Scoping Reports for the Integrated Sustainability Appraisal
The Scoping Reports for the Integrated Sustainability Appraisal (ISA) - a legal requirement of the plan-making process - of the Hampshire Minerals and Waste Management Plans were produced in May 2006 and a five week consultation was undertaken and completed in June 2006.
The joint plan-making authorities of Hampshire County Council, Portsmouth and Southampton City Councils and the New Forest National Park Authority (collectively referred to as ‘Hampshire’) are required under the Planning and Compulsory Purchase Act (2004) to undertake a Sustainability Appraisal (SA) of the Development Plan Documents (DPD's). Sustainability Appraisal takes a long-term view on the effects of a plan, taking into account not only the environment effects, but also the social and economical effects.
When preparing or revising DPDs, it is also a statutory requirement to conduct an environmental assessment in accordance with the Strategic Environment Assessment (SEA) Directive and the SEA Regulations 2004. The objective of SEA is ‘to provide for a high level of protection of the environment and to contribute to the integration of environmental considerations in the preparation of plans and programmes with a view to promoting sustainable development’.
In line with recent government guidance, the two processes have been combined as ‘Integrated Sustainability Appraisal’ (ISA).
The Scoping Reports were produced separately for each plan but the baseline information was set out in a Joint Baseline Report, which should be read in conjunction with the Scoping Reports.
Following the consultation, the Scoping Reports and Joint Baseline Report have since been revised taking into account the comments made. The comments are set out in a table and are available for downloading with the revised (September 2006) Reports below.
