Hampshire Minerals Plan and Hampshire Waste Management Plan
Issues and Options - first consultation (Sep-Nov 2006)
In response to a previous request for sites to be put forward for mineral extraction (or processing) and waste management a number of nominations were received from landowners and businesses. Other sites referred to as 'Omission Sites' from the current Local Plan 1998 were also put forward.
Sites that were found to have significant "show-stopper" impacts or unacceptable cumulative impacts were removed from the process at the outset . The results of this process were set out in a Sites Discussion Paper, which provided an opportunity for Statutory Consultees and other interested parties to express their views on the sites identified and any issues or concerns they may have with these. This was subject to an initial informal 'issues and options' consultation which took place between September and November 2006.
A number of further nominations have been received since the informal consultation last September. Accordingly another 'issues and options' consultation stage, addressing these newly nominated sites, as well as the outcome of reviews into the potential future role of Industrial Estates / Employment Land and of Existing Sites in meeting the need for minerals and waste facilities will take place. These new sites and those that have been withdrawn will be listed in the Sites Discussion Paper (Addendum).
This Sites Discussion Paper is available to download below (all Sites are listed in Annex 1), and comments can be made on the Response Form in Appendix 3. (If you require Acrobat Reader to view these files, please click this icon:

Although the consultation on the original list of sites in the Sites Discussion Paper is now over, comments regarding any of the sites can still be submitted to the Minerals and Waste Planning Policy Team throughout the site selection process. However, in order that comments can be taken into consideration for the statutory 'Preferred Options' stage of the plan-making process (which will be advertised in the local press and subject to full neighbour notification) , they should be submitted as soon as possible and at least before 20 June 2007. Please see the Preferred Options for further details.
The sites listed in the Sites Discussion Paper have been separated by District and these can be viewed by the links set out below:
If you wish to make a comment then please contact us.
Other Discussion Papers, which will be produced over the next few months, will follow this Paper and set out in more detail the various Issues relevant to the site selection process. These papers include the following:
Review of existing Wharves and Rail Depots
Review of safeguarding Status of Existing Sites
Review of Time-limited Recycling Permissions
Review of Hazardous Waste Capacity
Review of Industrial Estates and Employment Land
The provision of landfill
The provision of sand and gravel
The provision of waste management sites
Appropriate Assessment
The feedback from these discussion papers will be used in the Preferred Options stage of the sites process.
During the Issues and Options stage, eight local events have been held across Hampshire, Portsmouth and Southampton, with a final event to be held in November. These events were attended by invited local interest groups, relevant district/town/parish councils and industry representatives. The event provided an opportunity to comment on nominated sites and to gather local information. A summary of the outcome of each event is provided below:
