Issues & Options

The Issues and Options stage (Regulation 25 under the The Town and Country Planning (Local Development) (England) Regulations 2004) was an early informal consultation on the options for 'new' sites to go in the Hampshire Minerals Plan and the Hampshire Waste Plan. In this case, the options for the Plans were different site options. The next stage of the site allocation process requires public consultation and to enable this the proposed sites have been split into two documents or 'plans' - the Hampshire Minerals Plan and the Hampshire Waste Plan. Each plan will undergo a separate public consultation.

A methodology and process for identifying new mineral and waste sites was set out in Scoping Reports and included a four stage appraisal process. The first stage involved a desk-based assessment of a long list of potential sites drawn from various sources but primarily nominations from landowners and the minerals and waste industries. The sites were appraised against 17 sustainability factors including landscape, ecology etc as well as sustainability opportunities such as access to sustainable transport and opportunities for the co-location of facilities.

Sites that were found to have significant "show-stopper" impacts or unacceptable cumulative impacts were removed from the process at the outset . The results of this process were set out in a previous Sites Discussion Paper, which provided an opportunity for Statutory Consultees and other interested parties to express their views on the sites identified and any issues or concerns they may have with these. This was subject to an initial informal 'issues and options' consultation which took place between September and November 2006. After the informal consultation in September 2006 a number of further nominations were received. Accordingly another 'issues and options' consultation stage with Sites Discussion Paper (Addendum), addressing these newly nominated sites, as well as the outcome of reviews into the potential future role of Industrial Estates / Employment Land and of Existing Sites in meeting the need for minerals and waste facilities was carried out.

These new sites and those that were withdrawn are listed in the Sites Discussion Paper (Addendum) and a six week consultation period ended on 19 June 2007. Comments were encouraged online or in paper format.
