southampton) – the ‘Needs Assessment for Wharves and Rail Depots in Hampshire’.

The study aims to provide the necessary background information to support the development of replacement Core Strategy policies; S13 (Wharves and Depots), S14 (Safeguarding) and DC18 (Wharves and Depots) and the further development of the Hampshire Minerals and Waste Development Framework. It also considers the potential of existing and new facilities for the importation and exportation of minerals and waste, including their transportation by non-road means within Hampshire as well as the demand for new facilities. LMML were also required to advise Hampshire on what measures could be considered to maintain or improve the current position for safeguarding existing and proposed facilities in order to meet national and regional policy guidelines.  

The assessment was completed by LMML in September 2009 and the MWPA's subsequently prepared a Non Technical Summary to accompany the study.

The study has been prepared by an independent consultant and does not represent the views of the MWPA's. The MWPA's may not necessarily endorse all of the findings and recommendations of the study. The findings and recommendations of the assessment will be taken into account, as appropriate, through the preparation of replacement policies for quashed policies S13, S14 and DC18 of the Core Strategy in 2010.
